The leading role of the state-owned economy

In late March, standing on the construction site of the road connecting the Long Binh An industrial park with National Highway 2, the roar of machinery drowned out the mountain wind. Trucks carrying materials lined up one after another, bustling about. This rapid pace of construction is a clear indication of the state-owned economic resources – a crucial "lever" that Tuyen Quang is focusing on developing in accordance with Resolution No. 79-NQ/TW of the Politburo on the development of the state-owned economy.

State capital opens the way.

Looking back at the implementation of economic development tasks in recent years, Tuyen Quang has clearly identified that in order to attract private investment and for the private and collective economies to develop, the State must first "lead the way." From this perspective, public investment capital has been concentrated on transportation infrastructure, urban development, industrial parks and clusters, high-tech agriculture, and social welfare projects.

Major transportation projects such as the Tuyen Quang - Phu Tho Expressway connecting to the Noi Bai - Lao Cai Expressway; the Tuyen Quang - Ha Giang Expressway; urban development arterial roads; and key transportation systems all bear the strong imprint of the state economy. These routes not only shorten geographical distances but also shorten development distances, creating new opportunities for production and business.

In the energy sector, the Tuyen Quang Hydropower Plant is a key national project that continues to deliver dual benefits: ensuring energy security and regulating floods for downstream areas; while also opening up opportunities for economic development around the reservoir. From ecotourism and experiential tourism to aquaculture, the livelihoods of thousands of households along the reservoir are gradually stabilizing and improving.

According to Mr. Vu Van Tinh, Director of Tuyen Quang Hydropower Company, the unit identifies energy as one of the important pillars of the economy and is therefore continuing to improve management efficiency, apply science and technology, and better promote the role of the state economy in creating a stable and long-term foundation for the socio-economic development of the locality and the region.

In line with Resolution 79, the state-owned economy not only plays a leading role in terms of scale, but more importantly, it guides, directs, and creates a foundation for other economic sectors to develop. Tuyen Quang province concretizes this by prioritizing investment in areas where the private sector lacks sufficient resources or is not yet ready to participate. If public investment is the "conducting artery," then state-owned enterprises are the direct force in implementing policies. Within the province, state-owned enterprises and enterprises with state capital play a core role in many key sectors: electricity, water supply and drainage, forestry, mineral exploitation, infrastructure construction, and public services.

At Tuyen Quang Power Company, dedicated officials and engineers tirelessly work in remote areas to bring the national power grid to every village. Electricity not only illuminates homes but also opens up opportunities for production development, education, and access to digital technology for the people.

Mr. Tran Xuan Hao, Deputy Director of Tuyen Quang Power Company, stated: "The unit is well aware of its responsibility not only to ensure a stable and safe electricity supply to serve socio-economic development, but also to contribute to regulating and guiding the market according to the State's direction. In reality, during peak periods or natural disasters and epidemics, the role of state-owned enterprises is further affirmed as they proactively allocate resources and are ready to serve political tasks and ensure social welfare."

In the forestry sector, state-owned enterprises and public service units play a crucial role in the management, protection, and development of forests. Forests are not only the "green lungs" of the country but also provide a sustainable livelihood for people through forest planting partnerships, forest certification, and the development of the wood processing industry. This is vivid evidence of the leading role of the state economy in sustainable development.

Simultaneously, state-owned enterprises in the province are gradually reforming their management, improving production and business efficiency, increasing financial transparency, and applying digital technology. Many enterprises have boldly restructured, invested in modern machinery, increased labor productivity, and are gradually asserting their position in the market.

Playing a leading role

It is readily apparent that where infrastructure is comprehensively invested in, the private economy develops more strongly. Tuyen Quang's industrial zones and clusters have gradually filled up in recent years, attracting many businesses from within and outside the province. A series of projects in agricultural and forestry product processing, building materials production, garment manufacturing, electronics, etc., have been implemented, creating jobs for tens of thousands of local workers.

The presence and leadership of the state-owned economy helps reduce investment risks and build confidence for private businesses. Mr. Nguyen Quang Huy, Head of Administration and Human Resources at MSA-YB Co., Ltd. in Long Binh An Industrial Park, shared: "The infrastructure, public services, and investment environment created by the State are the 'foundation' that led us to decide to commit to Tuyen Quang in the long term."

Furthermore, the state-owned economy plays a regulatory and stabilizing role at the local level, especially during difficult times. When the market fluctuates, or natural disasters or epidemics occur, state-owned enterprises and timely fiscal and public investment policies act as a "support system," contributing to maintaining growth and ensuring social welfare.

In implementing Resolution 79, Tuyen Quang province has not only focused on awareness but has also concretized it through action programs and implementation plans tailored to its practical conditions. The province has concentrated on reviewing and restructuring state-owned enterprises; improving the efficiency of managing and utilizing state capital and assets; and promoting decentralization and delegation of power while strengthening inspection and supervision.

A key point is the selection of the right sectors for the state-owned economy to "play a leading role," avoiding a scattered and subsidized approach. The state should focus on the "lifelines" of the economy: infrastructure, energy, resources, and essential public services; while simultaneously creating space for the private sector to develop its dynamism and creativity.

Comrade Luong Van Doan, Director of the Provincial Investment and Construction Project Management Board, stated: From practical implementation, it has been shown that the role of the state-owned economy in Tuyen Quang is not in opposition to, but rather complements and promotes the development of other economic sectors. This is also the overarching spirit of Resolution 79: a strong state-owned economy to lead, not to replace; playing a leading role, but without subsidies or stifling market forces.

Through concrete projects, specific initiatives, and tangible results, Resolution 79 is gradually being implemented in Tuyen Quang province. From this practical experience, confidence in a harmonious and sustainable economic development, in which the state-owned economy plays a leading role, is being strengthened every day.
