"After studying the proposal of Thanh Hoa Provincial Police in the submission dated September 30, 2025 and the official dispatch dated October 17, 2025 of the Department of Education and Training of Thanh Hoa province. Based on the functions and tasks, Thanh Hoa Provincial Inspectorate proposes that the Chairman of the Provincial People's Committee assign the Provincial Inspectorate to conduct a thematic inspection on the collection and expenditure work at the beginning of the school year, socialization of educational institutions in Thanh Hoa province, school year 2025-2026 according to the proposal of the Provincial Police" - the document stated.

As reported by Nguoi Lao Dong Newspaper, on September 30, Thanh Hoa Provincial Police submitted a report to the Chairman of Thanh Hoa Provincial People's Committee on strengthening the work of ensuring security and order in the field of education and training in Thanh Hoa province. In the report, Thanh Hoa Provincial Police said that recently, the security and order situation in the field of education and training in the area has raised a number of notable issues, including revenue and expenditure activities at the beginning of the school year and the mobilization of socialized education.

In particular, the situation of overcharging and socializing education activities "disguised as voluntary" such as: Mobilizing many types of funds (class fund, school fund, parent fund, etc.); mobilizing parents to install televisions and air conditioners in classrooms, etc. are always hot issues of public concern.

The reason comes from the fact that revenues and expenditures are not really transparent; many educational activities, voluntary revenues at the beginning of the school year, and parent fund revenues and expenditures are not in accordance with the spending content, are not effective, and the revenue from socialization mainly mobilizes parents without mobilizing other resources, leading to financial pressure for a number of parents at the beginning of the school year.

Thanh Hoa Provincial Police also forecast that in the coming time, if these problems are not rectified and overcome, loopholes and shortcomings will continue to lurk, causing negative consequences, complicating the security and order situation, and causing people to lose confidence in educational activities in the province.

From the above situation, Thanh Hoa Provincial Police proposed that the Chairman of the Provincial People's Committee direct the Department of Education and Training to preside over and coordinate with the Department of Finance to issue detailed instructions on revenues and expenditures at the beginning of the school year, socialize education to ensure publicity and transparency according to regulations; be responsible for inspection and supervision at educational institutions under its management authority...

Thanh Hoa Provincial Police also proposed that the Chairman of the Provincial People's Committee direct the Provincial Inspectorate to conduct specialized inspections, strictly handle violations in revenue and expenditure activities at the beginning of the school year, and socialize education in the area; direct the People's Committees of communes and wards to request educational institutions under their management to publicly and transparently implement revenue and expenditure, and socialize; strengthen appraisal, inspection, and supervision work...
