Deputy Prime Minister Tran Hong Ha has just signed Decision No. 27/2023/QD-TTg dated November 8, 2023, regulating the organization of groundbreaking ceremonies, commencement ceremonies, and inauguration ceremonies for construction projects.
This decision applies to agencies, organizations, and individuals involved in the use of state budget funds, official development assistance (ODA) funds, and preferential loans from foreign donors to organize groundbreaking ceremonies, commencement ceremonies, and inauguration ceremonies for construction projects.

Accordingly, the groundbreaking ceremony is held when the investor or the agency/organization assigned to prepare the project (hereinafter referred to as the investor) receives the land from the competent authority, or receives the land in stages, and the project has been approved in accordance with the authority and regulations. The commencement ceremony is held when the conditions for commencement of construction are met as stipulated in Clause 1, Article 107 of the Construction Law, as amended and supplemented by Clause 39, Article 1 of Law No. 62/2020/QH14. The inauguration ceremony is held after the project has been inspected and accepted by the competent state agency, meeting the requirements as prescribed.
The project includes one groundbreaking or commencement ceremony and one inauguration ceremony. The authority to decide on the organization of these ceremonies rests with the Prime Minister, who decides on the organization of ceremonies for nationally important projects as stipulated in the Law on Public Investment, based on proposals from competent state agencies or the project owner.
The head of a ministry or central agency, in coordination with the Chairman of the Provincial People's Committee, decides on the organization of ceremonies for projects they have decided to invest in, such as projects of significant value and importance to the local economy, politics , culture, and society, and projects classified as Group A projects according to the Law on Public Investment.
The Chairman of the Provincial People's Committee decides on the organization of ceremonies for projects under his/her investment decision, such as projects of significant value and importance to the local economy, politics, culture, and society, which are considered principal projects belonging to Group A projects as stipulated in the Law on Public Investment.
The investor shall prepare a plan for organizing the ceremony, clearly stating the content, time, location, participants, costs, and implementation method; and submit it to the competent authority for decision. The investor is not allowed to request the contractor to pay for the costs of organizing the ceremonies; the costs of organizing the ceremonies are included in the total investment of the project.
