Disbursement is slow due to land acquisition issues.
According to the report, the disbursement progress of transportation projects in the province is currently slow, reaching only about 50% of the allocated capital for 2025. Specifically, Component Project 2 (compensation, support, and resettlement) of the Coastal Road Project from Van Luong Commune, Van Ninh District to Ninh Hoa Town (the section through Van Ninh area) has only disbursed over 80.6 billion VND, reaching 57.62%. Component Project 3 (compensation, support, and resettlement) of the Coastal Road Project from Van Luong Commune, Van Ninh District to Ninh Hoa Town (the section through Ninh Hoa area) has only disbursed over 25 billion VND, reaching 26.46%. Projects such as the Khanh Son - Khanh Vinh inter-regional road, the upgrading and construction of Provincial Road 6, etc., all have very low disbursement rates. Mr. Dang Huu Tai, Director of the Provincial Project Management Board for Agricultural and Transportation Construction Projects, stated: Currently, Component 1 of the Dien Khanh Inter-regional Road Project has a very slow disbursement rate, with only over 8.2 billion VND disbursed, reaching approximately 7% of the allocated capital for 2025. Meanwhile, Component 2 and Component 3 of this project (compensation, support, and resettlement) have not yet had their land handed over. Therefore, the management board requests the Provincial People's Committee to direct the Provincial Land Fund Development Center to promptly hand over the land to the unit to ensure the conditions for implementing the construction package. If conditions are favorable, the management board commits to disbursing all the allocated capital for 2025. As for the Khanh Son - Khanh Vinh Inter-regional Road Project, which was allocated 520 billion VND for 2025, the disbursement rate is very low, so the central government has agreed to reduce it by 150 billion VND.
Solutions are needed in 2026.
At the meeting, Vice Chairman of the Provincial People's Committee Le Huyen noted that the remaining time in 2025 is very short, therefore, the disbursement of funds cannot meet the set requirements. However, project investors, localities, and departments need to study ways to be more proactive in land clearance and disbursement of investment capital for transportation projects in 2026, especially for transportation projects with small land clearance areas but spanning multiple localities, where each locality has a different approach.

Mr. Dang Huu Tai stated that most projects failing to disburse public investment funds are hampered by land clearance issues. Some projects only have specific land prices available by mid-year, making compensation difficult to implement; and by the end of the year, unpredictable weather makes construction very challenging. Specific land prices are crucial for compensation. Therefore, it is necessary to issue a land price list as early as January 2026; specific land prices must be available by February, and the Land Fund Development Center must immediately get involved to secure the land.
Concluding the meeting, Comrade Le Huyen requested that units and localities thoroughly post and verify land ownership to avoid complaints and delays in compensation and land clearance. Given the availability of land and favorable weather conditions, investors must accelerate construction progress and increase the disbursement rate of public investment capital. She assigned the Provincial Land Fund Development Center the responsibility of reviewing ongoing and new related projects, separating compensation into an independent project. The entire land clearance process needs to be implemented flexibly, integrating various steps. Regarding the determination of specific land prices, Comrade Le Huyen instructed the Department of Agriculture and Environment to review the consulting units responsible for land valuation; if they do not meet the requirements, they should invite other units. For resettlement areas, it is essential to ensure timely land valuation to avoid situations where land prices are not available after resettlement plots are determined, thus delaying the handover of land. Units and localities should both implement and review compensation mechanisms and policies; if any inadequacies are found, they should quickly compile and report them through the Provincial Land Fund Development Center so that the province can decide on adjustments.
