On the morning of May 5th, the National Assembly solemnly opened its 9th session.

At its 9th session, the National Assembly will consider and decide on 54 issues related to constitutional and legislative work; 14 groups of issues concerning socio-economic matters, the State budget, supervision, and other important matters.

Today (May 5th), the 9th Session of the 15th National Assembly officially opened with a solemn ceremony at the National Assembly building in Hanoi .

According to the program, at 8:00 AM, the National Assembly held a preliminary session. At the session, National Assembly deputies listened to a speech by National Assembly Chairman Tran Thanh Man ; and heard a report presented by Standing Committee member Le Quang Tung on the acceptance, explanation, and revision of the proposed agenda for the 9th Session of the 15th National Assembly. Following this, the National Assembly proceeded to discuss and vote on the agenda for the 9th Session of the 15th National Assembly.

At 9:00 AM on the same day, the National Assembly held its opening session of the 9th Session of the 15th National Assembly in the Dien Hong Hall of the National Assembly Building. The opening session was broadcast live on Vietnam Television (VTV1) and Vietnam Radio (VOV1).

According to Deputy Head of the National Assembly Office Vu Minh Tuan, the 9th Session will be conducted in two phases. Phase 1 will run from May 5th to May 29th, and Phase 2 from June 11th, with the closing ceremony expected on June 30th, 2025. The total working time of the National Assembly is expected to be 37 days.

At its 9th session, the National Assembly will consider and decide on amendments and additions to several articles of the 2013 Constitution; consider and pass 34 laws and 11 resolutions; and provide opinions on 6 other draft laws.

In addition, the National Assembly will consider 14 groups of issues related to socio-economics, the state budget, supervision, and other important matters, specifically: reviewing the supplementary assessment report on the implementation of the socio-economic development plan for 2024; the situation regarding the implementation of the socio-economic development plan for 2025; and reviewing the supplementary assessment report on the implementation of the state budget for 2024 and the first months of 2025.

In addition, the National Assembly will consider and approve a Resolution on the merger of provincial-level administrative units; consider and decide on the establishment of the National Election Council and the election of its Chairman; consider and decide on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; consider and decide on the election date for National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term; consider and approve a Resolution on the National Assembly's supervision program for 2026; and conduct interpellation and answer sessions with National Assembly deputies. Furthermore, the National Assembly will consider and decide on several other important issues.

At the meeting between the Standing Committee of the National Assembly Party Committee and the Heads of Party Groups - Heads and Deputy Heads of Delegations in charge of National Assembly delegations from provinces and centrally-administered cities regarding the 9th Session of the 15th National Assembly, held on the afternoon of May 4th, National Assembly Chairman Tran Thanh Man stated that the 9th Session is of special importance in promptly institutionalizing the policies and conclusions of the Central Committee of the Party, the Politburo, and the Secretariat, especially the contents just approved at the 11th Central Committee Conference.

The focus is on amending and supplementing several articles of the Constitution and laws to streamline the organizational structure, reorganize administrative units, and establish a two-tiered local government system; thoroughly removing institutional barriers, difficulties, and obstacles to create a legal framework and foundation for development, unblocking bottlenecks, promoting decentralization and delegation of power while streamlining the apparatus, and creating new development spaces for localities.
