Due to historical reasons, National Highway 14B in Da Nang City lacks sidewalks. The Da Nang City Department of Natural Resources and Environment, in coordination with the Hoa Vang District People's Committee and other relevant units, held a meeting to address this issue.
The Da Nang Department of Natural Resources and Environment has just released information on the current status of the Project to renovate and upgrade National Highway 14B in Da Nang City.
Accordingly, due to historical reasons, this national highway did not have sidewalks at the time of its completion in 2005.
The households living on both sides of the road have elevation differences ranging from 0.5 to 4.0 meters. To access the road, homeowners have to fill in the land to raise their foundations. Furthermore, most of the households on both sides of the road are engaged in business and trade.
Therefore, households have built extensions on the land that was reclaimed and compensated for along the old National Highway 14B, as well as on the traffic safety corridor, for business purposes.
To address this issue, the Da Nang City Department of Natural Resources and Environment coordinated with the Hoa Vang District People's Committee and other units to organize a meeting.
Based on the consensus reached at the meeting on July 15, 2024, the Department of Natural Resources and Environment of Da Nang City reported to the City People's Committee and requested the City People's Committee to approve the policy of supporting the dismantling and relocation equivalent to 20% of the value of the compensated assets.
Previously, in June 2022, the Ministry of Transport approved the investment plan for the project to renovate and upgrade National Highway 14B in Da Nang City.
The project has a total length of approximately 7.55km, with the starting point at Km24+633, located in Hoa Nhon commune, Hoa Vang district, Da Nang city; and the ending point at approximately Km32+185, located in Hoa Khuong commune, Hoa Vang district, Da Nang city.
This is a major urban arterial road, of urban level, with a design speed of 80 km/h and a scale of 4 lanes for motorized vehicles and 2 lanes for mixed traffic.
The project's route will follow the existing road with localized adjustments to ensure geometric compliance with road classification standards and adherence to the general urban planning of the surrounding areas. The roadbed width is 34 m, comprising 4 lanes for motorized vehicles with a 15m wide road surface; a 6m wide lane for non-motorized vehicles and motorcycles; a 3m wide median strip; and a 10m wide sidewalk.
The entire bridge section along the route will be utilized and expanded to match the 34m road width; a total of four bridges are planned for expansion.
The total investment for the project is VND 788.71 billion, of which VND 430.745 billion comes from the central government budget within the Ministry of Transport's medium-term public investment plan for the period 2021-2025 (allocated for the construction of 4 lanes with a roadbed width of 20.5m); and approximately VND 357.965 billion comes from the Da Nang City budget within its medium-term public investment plan for the period 2021-2025 (allocated for the expansion to 6 lanes with a roadbed width of 34m). The project is expected to be implemented from 2022 to 2025, with the Da Nang City Department of Transport as the investor.
The Ministry of Transport requires the Da Nang Department of Transport to be responsible for reporting to the Da Nang People's Committee to balance and allocate sufficient capital as committed and to closely coordinate with the Ministry of Transport in organizing the implementation, ensuring the project is completed on schedule; to coordinate with relevant parties to further verify the central and local budget sources participating in the project; and to propose methods and mechanisms for capital contribution when there are changes in investment costs as well as the allocation and disbursement of capital to facilitate the project's implementation.
National Highway 14B, connecting Tien Sa Port to National Highway 1A, the Da Nang - Quang Ngai Expressway, and the Ho Chi Minh Highway, spans approximately 74km. This route serves the transportation needs of the people, transporting goods, agricultural and forestry products to support investment projects in the Lien Chieu - Dung Quat Key Economic Zone and the Central Highlands Strategic Economic Zone. It is a national highway directly connecting to the Da Nang - Quang Ngai Expressway, meeting the regional connectivity needs of the Central Vietnam economic growth engine.
The remaining section of National Highway 14B within Da Nang City is being invested in and constructed to meet the increasing transportation demand, reduce traffic accidents on National Highway 14B from Tuy Loan Bridge to Dai Hiep intersection, and gradually complete the approved plan.
The upgrading and expansion of this section of the road aims to synchronize with the scale of the already invested section, avoid "bottlenecks" within Da Nang city, meet current and future traffic demands, ensure smooth traffic flow, and minimize accidents and traffic congestion. Therefore, investing in the renovation and upgrading of National Highway 14B through Da Nang city according to the plan to address traffic bottlenecks in the 2021-2025 period is necessary.
