The difficulty lies in the discrepancy between actual market land prices and government-issued prices.
Reporting at the meeting, representatives from the Bac Tu Liem District People's Committee stated that there are 8 medium-term public investment projects for the 2021-2025 period with a total medium-term capital plan of 2,765 billion VND (4 projects carried over from the 2016-2020 period). Of these, 2 projects are assigned to the District People's Committee for land clearance only, with a total capital plan allocated for implementation from 2021-2023 of over 801 billion VND, and an estimated disbursement rate of 91% of the allocated capital for the 2021-2023 period.
As of September 30, 2023, for the four projects carried over from the 2016-2020 period to the 2021-2025 period, only one project, the expansion of Ring Road 3 from Mai Dich to Thang Long Bridge, has been completed.
Currently, there are 2 projects that have commenced construction, expected to be completed in the 2023-2025 period; 1 project is undergoing land clearance, which is the Hanoi urban railway line No. 2 project, section Nam Thang Long - Tran Hung Dao (only assigned to handle land clearance).
Regarding new projects scheduled to start in the 2021-2025 period, the district has 4 projects; as of September 30, 2023, 3 projects had commenced; and the remaining project, scheduled to start in November 2023, is the construction of a road connecting the 3.5 Ring Road to the road extending from Hoang Quoc Viet Street to the Nam Thang Long Industrial Park.
According to the leaders of Bac Tu Liem district, the projects assigned to the district are major road networks within the district. Upon completion, these projects will contribute to the completion of the district's main transportation infrastructure system. However, the biggest difficulty currently is land clearance, due to the significant discrepancy between actual market prices and government-issued land prices.
The management of current land use status, verification of land use origins, and resettlement housing funds still face many obstacles. In some projects, people have not agreed with the compensation plan, leading to numerous complaints and petitions, thereby slowing down the progress of land clearance. In addition, due to the impact of fluctuating raw material prices and difficulties in sourcing materials, some contractors are hesitant to proceed with construction while awaiting guidance on adjusting the policy for compensating for rising construction material prices.
Focus on coordination and guidance to ensure projects are completed on schedule.
Concluding the monitoring session, the Standing Vice Chairwoman of the Hanoi People's Council, Phung Thi Hong Ha, requested relevant departments and agencies to focus on coordinating and guiding the district in implementation, especially in the preparation and proposal of projects; adjusting plans for projects that have already been implemented but whose progress may be earlier or later; and particularly providing guidance on project preparation, proposal, and planning work.
Regarding revenue sources, especially land-related revenue, Bac Tu Liem district needs solutions to allocate capital for public investment projects. Specific recommendations should be submitted to the City regarding difficulties and obstacles so that solutions can be found.
The Standing Vice Chairman of the Hanoi People's Council expressed his hope that Bac Tu Liem district would be even more determined, proactive, and attentive to ensure that key public investment projects in the area are completed on schedule.
