According to Vietnam Airports Corporation (ACV), currently, the source of construction stone for Project Component 3 is not enough to meet demand.
There is still a shortage of more than 3.7 million m3 of construction stone.
Component Project 3 is the most important component project and also the project with the largest construction volume of the Long Thanh Airport Construction Investment Project Phase 1.
According to ACV, Component Project 3 has 14 bid packages, of which 3 have completed construction, 9 are under construction and 2 are preparing to complete contractor selection.
For the packages under construction, in order to meet the Prime Minister 's request to basically complete the project by the end of 2025, ACV has asked contractors to mobilize maximum personnel, machinery and equipment to work on the construction site. However, a difficulty that threatens to affect the current project progress is the lack of construction stone materials for construction.
According to ACV, another difficulty is that currently, construction stone materials are not allocated for each type of stone as ACV has registered. Therefore, the mine owners only commit to providing enough volume according to the allocation of the Provincial People's Committee but do not produce according to the order of each type of stone of the contractor, leading to the supply and demand products not corresponding and the actual volume of stone that can be delivered to the construction site is less than the volume allocated by the Provincial People's Committee. |
Mr. Nguyen Tien Viet, Deputy General Director in charge of ACV, said that in 2025, the total demand for construction stone of all kinds for the project has been registered to be more than 4.9 million m3 . However, as of May 12, the total volume of stone of all kinds brought to the construction site has only reached about 1.2 million m3 . Thus, compared to the registered demand, the current source of stone for project construction is still short of more than 3.7 million m3 . "By month, in February and March, the volume of stone brought to the construction site only reached about 52% of the registered demand. In April, it reached about 62% and in the first half of May, it reached about 25% of the registered demand." - Mr. Nguyen Tien Viet said.
Urgently remove obstacles
To resolve the problem of supplying construction stone for the Long Thanh Airport Project, on May 9, at a working session with the Provincial People's Committee, ACV made a number of proposals.
Specifically, according to ACV, for the Soklu 2 and Soklu 5 quarries, the volume allocated by the Provincial People's Committee for the project is nearly 591 thousand m3 . ACV has reported that the quality of these two quarries is uneven, with a lot of weathered rock, lung rock, low rock strength, and is not suitable for the construction of key national projects. Accordingly, the volume of these two quarries is being temporarily allocated equally by ACV to project contractors. In the coming time, to ensure the quality of the project, ACV recommends that the Provincial People's Committee supplement the volume from the Nui Nua quarry to replace the Soklu 2 and Soklu 5 quarries.
Regarding Tan Cang 6 quarry, at meetings on stone material allocation chaired by the Provincial People's Committee and the Department of Agriculture and Environment, contractors reported that they could not reach an agreement with the quarry owner. Therefore, ACV proposed that the Provincial People's Committee have a solution to facilitate contractors to purchase the correct allocated volume.
On the Dong Nai province side, according to the report of the Department of Agriculture and Environment, as of May 19, 2025, 9 quarries have signed contracts and supplied stone to contractors for the Long Thanh Airport Project, including: Tan Cang 1 has supplied nearly 163 thousand m3 out of a total volume of nearly 808 thousand m3 signed in the contract; Tan Cang 3 has supplied nearly 89 thousand m3 out of a total volume of more than 350 thousand m3 signed in the contract; Tan Cang 4 has supplied nearly 136 thousand m3 out of a total volume of 490 thousand m3 signed in the contract; Tan Cang 7 and Tan Cang 9 have supplied nearly 99 thousand m3 out of a total volume of more than 835 thousand m3 signed in the contract; Mieu hamlet has supplied more than 15 thousand m3 out of a total volume of more than 150 thousand m3 signed in the contract; Soklu 2 and Soklu 5 have supplied 882m3 out of the total contracted volume of 15,000m3 ; Nui Nua has supplied more than 190,000m3 out of the total contracted volume of more than 360,000m3 .
Regarding the Nui Nua quarry, according to the Department of Agriculture and Environment, the quarry owner said that due to the problem of the opening being stuck with a layer of low-intensity red stone, the exploitation of good quality blue stone is facing many difficulties. The mining output is limited, so from now until the end of the year, there will be many difficulties in providing additional output for the project.
To continue ensuring the supply of construction stone for the Long Thanh Airport Project, the Department of Agriculture and Environment has recommended that the Provincial People's Committee continue to recommend that the Prime Minister issue a resolution approving the Long Thanh Airport Project to apply special mechanisms in mineral exploitation.
