(NLDO) - Thanh Hoa Provincial Inspectorate has just issued a document requesting the unit to conduct a thematic inspection on revenue and expenditure and socialization at the beginning of the school year.

Mr. Trinh Xuan Thuy, Chief Inspector of Thanh Hoa province, has sent a document to the Chairman of the People's Committee of Thanh Hoa province following the Chairman's directive to prepare and finalize the draft directive of the Provincial People's Committee on strengthening security and order in the education and training sector in the province.

"After studying the proposal of the Thanh Hoa Provincial Police Department in its submission dated September 30, 2025, and the official letter dated October 17, 2025, from the Thanh Hoa Provincial Department of Education and Training, based on its functions and duties, the Thanh Hoa Provincial Inspectorate proposes that the Chairman of the Provincial People's Committee assign the Provincial Inspectorate to conduct a thematic inspection on the collection and expenditure of funds at the beginning of the school year and the socialization of education in educational institutions in Thanh Hoa province for the 2025-2026 school year, as proposed by the Provincial Police Department," the document stated.

As reported by Nguoi Lao Dong Newspaper, on September 30th, the Thanh Hoa Provincial Police submitted a proposal to the Chairman of the Thanh Hoa Provincial People's Committee regarding strengthening security and order in the education and training sector in Thanh Hoa province. In the proposal, the Thanh Hoa Provincial Police stated that in recent times, the security and order situation in the education and training sector in the province has seen several noteworthy issues, including the collection and expenditure of funds at the beginning of the school year and the social mobilization of education.

In particular, the issue of excessive fees and the "voluntary" nature of educational socialization activities, such as soliciting various funds (class fund, school fund, parent fund, etc.); and encouraging parents to install televisions and air conditioners in classrooms, are always hot topics of public concern.

The root cause stems from a lack of transparency in revenue and expenditure; many educational activities, voluntary contributions at the beginning of the school year, and parent fund collection and expenditure activities show signs of not being in line with the intended purpose, failing to yield effective results, and the revenue from social mobilization mainly relies on soliciting parents without attracting other resources, leading to financial pressure for some parents at the beginning of the school year.

The Thanh Hoa Provincial Police also stated that, in the coming time, if these issues are not rectified and shortcomings and deficiencies are not addressed, they will continue to be a potential source of negative consequences, complicating the security and order situation and eroding public trust in education activities in the province.

Based on the above situation, the Thanh Hoa Provincial Police Department proposed that the Chairman of the Provincial People's Committee direct the Department of Education and Training to take the lead in coordinating with the Department of Finance to issue detailed guidelines on revenue and expenditure at the beginning of the school year, ensuring transparency and accountability in the socialization of education as prescribed; and to be responsible for inspection and supervision at educational institutions under its management...

The Thanh Hoa Provincial Police also proposed that the Chairman of the Provincial People's Committee direct the Provincial Inspectorate to conduct a thematic inspection and strictly handle violations related to revenue and expenditure activities at the beginning of the school year and the socialization of education in the province; direct the People's Committees of communes and wards to require educational institutions under their management to publicly and transparently disclose revenue and expenditure and socialization activities; and strengthen appraisal, inspection, and supervision work…

The provincial police continue to strengthen their efforts in monitoring the situation, promptly detecting and advising on the handling of individuals who exploit educational activities to commit illegal acts.
