Income and expenditure table of class fund 1/2

Press release on the collection and disbursement of class funds of more than 313 million VND in class 1/2 of Hong Ha Primary School, address 155A Xo Viet Nghe Tinh, Ward 17, Binh Thanh District, signed by Deputy Head of the Department of Education and Training of Binh Thanh District, Ms. Pham Thi Thuy.

The announcement stated:

"1. Hong Ha Primary School organized a meeting of parents of students (PWDs) of grades One and Two for the 2023-2024 school year on August 13, 2023. In this meeting, homeroom teachers (CTEs) of each class, including grades One and Two, and parents of each class unanimously selected and elected a temporary PWD representative board for the class. After the meeting, the PWD representative board asked for the school's permission to renovate the classroom because students of the integrated classes will study in this classroom for 5 years (from grades 1 to 5). The existing classroom of the class will be repaired with the following items: floor, air conditioner installation, wall painting, fans, sliding boards, cabinets, etc.

The 300 million class fund "evaporated" almost in 1 month. Parents were shocked when they saw the income and expenditure table.

Parents guarantee that the investment in classroom facilities is done voluntarily and with the parents' consent. The content was agreed upon by 29/32 parents (3 people were absent).

Regarding the current state of the classroom, the school has fully equipped it with desks, chairs, lights, fans, interactive boards, etc., but parents still wish to renovate the classroom to be spacious and fully equipped so that their children can study throughout the 5 years of school. The school has agreed to the parents' wishes to renovate and repair the classroom, including items such as: installing air conditioners, exhaust fans, re-tiling the floor, making classroom cabinets, paper cabinets, and building flower beds in front of the classroom.

"2. Regarding the revenue and expenditure, the Board of Representatives has publicly announced on the parent group by Ms. Nguyen Thi Thuy Quyen - Treasurer of the Board of Representatives of Parents of Grade 1 2 as follows:

Total class reunion money collected: 313,300,000 VND (31/32 students) + Total class reunion money spent:

260,328,500 VND; surplus 52,971,500 VND".

"Upon receiving the information, the Department of Education and Training requested the school to seriously learn from the incident, and at the same time hold a meeting with the Parents' Representative Board and all parents of grade 1 and 2 on September 27, 2023 to exchange information and contents related to the mobilization, collection and expenditure of the Parents' Representative Board's Activity Fund to ensure compliance with regulations. The activity plan of the class Parents' Representative Board must be implemented in accordance with the provisions of Circular 55/2011/TT-BGDDT and Circular 16/2018/TT-BGDDT. Report the implementation results to the Department of Education and Training immediately after the meeting".

According to this press release, the Department of Education and Training of Binh Thanh District directed: "Regarding the correction of the illegal collection and expenditure of the Parents' Representative Fund for Grade 1 and 2. For the project of renovating the classroom, the Parents' Representative Board settled 227,030,000 VND. Although the project of renovating the classroom was voluntarily contributed by parents, the process of mobilization and collection and expenditure was not in accordance with regulations, so the Parents' Representative Board for Grade 1 and 2 will refund this amount to parents according to regulations."

The announcement also stated that expenses such as entertainment expenses, food expenses, teddy bears, and support expenses for Ms. Thu (totaling 20 million 515 thousand) were also illegal expenses, and the money would be refunded to the parents. Expenses for buying school supplies and green tree decorations totaling 12 million 783 thousand will continue to be implemented.

Criticize the teacher

The Department of Education and Training of Binh Thanh District directed the school to monitor and supervise the implementation of the refund of money collected - only in violation of regulations of the Parents' Representative Committee of Grade 1-2 and promptly report to the Department of Education and Training.

"Instruct the school to criticize Ms. Huynh Ngoc Thuy - the homeroom teacher of Grade 1-2 for the above violations. The Department of Education and Training has issued a document criticizing Ms. Bui Thi Hai Yen, the school's principal, for not performing well in her role as school manager, not properly implementing the mobilization process, and the collection and disbursement of the Parents' Representative Board's Activity Fund according to regulations," the announcement stated.
