Regulations on the content of license plate auctions in the draft Law on Road Traffic Order and Safety are appropriate

Therefore, this law only regulates the content (type of license plate offered for auction, starting price, rights and obligations of the auction winner, vehicle registration, license plate of the winning vehicle...), but also the form. (auction order and procedures) are carried out in accordance with the provisions of the Law on Asset Auctions, to ensure consistency and synchronization between specialized laws. Delegates also agreed to expand license plate auctions to all road motor vehicles.

Delegate Dong Ngoc Ba (Binh Dinh delegation) and delegate Ho Thi Kim Ngan (Bac Kan delegation) also expressed agreement with the inclusion of license plate auction regulations in the Law project, and highly appreciated the Government for Evaluate the impact of this content. Delegate Ho Thi Kim Ngan requested to study, consider, and summarize and evaluate fully, specifically, and comprehensively the results of implementing Resolution No. 73/2022/QH15 on piloting the auction of car license plates to Supplement the draft Law accordingly. 
 

License plates are considered by people to be beautiful license plates.

 According to a report on some major issues of the draft Law, the National Defense and Security Committee said that expanding the auction of license plates for transport businesses and motorbikes is very necessary. “If we do not promptly include this draft law and wait until the end of the pilot implementation period, conduct a summary, and report to the National Assembly, then the order and procedures for amending and supplementing the new law must be carried out, which will cause serious problems. expensive and wasteful of both time and budget," the report said.

 

According to the report, the expansion of license plate auctions for motorbikes and motorbikes comes from the demand of a large number of people with license plates to buy motorbikes and motorbikes of their choice. Furthermore, the number of motorbikes and motorbikes registered every month is very large. If we expand the auction of license plates for these types of vehicles, it will greatly increase revenue for the State budget.

 

To legislate the content of license plate auctions according to the opinion of the majority of National Assembly deputies, the Standing Committee of National Defense and Security designed two options.

 

Option 1: Added 1 article to the draft Law on Road Traffic Safety (Article 37 of the draft Law has been received and revised), in the spirit of inheriting the content of Resolution No. 73/2022/QH15 on pilot auction of license plates with Adjustments to overcome difficulties and obstacles in the process of implementing the above resolution.

 

Option 2: Add the content of license plate auction to the draft Law amending and supplementing a number of articles of the Law on Asset Auction.

 

The Standing Committee of the National Defense and Security Committee agreed with option 1, because including the regulations in the draft Law on Road Traffic Safety and Order is consistent with the majority of opinions stated by National Assembly delegates and in accordance with the scope of regulation. of the draft Road Traffic Safety Law is a specialized law.
