The club was established with 42 members, the core force coming from the Cheo (traditional Vietnamese opera) clubs of the three former communes of Tra Giang, Quoc Tuan, and Hong Thai. The club's nhiệm vụ (mission) is to organize activities, training, and performances in accordance with the functions and regulations of the State; and at the same time, to develop specific activity plans, contributing to preserving and spreading traditional folk culture and arts, and promoting the "All people unite to build a cultured life" movement in the residential area.

Following its launch, the club will continue to collect, preserve, and promote Cheo (traditional Vietnamese opera), organize performances to serve political objectives, and meet the cultural needs of the people. Alongside this, the club will focus on nurturing and recruiting talented young members, teaching traditional Cheo melodies, contributing to the preservation and promotion of national artistic values; and creating a beneficial platform for members to interact, learn, practice, and improve their skills in the field of folk art.
