At the regular socio -economic press conference organized by the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee on the afternoon of September 25, Mr. Ho Tan Minh, Chief of Office of the Ho Chi Minh City Department of Education and Training, informed about the school's revenue and expenditure at the beginning of the year.
According to Mr. Ho Tan Minh, the Department of Education and Training of Ho Chi Minh City has issued an official dispatch on strengthening the management of revenues and expenditures in the field of education and training and the mobilization of funding for education in the 2025-2026 school year in the area.
From September 29, the Department of Education and Training of Ho Chi Minh City will set up a team to inspect the revenue and expenditure at the beginning of the year.

Mr. Minh explained that the document clearly stated that the People's Committees of wards and communes must be responsible for supervising and inspecting educational facilities in the area from junior high school level down; for high schools and continuing education centers, the department must inspect the revenues specified in the guidance document and request correction of revenues not on the list.
A representative of the Department of Education and Training said that in the application of non-cash revenue management software, other revenue items cannot appear. Specific cases reported by the press or received by the department via email or Facebook have been corrected by the department.

Specifically, on September 18, the Department of Education and Training of Ho Chi Minh City worked with Le Ngoc Han Primary School and representatives of Ben Thanh Ward, requesting school leaders to seriously learn from experience and immediately stop illegal mobilization. In addition to Le Ngoc Han Primary School, other cases mainly focused on secondary and primary schools.

The Department has asked the school to review all classes to avoid similar cases; at the same time, it has requested Ben Thanh ward to advise on reviewing the operational plan, revenue and expenditure estimates and proposed collection levels of educational institutions, ensuring that non-tuition fees comply with regulations.
Mr. Minh added that the department is preparing to deploy a thematic inspection plan from September 29, 2025, establishing inspection teams for revenue and expenditure at the beginning of the 2025-2026 school year, and strictly handling any violations found.
"The Department has adjusted the way schools implement the fees. Schools need to clearly explain to parents why there is this fee, what is collected, what benefits children will get, and how they will develop when participating in these fees," said the Chief of Office of the Ho Chi Minh City Department of Education and Training.
Ho Chi Minh City currently has about 3,500 educational establishments from kindergarten to high school, not including nursery groups and kindergarten classes. Therefore, the representative of the Department of Education and Training said that management is also facing many difficulties, the force of the industry is trying to support wards and communes to implement school revenues.
