Prime Minister: Each new school at the border will be a place to nurture knowledge, light up dreams, and realize aspirations.

On the morning of November 9, in Yen Khuong commune, Thanh Hoa province, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the construction of 72 inter-level primary and secondary boarding schools in border communes across the country, held at connecting points in 15 provinces.

Also attending at the bridge points were comrades: Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh ; comrades Central Party Committee members, Deputy Prime Ministers, leaders of ministries, departments, branches, localities, a large number of ethnic people, teachers, parents and students.

The central bridge is located in Yen Khuong commune, Thanh Hoa province, where Prime Minister Pham Minh Chinh attended and gave a speech. The remaining bridges are held in the provinces: Lang Son, Cao Bang, Lao Cai, Tuyen Quang, Dien Bien, Lai Chau, Son La, Nghe An, Ha Tinh, Quang Tri, Dak Lak, Lam Dong, An Giang , Quang Ninh.

On this occasion, the Prime Minister presented gifts to teachers and students of Yen Khuong commune; the National Industry - Energy Group (Petrovietnam) donated a school to Thanh Hoa province.

"5 guarantees" for inter-level schools for border communes

Speaking at the event, Prime Minister Pham Minh Chinh expressed his joy at attending the groundbreaking ceremony in an exciting atmosphere of the whole country competing to achieve achievements to welcome the 14th National Congress of the Party; affirming that this is an event of profound political, social and humanistic significance, demonstrating the spirit of "The whole country looks towards the border, for the future of children of all ethnic groups".

On the occasion of the groundbreaking ceremony and Vietnamese Teachers' Day (November 20, 2025), on behalf of the leaders of the Party, State, and Government, the Prime Minister would like to send to the delegates, teachers, students, and parents our respectful greetings, best wishes, and best regards.

The Prime Minister stated that our Party and State always consider education and training as a top national policy with a particularly important role, creating the foundation, forming and developing human personality, qualities and capacities, and being the decisive factor ensuring success in making breakthroughs in human resource development to serve the cause of building and defending the socialist Fatherland.

The Prime Minister affirmed that people are the most valuable capital, people are both the target, the resource, and the driving force for development. Investing in people is investing in development; investing in education is investing in development; investing in people must be comprehensive, investing right from the beginning, for the comprehensive development of Vietnamese people in the new era, the era of the country's rise, developing richly, civilized, powerful, happy and steadily moving towards socialism.

The Prime Minister said that Resolution 71 of the Politburo on breakthroughs in education and training development has clearly identified a shift in thinking from mainly equipping knowledge to comprehensively developing learners' capacity and qualities; with the view that schools are the foundation, students are the center and teachers are the driving force.

The Politburo issued Conclusion 81, agreeing on the investment policy to build primary and secondary boarding schools in 248 land border communes; clearly identifying this as a key and important task to improve people's knowledge and human resource quality, creating a source of cadres from local ethnic groups and remote areas to contribute to improving the material and spiritual life of people in the border areas and contributing to strengthening national defense and security. In the immediate future, pilot investment and completion of new construction or renovation of 100 schools in 2025, then continue to deploy on a large scale, completing the investment goal of building 248 schools in 2-3 years.

Implementing the Politburo's Conclusion and the direction of General Secretary To Lam, the Government and the Prime Minister have focused on leading and directing the Ministry of Education and Training, ministries, branches, functional agencies and border localities to urgently and resolutely implement.

The Ministry of Education and Training is assigned to preside over, review, amend and supplement relevant regulations, ensuring that students in land border communes enjoy appropriate boarding and semi-boarding policies; develop plans for teacher arrangement, training of ethnic language teachers, maintaining school operations and allowances for teachers; and have plans for schools nationwide to form sister schools with schools in border communes.

The Ministry of Construction is assigned to preside over the development of model designs for inter-level boarding schools so that localities can have a basis for reference and implementation in accordance with the locality and regional culture.

The Ministry of Finance is assigned to preside over balancing the central and local budgets and other legal funding sources, mainly the central budget.

