Reporting at the ceremony, Associate Professor Pham Minh Anh, Secretary of the Party Committee and Principal of Le Hong Phong Cadre Training School, emphasized: Deeply understanding Resolution No. 15-NQ/TW of the Politburo on the direction and tasks for the development of the Capital City until 2030, with a vision to 2045, building Le Hong Phong Cadre Training School to meet standards is not only a task of "standardization" according to Regulation No. 11 of the Party Central Committee, but also a sacred mission to create a team of cadres in the Capital City that are "Culturally Rich - Civilized - Modern". With strong political determination and the direct and regular attention and guidance of the Hanoi City Party Committee, specifically the Standing Committee of the City Party Committee, through Project No. 27-DA/TU and Plan No. 179-KH/TU, the school's staff has strived to overcome difficulties and gradually standardized all 6/6 groups of criteria with 55/55 indicators completed, including 11 indicators exceeding the standard. The school has concretized these into 26 regulations and rules, ensuring consistency, systematic approach, feasibility, and approval by competent authorities.
Regarding the criteria for staff and faculty, the School met 29 out of 29 targets, with 7 exceeding the standards. Two-thirds of the Board of Directors hold doctoral degrees, and the Rector is an Associate Professor; 100% of lecturers hold master's degrees or higher, including 17 doctoral degrees; 69.01% of lecturers hold the rank of senior lecturer or higher; and 98.59% of lecturers have certificates in Marxist-Leninist classics and Ho Chi Minh Thought. Notably, 100% of lecturers effectively apply active teaching methods and enhance the application of information technology.
Regarding training and professional development activities, the school achieved 5 out of 5 targets, with 1 target exceeding the standard. Over the past 5 years, the school has organized training and professional development for more than 21,600 trainees across 17 types of programs; the ratio of full-time to part-time intermediate-level political theory classes reached 1/2.86. Scientific research and practical experience summation activities achieved 9 out of 9 targets, with 2 targets exceeding the standard.

The work of building a Party school culture and implementing discipline and order has been carried out seriously, with 8 out of 8 targets meeting the standards. Over the past five years, no cadres or staff members have been disciplined. The Party Committee of the School has consistently performed its duties well or better. The School is honored to have received the First-Class Labor Medal (2019), the Third-Class Labor Medal (2024), along with many flags and certificates of merit from the City and the Academy...
These results clearly affirm the decisive and effective leadership role of the Standing Committee of the Hanoi City Party Committee, the responsible support of the Ho Chi Minh National Political Academy, and acknowledge the persistent efforts and high sense of responsibility of the entire staff, lecturers, officials, and employees of the Academy.
Speaking at the ceremony, Professor Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theoretical Council, highly appreciated the close leadership and guidance of the Standing Committee of the Hanoi City Party Committee and the efforts of the staff, lecturers, and workers of the Le Hong Phong Cadre Training School in improving quality to achieve Level 1 standards. He affirmed that the evaluation and assessment process was carried out seriously and rigorously, without failing to meet any criteria; the results achieved are the fruit of systematic planning and implementation, especially in the development of the teaching staff. From having almost no PhDs, the school now has 17 PhDs, accounting for 24%, the highest rate in the country.
Directing several key tasks for the coming period, the Director of the Ho Chi Minh National Academy of Politics requested the Le Hong Phong Cadre Training School to continue striving to further improve the quality of cadre training and development, not only fulfilling the task of training cadres for the City, but also for the Central Government and strengthening international cooperation; improving the quality of scientific research, doing a really good job to build trust with the City, and being commissioned by the City to serve the development tasks in the coming period.
Comrade Nguyen Xuan Thang noted that the school must face the truth squarely, clarify its limitations and shortcomings in order to further innovate both in curriculum and teaching methods, not only equipping cadres with theoretical knowledge, but also training their ability to handle situations and interact within the two-tiered local government model to serve the people and businesses.

Appreciating the Hanoi City's investment in a new facility for the Le Hong Phong Cadre Training School, covering 4.2 hectares, Comrade Nguyen Xuan Thang suggested that the school make the most of this important condition to strive to achieve Level 2 standards in 2026, becoming a reliable and very important institution in the national political school system.
In strong agreement with the directives of Professor Dr. Nguyen Xuan Thang, Comrade Nguyen Duy Ngoc, Member of the Political Bureau and Secretary of the Hanoi City Party Committee, requested that the cadres, lecturers, staff, and workers of the Le Hong Phong Cadre Training School fully absorb the directives, develop a clear roadmap, and strive to achieve Level 2 standards as directed by the Director of the Ho Chi Minh National Academy of Politics.
On behalf of the Standing Committee of the Hanoi City Party Committee, Secretary Nguyen Duy Ngoc acknowledged, highly appreciated, and commended the efforts of generations of cadres, officials, workers, and students of the Le Hong Phong Cadre Training School, and warmly congratulated the school on its honor of being recognized as achieving Level 1 standards - a milestone in its 76-year journey of construction and development.
The Secretary of the Hanoi Party Committee provided an overview of the major requirements and tasks that the city must accomplish from 2026 and in the following years. The focus was on the strategic vision and urgent tasks that Hanoi is concentrating on to implement the Resolution of the 18th City Party Congress, as well as carrying out the directives of General Secretary To Lam during his five working visits to Hanoi. Comrade Nguyen Duy Ngoc emphasized that, to achieve these important goals and tasks, Hanoi needs to build a high-quality cadre. In this regard, the Le Hong Phong Cadre Training School plays a particularly important role due to its function of training and developing cadres and conducting scientific research to serve the city's development.
Comrade Nguyen Duy Ngoc suggested that the school should conduct comprehensive research on reforming both curriculum and teaching methods, developing and implementing curricula that apply digital transformation, gradually meeting the requirements for training and fostering cadres in both centralized and self-study formats, helping cadres gradually achieve standards in management and operation, improving the quality of service in the two-tiered local government model, and contributing to the development of the Capital City to a new level.

Comrade Nguyen Duy Ngoc affirmed that the Standing Committee of the City Party Committee will direct focused investment in the school to develop its facilities, creating conditions for the Le Hong Phong Cadre Training School to become a model school, serving the city's political system to successfully carry out political tasks in the coming time...
