To ensure that the emulation movement of learning and following President Ho Chi Minh's teachings is vibrant, widespread, and substantive among cadres, Party members, and the people in the area, the Sa Pa Ward Party Committee regularly incorporates the content of studying and following Ho Chi Minh's ideology, ethics, and style, as outlined in Directive 05-CT/TW, into its programs and action plans for implementing the Ward Party Congress Resolution. Annually, agencies and units register their cadres, civil servants, and employees for self-cultivation, training, and striving for excellence. Each individual and collective in the ward enthusiastically competes to fulfill their duties, contributing to the overall achievements of the locality.

As a tradition, every Sunday afternoon, residents of residential area No. 3, Sa Pa ward, come together to clean and sanitize the areas in front of their houses, hallways, sidewalks, and some public areas around their homes. Participating in this communal activity not only helps keep the community clean and beautiful, but also strengthens solidarity among neighbors and residents in the neighborhood.
Residential area No. 3 includes the residential areas along Thach Son, Le Van Tam, and Ngu Chi Son streets, as well as the roads surrounding some areas of Mat Ngoc Lake and Xuan Vien Park. Previously, many sidewalks and walkways in this area were littered indiscriminately, without regulations or proper waste sorting at source, resulting in unsightly conditions and a lack of urban civility. Following the "Clean Sa Pa" project of the Town People's Committee, households in the residential area have decided to thoroughly clean up "from inside their homes to the streets," sorting waste before disposal.
Ms. Le Thi Hoa, Secretary of the Party Cell of Residential Area No. 3, said: "We are actively disseminating to the people the town's regulations on building a civilized and modern Sa Pa urban area worthy of a national tourist destination. Changing the habits of the entire community is very difficult, however, with the motto 'slow and steady wins the race,' we persistently carry out propaganda starting from individuals, then families, and finally the residential community. A little change each day will form good habits in the entire community, thereby contributing to building a civilized local urban area."
Similar to Residential Area No. 3, the remaining 6 residential areas and agencies and units located in Sa Pa ward are actively implementing the "Clean Sa Pa" project of the Sa Pa Town People's Committee with "Green Sunday" and "Clean Saturday" events attracting thousands of participants each month.

Ms. Hang Thi Mai Hoa, Deputy Principal of Kim Dong Secondary School, said: "The school is located in Residential Area No. 3, Sa Pa Ward. Following the direction of the Ward Party Committee, the school has actively promoted awareness among students to become civilized urban citizens by speaking politely, behaving appropriately and respectfully, and especially by having each student act as an advocate within their own community and family regarding environmental hygiene. The school has also registered to ensure environmental hygiene in public areas such as the Mat Ngoc Lake area, Xuan Vien Park, Quan Square, and the streets surrounding the school."
Sa Pa Ward is also a leading locality in implementing Plan No. 127 dated August 10, 2023, of the People's Committee of Sa Pa town on mobilizing the removal of encroachments on sidewalks and public spaces with many innovative approaches. Due to its prime location in the town, many businesses previously encroached on sidewalks and public spaces illegally for profit and to expand their area, violating urban order and traffic safety regulations. To ensure residents understand the local government's policy on "clear roads and sidewalks," the ward regularly broadcasts information on urban management through its public address system, promptly commending families that comply well and reminding those that do not; it also conducts reviews, compiles lists, announces the removal of encroachments on sidewalks and public spaces, and enforces regulations against those who intentionally violate the rules after the awareness campaign.

Specifically, the ward established an Urban Order Team with 20 members, including neighborhood secretaries and group leaders, to encourage households to voluntarily dismantle extensions to their structures that exceed their land use right certificates; and to decisively address the issue of street vendors affecting urban aesthetics. Regarding the intensified campaign to restore order in road traffic in the area, implemented in 2023, functional forces detected and handled over 300 cases of violations related to extensions to structures (movable awnings, corrugated iron roofs), temporary shelters on sidewalks and public spaces, and advertising signs… violating urban order regulations.
Ms. Do Thu Giang, Secretary of the Party Committee of Sa Pa Ward, said: Sa Pa is one of the leading wards in urban management, building civilized streets and civilized urban wards in the town. This is an important result in implementing the Resolution of the 23rd Party Congress of Sa Pa Town, term 2020-2025 and the Resolution of the 2nd Party Congress of Sa Pa Ward, term 2020-2025 in the criteria of urban civilization. 16 streets in the ward have been recognized as civilized urban streets by Sa Pa Town, and Sa Pa Ward has been recognized as meeting the criteria of a civilized urban ward.

The town of Sa Pa is becoming increasingly civilized, green, clean, and beautiful, and more importantly, good habits have been formed within each individual and community. These are the results of the emulation movement to learn from and follow President Ho Chi Minh's teachings in Sa Pa ward. Effective models and practices in the ward have been replicated in other localities throughout the town, creating a vibrant emulation movement and contributing to the further development of Sa Pa.
