Historic decision, great responsibility

The crucial resolutions at the conference serve as a guiding principle and address fundamental issues for the future development of the country. Therefore, ministries, departments, localities, along with cadres, Party members, and the entire nation, need to urgently work together to implement the Resolution, demonstrating their immense responsibility for the nation's destiny in the new era.

1. Resolution No. 60-NQ/TƯ dated April 12, 2025, of the Eleventh Conference of the Central Committee of the 13th Party Congress, adopted three groups of decisions of historical significance for the country's development process in the coming years.

Specifically, the first group of decision-makers, the Central Executive Committee, basically approved the preparatory work for the 14th National Congress (the draft documents to be submitted to the 14th National Congress; the draft guidelines for personnel work of the 14th Central Executive Committee) and the guidelines for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term.

The second set of decisions was the Central Committee's high consensus on continuing to reorganize the political system's apparatus, rearrange administrative units, and organize local governments at two levels. The third set of decisions was the Central Committee's consensus on amending and supplementing important Party regulations and State laws. This includes amending and supplementing the Constitution and State laws; amending and supplementing regulations on the implementation of the Party Charter; and amending and supplementing regulations on Party inspection, supervision, and discipline.

These three sets of historically significant policy decisions for the country's development reflect the strategic vision of our Party and will be completed before the 14th National Congress of the Party – a milestone marking the country's entry into a new era of strong, prosperous, and thriving development.

The "historical" significance of the Eleventh Plenum of the 13th Central Committee of the Communist Party of Vietnam is judged by its unprecedented strategic decisions. These include the policy of ending the operation of district-level administrative units and organizing local governments into two levels; merging provinces into 34 provinces and cities; and merging communes, reducing the number to approximately 60-70% of the current more than 10,000 commune-level administrative units.

With that in mind, immediately after the Resolution of the Eleventh Plenum of the 13th Central Committee of the Communist Party of Vietnam was issued, the Politburo and the Secretariat organized a national conference to disseminate and implement the important contents outlined in the Resolution, with over 1.5 million cadres and Party members attending. For the first time, the conference was broadcast live on television and radio so that people nationwide could follow it.

The content of this historic Resolution has spread and will gradually permeate the hearts of cadres, Party members, and the people throughout the country. Now, not only the entire political system and the contingent of cadres and Party members, but also the entire population of the country are working together to implement the resolutions adopted at the Eleventh Central Committee Conference.

2. The work ahead is very busy and urgent. But one thing we need to remember is that the process of executing tasks must not be perfect, but neither should it be rushed, and under no circumstances should it disrupt daily work.

Deeply understanding the importance and urgency of the policies aimed at bringing the country to prosperity, recently approved by the Central Committee of the Party, General Secretary To Lam, in his closing remarks at the Eleventh Plenum of the 13th Central Committee, requested that Party committees, organizations, agencies, units, localities, and their leaders immediately implement seven tasks.

These include: Proactively and effectively carrying out the work of disseminating information, promoting, mobilizing, and guiding ideology within their agencies, units, localities, and organizations; decisively implementing tasks related to the restructuring and streamlining of the organizational apparatus; arranging, assigning, and utilizing cadres, civil servants, and public employees, ensuring the retention of talented individuals; ensuring that agencies, units, and organizations operate continuously, smoothly, efficiently, and effectively before, during, and after the restructuring, without interruption; organizing congresses at the commune and provincial levels immediately after the administrative unit restructuring; ensuring the roadmap and progress, and procedures for amending the legal framework, the timing of the completion of operations at the district level, the merger of communes, and the restructuring and merger of provinces; and organizing major commemorative activities well in 2025.

The historic decisions for the country, decided by the Central Committee, and the immediate tasks outlined by the Party leader, set very high demands on the implementation of these tasks for each Party committee, Party organization, agency, unit, locality, and every cadre and Party member.

Therefore, every cadre and Party member, in their respective positions, needs to seize every hour and every minute, getting down to work with urgency, focus, and priority, resolving each task thoroughly and achieving high efficiency. This aligns with the requirements and expectations of General Secretary To Lam: “Comrades from the Central Committee to the grassroots level must highly demonstrate a sense of responsibility to the Party, the State, and the people, focusing on leadership and guidance with the highest determination to achieve the goals set forth in the Resolution of the Eleventh Plenum of the 13th Central Committee of the Party, preparing a solid foundation for the 14th Party Congress, and leading the country steadily into an era of prosperous development for the Vietnamese nation.”

3. Along with the rest of the country, the Party Committee, government, and people of Hanoi have been seriously and effectively implementing the major policies and guidelines of the Party and the State.

In particular, the task of reorganizing and streamlining the commune-level administrative apparatus is being implemented in Hanoi on the principle of ensuring strict adherence to central government directives, compliance with legal regulations, and suitability to the capital's realities, aiming for maximum effectiveness.

In particular, the city ensures that the new grassroots government is close to the people, stays connected with the people, and serves them in the best possible way; it leverages potential and advantages, promotes decentralization and delegation of power, and strengthens the autonomy and accountability of local governments. During the process of streamlining the administrative apparatus, the city also ensures the regular and continuous operation of agencies and organizations, without interruption or impact on the activities of the Party, the State, the people, and businesses.

In particular, the implementation of the Central Government's historical policies in the city has not affected regular political tasks. The city has always prioritized maintaining discipline and order, avoiding any "gaps" in the operation of the administrative apparatus, serving businesses and citizens, and striving to achieve a growth rate of over 8% this year; while also ensuring efficiency in urban and land management, implementing key projects, and reforming administrative procedures.

We believe that the spirit of exemplary leadership in fulfilling assigned political tasks is the "key" for the Party Committee, government, and people of Hanoi to continue effectively implementing the Resolution of the Eleventh Plenum of the Central Committee of the 13th Party Congress in the capital city.

Faced with the historic decisions of the nation and the capital city, the Hanoi City Party Committee has achieved a high level of consensus, fostering agreement based on a correct, comprehensive, and profound understanding of the Party's and General Secretary To Lam's views on the important tasks to lead the country into a new era. In particular, Hanoi has always affirmed its responsibility to be exemplary, leading the way, and making increasingly important contributions to the common cause of the nation. As the Standing Deputy Secretary of the Hanoi City Party Committee, Nguyen Van Phong, emphasized: "As the capital city, throughout the 95-year history of the Hanoi City Party Committee, Hanoi has always been exemplary and leading in all endeavors. More than ever, this is a period and a time that demands courage, responsibility, and the promotion of pride of the Hanoi City Party Committee."

At this historic moment, with historic decisions to usher the country into a new era, it requires every official, Party member, and citizen to unify their understanding and ideology, overcome their own limitations, and contribute together to the development of a strong and prosperous nation.
