Concluding the session, National Assembly Chairman Tran Thanh Man emphasized that, due to the large volume of work to be submitted to the National Assembly for consideration at this session, priority will be given to submitting to the National Assembly for consideration and decision those issues that are truly urgent and serve the work of reorganizing the organizational structure; and those issues involving the adjustment of laws and resolutions closely related to socio-economic development and national development.

Regarding the adjustment of the review and approval timeline for the projects, the Chairman of the National Assembly stated that for the draft Law on Atomic Energy (amended) and the draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality, the timeframe will be adjusted from providing feedback to reviewing and approving at the 9th Session; the timeframe for submitting the draft Law on Civil Judgment Enforcement (amended) will be adjusted from providing feedback at the 9th Session and approving at the 10th Session to providing feedback and approving at the 10th Session (according to the procedure at one session); and the timeframe for reviewing and approving the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils will be adjusted from the 9th Session to the 10th Session. To ensure the quality of the submitted draft laws, the Chairman of the National Assembly requested that the Government and the Supreme People's Court urgently complete the dossiers and documents for the draft laws in accordance with regulations.
At the same time, five items were removed from the planned agenda of the Session, including: the draft Law on the Press (amended); the draft Law on Water Supply and Drainage; the draft Law on Bankruptcy (amended); the draft Law on Urban Development Management; and the draft Resolution of the National Assembly on the Program for drafting laws and ordinances in 2026, adjusting the Program for drafting laws and ordinances in 2025.
The Chairman of the National Assembly requested that the agencies in charge of their respective fields coordinate closely with the Standing Committee on Law and Justice and other agencies of the National Assembly to report to the Standing Committee of the National Assembly for consideration and decision on adjusting the 2025 legislative and ordinance drafting program regarding the aforementioned related contents.

Regarding the proposed agenda for the Session, the Chairman of the National Assembly stated that the Standing Committee of the National Assembly agreed on the proposed agenda and method for conducting the 9th Session as follows: agreement to report and seek opinions from competent authorities to convene the Session no later than April 5, 2025; the opening of the Session on May 5, 2025; the National Assembly will convene in person at the National Assembly building; the Session will be conducted in two phases, with a break between the two phases to allow National Assembly agencies to review and revise draft laws and resolutions to be submitted to the National Assembly for consideration and approval.
At the same time, the Secretary General of the National Assembly was tasked with revising the proposed agenda for the Session to ensure the implementation of foreign affairs activities of the Party and State leaders; and agreed on the content and method of conducting the review of amendments and additions to some articles of the 2013 Constitution as proposed by the Secretary General of the National Assembly.
In addition, the time allocated for presenting reports and proposals will be further shortened as much as possible, as was done at the 8th Session; no time will be allocated for presenting reports on the review of draft laws and resolutions, and this matter will be reported to the National Assembly at the preparatory session; no time will be allocated for presenting reports on the work of practicing thrift and combating waste and the results of implementing the national goal on gender equality in 2024, and these will only be discussed in conjunction with the discussion on socio-economic issues and the state budget.
National Assembly Chairman Tran Thanh Man also noted that the time allocated for questioning and answering questions is 1.5 days; 0.25 days will be allocated for discussion in the plenary session on some draft laws that, in practice at the 8th Session, did not have many National Assembly deputies registering to speak or drafts with clearly defined policy content and are not expected to have many complex issues.

The Chairman of the National Assembly requested the Standing Committee of the National Assembly's Ethnic Council and the National Assembly's Committees to urgently prepare the contents within their respective areas of responsibility, send them to the Standing Committee of the Law and Justice Committee for compilation, and draft reports to seek opinions from competent authorities on the contents to be submitted to the National Assembly at the Session. Regarding some contents submitted for consideration at the 11th Central Committee Meeting, the presiding agency is requested to promptly incorporate the feedback and finalize the documents immediately after the meeting concludes, so that they can be submitted to the National Assembly Standing Committee for consideration.
At the same time, the Chairman of the National Assembly instructed the Committee on Supervision and Citizen Petitions to continue to effectively implement the work of receiving citizens; strengthen the review and timely and decisive resolution of outstanding, long-standing, and complex complaints and denunciations at the grassroots level to limit mass and escalated complaints; and the National Assembly Office to continue to proactively coordinate with relevant agencies to review and improve the preparation of conditions regarding infrastructure, technology, security, safety, etc., to ensure the best possible service for the Session.
