Recently, news that many teachers in Hanoi have sent letters to the Department of Education and Training, the Department of Internal Affairs, and the Hanoi People's Committee expressing their desire to be considered for promotion to higher professional ranks (without having to take an exam) has attracted public attention.
Specifically, nearly 2,500 teachers wrote a letter expressing their frustration that they would be disadvantaged if Hanoi held competitive exams for teacher promotion, while in some other localities teachers are promoted through a selection process without having to take exams.
Mr. Tran Dinh Canh, Director of the Hanoi Department of Internal Affairs, said that the Department had received a letter from teachers in Hanoi.
“Currently, we are in the process of compiling lists from departments, agencies, districts, and counties that have registered for promotion to higher professional ranks. However, there is currently no plan to organize exams or consider promotions. This is being implemented according to the Government Decree on the Law on Cadres and Civil Servants and the Circular of the Ministry of Interior ; there have been no changes,” Mr. Canh said.
Mr. Canh further stated that he understood the spirit of the agreement between the Ministry of Education and Training and the Ministry of Interior regarding the abolition of professional title promotion exams. However, according to Mr. Canh, this is only a policy, and there have been no changes yet according to the guiding circular from the Ministry of Interior. Therefore, the Hanoi Department of Interior cannot independently decide on the examination or assessment for teacher professional title promotion.
Regarding this matter, the Ministry of Education and Training has provided information on regulations concerning professional qualification standards for civil servants and promotion of professional qualifications for civil servants, which are implemented according to the general regulations of the National Assembly in the 2010 Civil Servant Law and the Law amending and supplementing a number of articles of the Law on Cadres, Civil Servants and Civil Servants.
At the same time, the regulations also follow the detailed guidance of the Government in Decree No. 115 on the recruitment, use, and management of civil servants. Promotion from a lower to a higher professional rank within the same professional field is carried out through examinations and evaluations.
The organization of professional title promotion through examinations or assessments at the local level is at the discretion of the competent agency or unit responsible for organizing the examinations or assessments for professional title promotion, in accordance with the law.
The Ministry of Education and Training does not have the authority to abolish the regulations on teacher promotion exams, nor does it have the authority to request localities to uniformly implement promotion through assessment. However, according to the Ministry of Education and Training, the teachers' proposal to abolish the teacher promotion exam is well-founded.
The Ministry of Education and Training also stated that it had received a request for comments from the Ministry of Interior regarding the removal of the professional title promotion examination from the draft decree amending and supplementing some articles of Decree No. 115, and the Ministry of Education and Training has responded in writing, agreeing with this content. Currently, the Ministry of Interior is advising the Government to abolish the professional title promotion examination.
The Ministry suggests that localities, based on their actual circumstances, consider and choose appropriate methods for organizing teacher professional title promotion to create favorable conditions and ensure that truly deserving teachers are identified for promotion.