People's Committees of border provinces review and adjust plans, take responsibility for arranging land funds for school construction, ensuring technical infrastructure related to school construction, electricity, clean water, telecommunications, wastewater, traffic, ensuring safety and environmental sanitation; mobilize armed forces and youth union members in the area to implement the policy of investing in school construction and renovation, and closely monitor the implementation, avoid loss, waste, negativity and have an effective exploitation plan after completing the school construction investment.

Thanks to the efforts and drastic participation of the entire political system in implementing Conclusion 81 of the Politburo, 28 schools have been started up to now. Of these, General Secretary To Lam directly directed and attended the groundbreaking ceremony at two schools in Dien Bien and Nghe An provinces.

"We are very happy to witness the common joy spreading along the length of the Fatherland's border. Everywhere there are bright, excited eyes of teachers, students, parents and people witnessing the groundbreaking of primary and secondary boarding schools, contributing to spreading the spirit of humanity, benevolence and social responsibility in the journey of spreading knowledge in our border areas," said the Prime Minister.

On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated and warmly commended the Ministry of Education and Training, relevant ministries, branches and agencies, especially the localities, construction units, teachers, students and people in border areas for their efforts, joint efforts and consensus in implementing this meaningful program. At the same time, the Prime Minister sincerely thanked the organizations, businesses, individuals and philanthropists at home and abroad for always accompanying, contributing and supporting the implementation of the program.

To ensure the new schools are put into operation for the 2026-2027 school year (no later than August 2026), the Prime Minister requested the Minister of Education and Training, heads of relevant ministries and agencies, especially the Secretaries and Chairmen of border provinces, leaders of relevant departments, branches and sectors to directly direct, closely monitor, regularly inspect, urge, promptly remove difficulties and obstacles, strive to complete projects on schedule, ensure quality, technique and aesthetics, prevent corruption, negativity, waste, loss, and unreasonable capital increase; improve the comprehensive education quality of schools in border areas.

The Prime Minister suggested that it is necessary to focus investment on boarding schools that have been started and constructed with the spirit of "3 shifts, 4 shifts", "overcoming the sun, overcoming the rain, not losing to storms", "working during the day is not enough, working at night, working extra on holidays"; with the spirit of speed and boldness, complying with regulations, ensuring the right quality and completing on time.

"Each new school will be a place to sow letters, nurture knowledge, light up dreams, and realize aspirations; a symbol of the spirit of great national unity, the affection and responsibility of the Party, the State, and the people towards their compatriots and the border areas of the Fatherland," said the Prime Minister.

The Prime Minister requested Party committees at all levels, authorities, construction units, and relevant agencies to comply with the "5 guarantees" in investing and building schools, including: Ensuring quality and progress; ensuring site clearance and material sources; ensuring techniques, aesthetics, environmental sanitation, landscape, and labor safety; ensuring no corruption, negativity, loss, or waste; ensuring that investment is effective, bringing practical benefits to students, teachers, and parents, and contributing to promoting the socio-economic development of the locality.

The Prime Minister respectfully requested the Central Committee of the Vietnam Fatherland Front to continue calling on all organizations, businesses, entrepreneurs, philanthropists and the whole society to join hands in supporting the construction and renovation of schools in border communes in the spirit of "those who have a lot contribute a lot, those who have little contribute a little, those who have merit contribute merit, those who have money contribute, wherever is convenient, contribute there", all for the sake of beloved students.

On this special occasion, the Prime Minister expressed his deep gratitude and appreciation to the team of teachers working in mountainous, remote, border and ethnic minority areas, the silent soldiers who bring letters to the farthest places, sowing seeds of faith and aspiration, those who have persistently stayed in the villages, sowed letters, and defended the country, with a very important, noble and glorious mission, with all their heart and sense of responsibility.

The Prime Minister cordially sends his best wishes to the beloved students in the border areas; hopes that they will study well, practice well, work hard, make efforts, overcome all difficulties, always preserve national identity, live with dreams, have great ambitions, aspire to rise up, contribute to building the homeland and country to be more and more prosperous, worthy of the attention of the Party, the State, of parents as well as of the people of the whole country.

