Speaking to the press, Mr. Pham Quang Ngoc, Vice Chairman of the People's Committee of Soc Son District ( Hanoi ), said that in the near future, the authorities will proceed with the forced demolition of 5 illegal constructions located within forest land in Ban Tien hamlet (Phu Ninh village, Minh Phu commune, Soc Son district).
Accordingly, homestays, permanent structures located along both sides of the concrete road, and the house on the hill will be forcibly demolished, expected in August or September.
Explaining why they had previously only announced the demolition of the house on the hill, instead of demolishing the other four structures, Mr. Ngoc said that at that time the local authorities "were still determining the violations and therefore had not yet issued a demolition order."
"For cases that are clear and meet the criteria, enforcement action will be initiated first. The house on the hill had its enforcement file prepared in August 2022, but due to a family member's death, the enforcement was postponed until this year. As for the other four cases, there is an overlap of residential land, agricultural land, and orchard land. Recently, the district has clearly identified the violations and is proceeding with the next steps," Mr. Ngoc said.
Many buildings and homestays in Ban Tien hamlet are being constructed illegally on forest land.
According to Mr. Ngoc, in early 2023, the People's Committee of Soc Son district dismissed Mr. Nguyen Van Han, the Chairman of the People's Committee of Minh Phu commune, and he has also been prosecuted and investigated by the police.
In Minh Phu commune alone, from the beginning of the year until now, the authorities have recorded, fined, and enforced the removal of more than 10 cases of violations of construction regulations.
"We are trying to raise awareness among the people that violations will not be tolerated. We want to avoid wasting both people's money and the state's money by having to enforce regulations," Mr. Ngoc said.
Regarding the illegal constructions in Ban Tien hamlet, records from the Minh Phu Commune People's Committee show that from April 2021 to July 2022, inter-agency forces recorded violations related to homestays, houses, and permanent structures on the hill.
The report indicates that the individuals involved illegally converted planted forest land designated for protection purposes into non-agricultural land without authorization from the competent state authorities.
The house, located on a hillside in Ban Tien hamlet, is subject to forced demolition.
Earlier, on the morning of August 4th, rainwater from the hillside washed soil and rocks down onto the concrete road in Ban Tien hamlet, burying many cars parked along the roadside.
This concrete road, approximately 600 meters long, was built by local residents for convenience. Shortly afterward, authorities brought in excavators and divided the road into five sections to prevent further flash floods .
