Building a stable telecommunications infrastructure.
In the context of the strong digital transformation taking place nationwide, telecommunications infrastructure is considered the "backbone" for localities to implement digital government, digital economy , and digital society. In Tuyen Quang, upgrading and expanding the telecommunications network is being prioritized, creating an important foundation for people and businesses to access digital services more quickly, safely, and conveniently.
To date, the province's telecommunications infrastructure continues to be maintained, developed synchronously, and gradually modernized. The province has 2,984 operational BTS stations, including 81 5G base stations. Telecommunications businesses in the area have prepared the infrastructure to expand 5G deployment in the near future, striving to have approximately 460 5G stations by the end of 2025, meeting the increasing demand for high-speed connectivity from the people.

100% of commune and ward centers have been covered by fiber optic broadband; the province's dedicated data transmission network continues to operate stably in 100% of state agencies from the provincial to the commune level, ensuring safety and security for government operations.
Simultaneously, telecommunications businesses in the province are accelerating the development of 4G/5G mobile networks and expanding high-speed internet access, contributing to an increase in the percentage of people using smartphones and promoting electronic payments and online transactions.
This facilitates access to cashless services for businesses and citizens, in line with modern trends. The entire province has 472 postal service points, ensuring that 100% of communes and wards have public postal service points with fixed broadband internet connections; 100% of communes receive mail and newspapers on the same day, contributing to maintaining smooth and stable communication.
Mr. Trinh Trung Dung, Deputy Director of VNPT Tuyen Quang Infrastructure Center, said: “We are prioritizing investment in expanding the fiber optic network and base stations in disadvantaged areas to ensure that people everywhere have access to high-quality Internet.”
In addition, VNPT is coordinating with localities to accelerate 5G coverage, creating a solid foundation for digital applications, especially in education, healthcare, public administration, and smart agriculture . Telecommunications infrastructure not only serves economic development but also contributes to narrowing the digital divide between regions, opening up more opportunities for people to access knowledge, services, and markets.”
Digitization down to the individual citizen.
In the digital transformation process, citizens are both the main actors and the most important beneficiaries. However, to truly achieve the goal of "digital transformation for all citizens," a strong shift is needed from passively receiving technology to actively using and disseminating it.
Ms. Dang Thuy Cham, from Group 14, Ha Giang 1 Ward, said: "Currently, we residents can perform many administrative procedures online, such as registering for household registration, obtaining identity cards, paying insurance, and paying taxes, right from home, without having to wait or queue. Electronic bill payment has become common, with transactions being fast, safe, and transparent. In addition, many activities such as studying, medical examinations and treatment, shopping, and working remotely are more convenient than ever."
In many localities throughout the province, models such as community-based digital technology teams are proving effective. The campaign "Going door to door, guiding every citizen in digital skills" has contributed to the popularization of online public services, electronic payments, digital identification, etc. Each official and civil servant has become a "digital ambassador," wholeheartedly guiding people in accessing technology.
In Lung Cu commune, immediately after implementing the two-tiered local government model, the commune government has promoted many solutions to facilitate people's access to and use of digital services. Mr. Ma Doan Khanh, Vice Chairman of the Commune People's Committee and Director of the Lung Cu Commune Public Administrative Service Center, said: The Commune People's Committee has established a technical support team stationed at the Public Administrative Service Center on all working days of the week to guide people in operating the information technology system and resolving administrative procedures more conveniently. This not only helps people access services easily but also strengthens trust and increases satisfaction with the government apparatus.
It is clear that, from modern telecommunications infrastructure to direct support activities for the people, Tuyen Quang province is gradually creating a comprehensive, safe, and friendly digital environment. When every citizen knows how to use, apply, and benefit from technology, and when the government, businesses, and the community work together to promote digital transformation, a sustainable, dynamic, and opportunity-rich digital society will be formed. Building digital citizens is building the future, and that future is being shaped by concrete and practical actions today.
