Along with the implementation of comprehensive public services, the launch of the Handbook on the Implementation of Social Insurance and Health Insurance Policies in Hanoi contributes to standardizing operations, reducing risks in processing applications, and improving the satisfaction level of citizens and businesses.

Standardize processes and digitize the entire procedure lifecycle.

To further realize the goal of building a digital government and strongly reforming administrative procedures in the field of social security, the Hanoi Social Insurance Agency, in coordination with the Hanoi City Public Administration Service Center, announces the list of 10 full-service online public services in the fields of social insurance, health insurance, and unemployment insurance, provided on the National Public Service Portal.

The announcement of 10 comprehensive public services is not simply about expanding the list of online procedures, but also about standardizing the process of receiving and handling applications in a synchronized and transparent manner. The entire processing status is updated on the system, helping citizens and businesses track progress and minimize delays, errors, or unnecessary complications.

At the same time, the implementation of full-process public services contributes to shortening the time for resolving procedures, reducing compliance costs for businesses, and saving travel time for citizens; thereby improving the quality of service at administrative service centers/points in the capital city.

At branches and reception points, officials and civil servants are assigned to assist and guide people in creating accounts, verifying their electronic identities, and submitting applications online. This direct support ensures that all individuals can access digital public services, especially the elderly, self-employed workers, and migrant workers – groups who may have limited IT skills.

Along with the announcement of the complete list of public services, Hanoi Social Insurance has developed the "Handbook on the Implementation of Social Insurance and Health Insurance Policies in Hanoi City". This is considered an important supporting tool, ensuring that the digital transformation process in the field of social security is implemented synchronously, in accordance with regulations, and effectively.

This handbook is not just a regular reference document, but also a professional tool aimed at standardizing procedures at public administrative service points. The document helps to unify the understanding and application of legal regulations; reduce operational risks in receiving and processing applications; improve the quality of advice and guidance; and thus contribute to improving the satisfaction level of citizens and businesses.

In the context of frequently amended and supplemented legal regulations, especially the new provisions in Law No. 41 on Social Insurance and Law No. 51 on Health Insurance, the need for staff to update and master their professional skills is extremely urgent. This Handbook is compiled with the goal of systematizing regulations and procedures for receiving and processing applications in a scientific and easy-to-understand manner; and providing comprehensive updates on the benefits and rights of participants and beneficiaries of social insurance and health insurance policies.

The document focuses on providing specific guidance on administrative procedures and implementation processes, such as: procedures for collecting and paying contributions; issuing social insurance books and health insurance cards; procedures for resolving social insurance benefits; procedures for implementing health insurance policies; and interconnected service procedures. In addition, the frequently asked questions section is designed to be practical and address issues that people need answered during their participation in and enjoyment of the policies.

Notably, the Handbook is designed to be concise and easy to consult, suitable for both officials directly handling procedures and citizens and businesses who need to understand policies. In addition to printed copies, the document is also provided electronically, integrated into the public service system, facilitating convenient access and utilization anytime, anywhere.

Contributing to increased satisfaction among citizens and businesses.

Sharing about the implementation of full-service public services and the launch of the Handbook on the Implementation of Social Insurance and Health Insurance Policies, Ms. Duong Thi Minh Chau - Head of the Propaganda and Support Department for Social Insurance Participants of Hanoi City, said: Hanoi is a large area with a population of over 8.6 million people, and the number of people participating in and benefiting from social insurance and health insurance policies is very large and diverse. Currently, the Hanoi City Social Insurance is managing over 143,000 units and businesses participating in social insurance with more than 2.4 million participants; and over 8.4 million people participating in health insurance, achieving a coverage rate of 95.95% of the population. Annually, Hanoi City Social Insurance collects over 80 trillion VND; pays out an average of over 4,200 billion VND in monthly pensions and social insurance benefits to more than 606,000 beneficiaries; receives and processes over 15 million dossiers; and ensures health insurance benefits for over 13 million people.

Accordingly, the Hanoi Social Insurance agency has developed a handbook with detailed and specific instructions on procedures and regulations so that officials at the Public Administrative Service Center, as well as individuals registering for procedures at the Center, can understand them clearly, thereby implementing them uniformly and consistently. The goal is to serve people regardless of administrative boundaries, allowing them to submit and receive 10 procedures from any location in the capital city.

Ms. Chau also stated that, in the near future, the Hanoi Social Insurance agency will continue to deploy the Handbook content on the iHanoi Digital Citizen application so that a large number of Hanoi residents can access and search for information anytime, anywhere.

Commenting on the practical value of the Handbook, Ms. Nguyen Thuy Ha, a human resources officer at a textile and garment company, said: “The Handbook's practical value lies primarily in its systematic and up-to-date nature. The document concretizes new regulations into concise, easy-to-understand guidelines, making it easy for officials and citizens to look up and apply the regulations correctly. Standardizing the process of receiving and handling applications not only reduces operational errors but also shortens processing time and improves service quality.”

According to Ms. Ha, integrating both print and electronic versions into the public service system greatly facilitates businesses in searching for information and carrying out procedures. The specific guidance on eligibility, contribution levels, conditions, and benefits of social insurance and health insurance schemes, along with Q&A sessions, helps businesses be more proactive in fulfilling their obligations and ensuring the rights of their employees.

It can be affirmed that the synchronized implementation of 10 comprehensive public services in the insurance sector and the issuance of the Guidance Handbook are concrete and practical steps in Hanoi's roadmap for building a digital government. These solutions not only improve the efficiency of state management in the field of social security but also directly enhance the satisfaction level of citizens and businesses with the activities of state agencies in the capital city.
