
This decision applies to agencies, organizations, and individuals involved in the use of state budget funds, official development assistance (ODA) funds, and preferential loans from foreign donors to organize groundbreaking ceremonies, commencement ceremonies, and inauguration ceremonies for construction projects.

The groundbreaking ceremony for a construction project is held when: the investor or the agency/organization assigned to prepare the project (hereinafter referred to as the investor) is handed over the site by the competent authority or receives the site in stages, and the project has been approved in accordance with the authority and regulations.
The groundbreaking ceremony for a construction project is conducted when the requirements for commencement of construction as stipulated in Clause 1, Article 107 of the Construction Law, as amended and supplemented by Clause 39, Article 1 of Law No. 62/2020/QH14, are met.
The inauguration ceremony was held after the project was inspected and approved by the competent state authority, meeting all regulatory requirements.
The project includes one groundbreaking or commencement ceremony and one inauguration ceremony.
Authority to decide on organizing ceremonies
The Prime Minister decides to organize ceremonies for nationally important projects, which are the main works within nationally important projects as stipulated in the Law on Public Investment, based on proposals from competent state agencies or investors.
The head of a ministry or central agency, in coordination with the Chairman of the People's Committee of the province, shall decide on the organization of ceremonies for projects under their investment decision, such as projects of significant value and importance to the local economy, politics , culture, and society, which are principal projects belonging to Group A projects as stipulated in the Law on Public Investment and have significant economic, political, cultural, and social importance to the locality.
The Chairman of the Provincial People's Committee decides on the organization of ceremonies for projects under their investment decision, such as projects of significant value and importance to the local economy , politics, culture, and society, which are considered main projects belonging to Group A projects as stipulated in the Law on Public Investment and have significant economic, political, cultural, and social importance to the locality.
The investor prepares a plan for organizing the ceremony, clearly stating: content, time, location, participants, costs, and implementation method; and submits it to the competent authority for decision.
The project owner is not allowed to require the contractor to pay for the costs of organizing ceremonies.
The decision stipulates that the cost of organizing the ceremony will be included in the total investment of the project.
Based on the authorization granted by the competent authority, the investor shall prepare and approve the cost estimate for each ceremony. The cost estimate for organizing the ceremony shall be prepared in accordance with the content and scale of the project, and in accordance with the current norms, standards, and regulations of the State. The investor is not allowed to request the contractor to pay for the costs of organizing the ceremonies.