The Prime Minister stated: We hope and believe that with the spirit of "what is said is done, what is committed is done, what is done is done, what is done must have products that can be weighed, measured, counted, and quantified" and the drastic participation of the entire political system, the entire people, the entire army, especially the border localities, the program to build inter-level primary and secondary boarding schools in the mainland border communes will be a great success.

With the participation of the entire political system, with the regular and direct leadership of the Politburo and the Secretariat, headed by General Secretary To Lam, the participation of all levels, sectors, localities, businesses, entrepreneurs, parents, armed forces and other forces, we will achieve the results, goals and requirements set out, so that all children in the border areas can study under the roof of a socialist school, be nurtured in a good environment and contribute to promoting the rapid and sustainable development of the beloved border areas of the Fatherland, contributing to the rapid and sustainable development of our country.

On the occasion of Vietnam Teachers' Day November 20, the Prime Minister wishes the entire education and training sector, teachers good health, happiness and success, to continue to dedicate and contribute to the cause of "hundred years of cultivating people"; wishes students to be good and studious, to constantly nurture their dreams, ambitions and aspirations to become good citizens, useful to society, contributing to building the community, the homeland, and the country to become more and more prosperous; wishes dear parents to always give their full, complete and comprehensive love to students, to the cause of education and training of the country.

Best and most complete response to the needs of teachers and students

Minister of Education and Training Nguyen Kim Son said that the task of building schools for border communes has been implemented quickly, synchronously, effectively and is operating in the right direction, responding to the Politburo's policy and the Government's Resolution, and the Prime Minister's direction.

In carrying out the assigned tasks, the Ministry has proactively coordinated and guided 22 provinces and cities with land borders to organize reviews, determine needs, select, develop investment plans, prepare land and other conditions for investment in building inter-level boarding schools. Up to now, the investment portfolio of 100 schools has been approved by the Prime Minister, arranged and allocated capital; localities have actively implemented to complete the tasks on schedule.

Of the list of 100 schools, up to now, 28 schools have been started and are under construction; today’s event is organized to simultaneously start construction of the remaining 72 schools. This is not only a very big event for the industry and the border provinces, but also a national event, an event of profound political and humanistic significance.

According to the Minister, these are large-scale projects, built synchronously and modernly, meeting the needs of studying, living, boarding and semi-boarding for students and public housing for teachers; providing a comprehensive educational and training environment. The total investment is nearly 20 trillion VND, guaranteed by the central budget.

Schools are invested in a large, synchronous, modern scale, meeting the needs of education, living, training of morality, intelligence, physical fitness, and aesthetics at the same time, with the goal of comprehensive development; having a system of facilities that reaches the highest level (level 2 according to current regulations, some criteria exceed level 2 such as space and area). Currently, many general schools have not met this standard.

Along with investing in school construction, the Ministry is currently presiding over and coordinating with ministries and branches to develop documents regulating policies for students and teachers; regulations on the operating regulations of inter-level boarding schools; preferential policies, recruitment and promotion of teachers; career guidance policies, selection of local cadres from students studying at inter-level boarding schools and many other synchronous policies, ensuring that schools are models and great hopes of the Party, State, localities and people in border communes.

"The policy of building inter-level boarding schools in the mainland border communes is to best and most fully meet the needs of students for studying, training, living and comprehensive development, with the expectation that they will become the decisive masters in the cause of building, developing and protecting the Fatherland, and directly, more than anyone else, in the border areas, their own homeland.

The schools are invested to meet the learning and boarding and semi-boarding needs of high school students in border communes, regardless of the subjects. All high school students in border communes are entitled to boarding and semi-boarding policies," the Minister said.

With a spacious, synchronous, modern, sustainable and highly secure infrastructure system, an educational environment oriented towards developing students' comprehensive capacity, the Party, the State and the Ministry of Education and Training expect this to be a breakthrough, a fundamental and comprehensive change for education in border areas; affirming the special attention and care of the Party and State for areas with many difficulties, narrowing the regional gap, ensuring fairness in access to education in Vietnam.
