City People's Council representatives conducted on-site surveys and listened to voters' suggestions.

People's livelihood problems are being resolved step by step.

At the 10th session of the 8th term of the Hue City People's Council, voters submitted dozens of petitions on pressing issues: investment and basic construction, clean water, transportation; planning and compensation; land and environment; agriculture and rural areas; social policies, etc. To date, all petitions have been answered, and a significant portion have clear solutions.

One of the most pressing issues is the Phu Luu bridge (Vy Da ward). This bridge, over half a century old and with a load capacity of only 1.5 tons, has long been a constant worry for more than 5,000 residents.

After years of anticipation, in 2025 the People's Committee of Hue City agreed on the plan to build two new bridges at Phu Luu as part of the bridge project across Con Hen islet, with a total estimated investment of 2,200 billion VND. The dossier is being finalized for approval and a request for central government funding for the 2026-2030 period. This gives the people of Vy Da renewed hope for a safe and integrated transportation route in the future.

At the unauthorized level crossing on Luong Van Can railway line, following a serious accident, the closure of the crossing has caused significant disruption to the daily lives and businesses of local residents. However, according to the Ministry of Construction 's plan, an underpass will be constructed in this area as part of the program to eliminate unauthorized level crossings on the North-South line. Therefore, installing traffic lights as requested by voters is no longer consistent with the overall planning.

The report on resolving petitions by the City People's Committee shows that departments, agencies, and localities have not only "provided sufficient answers" but have also proactively categorized, reviewed, and clearly explained the status of each petition: completed content, content dependent on central government funding, content currently being prepared for investment, or content exceeding their authority.

According to the Standing Committee of the City Party Committee and Vice Chairman of the City People's Committee Phan Quy Phuong, many recommendations directly related to daily life, such as deteriorating roads, flooding, weak bridges, and blocked access routes, have been included in the plan for handling and their progress is monitored monthly.

Despite achieving many positive results, the People's Committee of Hue City frankly acknowledges the long-standing limitations in addressing voters' petitions. These include a lack of thoroughness in some areas at the grassroots level; a lack of proactive coordination between units at times; and many petitions falling under the jurisdiction of communes and wards not being explained promptly by the local authorities, forcing citizens to forward them to higher levels.

To thoroughly address the issue, Vice Chairman of the Hue City People's Committee Phan Quy Phuong stated that the Hue City People's Committee has identified six key solutions: Reviewing, inspecting, and implementing procedures correctly and within deadlines; strengthening inter-agency coordination to avoid shirking responsibility; enhancing the accountability of leaders; resolving and engaging in dialogue at the grassroots level to reduce the number of requests escalated to higher levels; providing direct answers during voter outreach meetings; and coordinating with the People's Council and People's Committee Office to closely monitor the progress of each request.

Prior to the 11th session of the 8th term of the City People's Council, in addition to meetings with constituents by the People's Council delegations, the City People's Council also established survey teams to conduct on-site inspections at seriously eroded areas along the O Lau and Bo rivers, where residents had repeatedly petitioned for action.

Surveys have revealed that in Huong Tra, Kim Tra, and Phong Dinh, many sections of the riverbank have been eroded, encroaching on agricultural land and residential areas. "Every time there's heavy rain, we don't dare sleep because the fear of landslides haunts us every day," said Mr. Le Van Hoai from Kim Tra ward.

Authorities and residents have petitioned the city to prioritize funding for essential embankment projects; strengthen inspections and warnings during the rainy and stormy season; and expedite the appraisal and approval process to allow for early construction.

Vice Chairman of the Hue City People's Council, Ha Van Tuan, emphasized that the recommendations related to landslides and transportation infrastructure are urgent because they directly affect the safety of the people and the stable development of the locality. The survey team will continue to monitor the situation, synthesize opinions, and report to the competent authorities for timely guidance. All related content will be included in the report to be presented at the 11th session of the City People's Council.

This morning (December 8th), the 11th session of the Hue City People's Council, 8th term, 2021-2026, officially opened. This is the year-end regular session, considering many important issues related to socio-economic development and the city's budget tasks.

At the session, the City People's Council will discuss and decide on a series of key issues, including: evaluating the implementation of the socio-economic development plan; the results of budget revenue and expenditure in 2025 and the plan for 2026; approving the state budget estimate and assigning the public investment plan for 2026. The session will also consider the decentralization of revenue sources, expenditure tasks and the revenue sharing ratio between levels of government; adjusting the medium-term public investment plan 2021-2025; and supplementing the capital plan for 2025 for the National Target Program on New Rural Development.

In addition, the City People's Council will consider new regulations on criteria and number of Civil Defense Teams; civil registration fee rates; adjustments to the prices of medical examination and treatment services at public health facilities; and many reports and proposals from the Standing Committee of the People's Council, the People's Committee, and relevant agencies as prescribed by law…
