Regarding solutions to overcome fear of wrong and fear of responsibility, the Minister mentioned a number of groups of tasks and solutions. Each agency and unit attaches importance to political, ideological and ethical education in public service, immediately and drastically corrects it to strictly implement the Party's resolutions on Party building and rectification in association with the responsibilities of party members, cadres and civil servants, and strictly implements the Directives of the Government and the Prime Minister on strengthening discipline in state administrative agencies and handling the affairs of ministries and localities.

“We have to change and erase the perception of some cadres and civil servants who think it's okay not to do it. This is a sign of a kind of self-evolution that severely hinders development; at the same time arouse the self-respect, political bravery, sense of responsibility, sense of service to the people of cadres and civil servants", emphasized the Minister of Home Affairs.

The next set of tasks raised by the Minister is to strictly follow the direction of the National Assembly, the President of the National Assembly, the Government and the Prime Minister to step up the review, proposal, supplement and improvement of institutions and policies, especially in the socio-economic field, where practical difficulties and problems still arise and the contents related to powers, authorities, agencies and organizations; promote decentralization, decentralization and authorization.

In addition, advising on institutionalizing the Party's policy on encouraging and protecting cadres who innovate, dare to think, dare to do, dare to take responsibility for the common good. Currently, the Ministry of Home Affairs has consulted ministries and branches, consulted experts, consulted 63 provinces and cities, and appraised opinions of the Ministry of Justice, but due to legal and competence problems, the Ministry has reported to the Government Party Personnel Committee to report to the competent authorities; if necessary, report to the National Assembly for promulgation of a pilot resolution to protect cadres who dare to think, dare to do, be dynamic and creative.
