Regarding the deforestation for road construction in Pho Cuong commune, Duc Pho town, on the afternoon of June 9th, in an interview with VTC News , Mr. Dang Van Minh - Chairman of the People's Committee of Quang Ngai province - said that the provincial agencies and departments are still preparing the content to report to Deputy Prime Minister Tran Luu Quang.
Forests in Duc Pho are being cleared to make way for roads.
Regarding the handling of the case, Mr. Minh stated: "In principle, mistakes must be dealt with where they occur. However, we must now create conditions for businesses to accelerate the progress of the expressway construction, rather than hindering progress because of these mistakes. Sometimes businesses don't understand the procedures and think they're doing things correctly, but legally, that's wrong. Local authorities must guide businesses, and if they violate the law, they should be dealt with."
Earlier, at the end of March, the Duc Pho Town Forest Management Unit, in coordination with the Pho Cuong Commune People's Committee, inspected and discovered a case of deforestation in the KfW6 natural forest at plot 8, sub-area 334, Pho Cuong commune. A road approximately 1km long was formed there after the construction unit leveled the land and cut down hundreds of trees.
Through investigation, the Duc Pho Town Forest Management Unit determined that Mr. NVB (residing in Pho Khanh commune) is the owner of the aforementioned forest. Therefore, the authorities invited Mr. B. for questioning to clarify his illegal deforestation activities. However, Mr. B. was not present in the locality.
Speaking by phone, Mr. B. stated that at the location where the forest was being cleared to build the road, he had handed over all relevant land use right certificates to Deo Ca Group (since February 2023) to prepare the necessary documents and procedures for the construction project for approval by the competent authorities.
The Duc Pho Town Forest Protection Department then contacted Mr. Bui Hong Dang, the Executive Director of Construction Package 02, belonging to Deo Ca Group. He confirmed that the unit had leased 15 plots of production forest land from Mr. NVB for construction.
Following media reports, on June 5th, the Government Office sent a document to the People's Committee of Quang Ngai province requesting a report on the destruction of natural forests in Duc Pho town during the construction of the North-South expressway project.
The document states that from May 31st to June 3rd, several media outlets reported on the destruction of natural forests in Duc Pho town during the construction of the North-South expressway section between Quang Ngai and Hoai Nhon. Deputy Prime Minister Tran Luu Quang requested the Quang Ngai Provincial People's Committee to direct relevant agencies to verify the reported information and report to the Deputy Prime Minister before June 10th.
Many forest trees were felled and lie buried in the ground.
Regarding the issue of clearing forest land for the construction of access roads for tunnels No. 2 and 3 of the Quang Ngai - Hoai Nhon expressway project, Mr. Nguyen Tan Dong – Vice Chairman of the Board of Directors of Deo Ca Group – stated that, according to the design documents approved by the Ministry of Transport, to access tunnels No. 2 and 3, a new 4.5km access road must be built, requiring the clearing of approximately 40,000 m2 of forest. The Ministry of Transport has instructed that, during construction, the contractor may adjust the route of the access road based on actual conditions.
Based on information from landowners and local residents, combined with field surveys, the construction contractor found that an existing local road, approximately 4-6 meters wide, currently used for transporting forest products, could be renovated into a service road. "Thus, utilizing this local road will shorten the service road from 4.5 km to 3.6 km and minimize the area of forest that needs to be cleared. The contractor has verified that this road is located entirely within the production forest land," - excerpt from a document sent by Deo Ca Group to the press.
According to Deo Ca Group, the Quang Ngai - Hoai Nhon section of the North-South Expressway Eastern section project (2021-2025) has a scale of 4 lanes, a design speed of 80 km/h, a total investment of over 20,400 billion VND, and a length of 88 km. Of this, the section through Quang Ngai province is 60.3 km long, and the section through Binh Dinh province is 27.7 km long, expected to be completed in the third quarter of 2026. The project is invested by Project Management Board 2 - Ministry of Transport, and Deo Ca Group Joint Stock Company participates as the leading member of the consortium of contractors.
