Promptly resolve issues related to the supply of construction stone.

The Long Thanh International Airport project aims to be basically completed by the end of 2025. To achieve this goal, one of the obstacles and difficulties that need to be overcome during the project's construction is ensuring the supply of construction stone.

According to the Vietnam Airports Corporation (ACV), the current supply of construction stone for Component Project 3 is insufficient to meet demand.

There is still a shortage of over 3.7 million cubic meters of construction stone.

Component Project 3 is the most important component project and also the project with the largest construction volume of the Long Thanh Airport Investment and Construction Project Phase 1.

According to ACV, Component Project 3 has 14 bidding packages, of which 3 packages have been completed, 9 packages are under construction, and 2 packages are in the process of completing the contractor selection.

For the ongoing construction packages, in order to meet the Prime Minister 's requirement to essentially complete the project by the end of 2025, ACV has requested contractors to mobilize maximum personnel and machinery and equipment on the construction site. However, a difficulty that threatens to affect the project's progress is the shortage of construction stone materials.

According to ACV, another difficulty is that construction stone materials are not currently allocated according to each type of stone as ACV had registered. Therefore, quarry owners only commit to supplying the quantity allocated by the Provincial People's Committee, without producing according to the contractor's order for each type of stone. This leads to a mismatch between supply and demand, and the actual quantity of stone delivered to the construction site may be less than the quantity allocated by the Provincial People's Committee.

Mr. Nguyen Tien Viet, Deputy General Director in charge of ACV, said that in 2025, the total registered demand for all types of construction stone for the project is over 4.9 million . However, as of May 12th, the total volume of all types of stone delivered to the construction site only reached approximately 1.2 million . Thus, compared to the registered demand, the current supply of stone for the project is still short by more than 3.7 million . “Calculated monthly, in February and March, the volume of stone delivered to the construction site only reached about 52% of the registered demand. In April, it reached about 62%, and in the first half of May, it reached about 25% of the registered demand.” - Mr. Nguyen Tien Viet stated.

Urgently resolve the obstacles.

To resolve the issues regarding the supply of construction stone for the Long Thanh Airport Project, ACV made several proposals during a meeting with the Provincial People's Committee on May 9th.

Specifically, according to ACV, for the Soklu 2 and Soklu 5 quarries, the volume allocated to the project by the Provincial People's Committee is nearly 591,000 . ACV has reported that the quality of these two quarries is uneven, with a lot of weathered rock, lung rock, and low rock strength, making them unsuitable for the construction of national key projects. Accordingly, the volume from these two quarries is currently being temporarily allocated equally among the project contractors by ACV. In the future, to ensure the quality of the project, ACV proposes that the Provincial People's Committee add more volume from the Nui Nua quarry to replace the Soklu 2 and Soklu 5 quarries.

Regarding the Tan Cang 6 quarry, at meetings on the allocation of stone materials chaired by the Provincial People's Committee and the Department of Agriculture and Environment, contractors reported a lack of agreement with the quarry owner. Therefore, ACV proposed that the Provincial People's Committee develop a plan to resolve the issue and facilitate the contractor's purchase of the exact quantity allocated.

Regarding Dong Nai province, according to a report from the Department of Agriculture and Environment, as of May 19, 2025, nine quarries had signed contracts and were supplying stone to contractors for the Long Thanh Airport Project, including: Tan Cang 1, which supplied nearly 163,000 out of a total contracted volume of nearly 808,000 ; Tan Cang 3, which supplied nearly 89,000 out of a total contracted volume of over 350,000 ; Tan Cang 4, which supplied nearly 136,000 out of a total contracted volume of 490,000 ; Tan Cang 7 and Tan Cang 9, which supplied nearly 99,000 out of a total contracted volume of over 835,000 ; and Ap Mieu, which supplied over 15,000 out of a total contracted volume of over 150,000 . Soklu 2 and Soklu 5 have supplied 882 out of a total contracted volume of 15,000 ; Nui Nua has supplied over 190,000 out of a total contracted volume of over 360,000 .

Regarding the Nua Nua quarry, according to the Department of Agriculture and Environment, the quarry owner stated that due to the opening of the quarry being hampered by interbedded layers of low-strength red rock, the extraction of high-quality blue stone has faced many difficulties. The limited production means that in the period from now until the end of the year, there will be significant challenges in supplying additional output to the project.

To further ensure the supply of construction stone for the Long Thanh Airport Project, the Department of Agriculture and Environment has recommended that the Provincial People's Committee continue to petition the Prime Minister to issue a resolution approving the application of a special mechanism for mineral exploitation to the Long Thanh Airport Project.
