Toll collection on the Ben Luc - Long Thanh expressway should be implemented soon.

(Chinhphu.vn) - The Vietnam Expressway Investment and Development Corporation (VEC) has just submitted a report to the Ministry of Construction proposing a toll collection plan for the Ben Luc - Long Thanh expressway, with a price of 2,000 VND/km/standard vehicle (CPU).

The price of 2,000 VND/km/CPU is considered by VEC to be appropriate in line with the financial plan approved by the Ministry of Transport (now the Ministry of Construction ), while also ensuring a balance between the affordability of the people and the financial requirements of the enterprise.

According to VEC, the Ben Luc - Long Thanh expressway, nearly 58km long, is a key connecting route between the Southeast and Southwest regions of Vietnam, and plays a strategic role in connecting to Long Thanh International Airport, industrial zones, and major seaports.

The project was implemented with a large total investment, using ODA loans from JICA and ADB, as well as domestic counterpart funds. During construction, the project faced many difficulties regarding land acquisition, technical issues, and funding. However, the sections of the route have now been largely completed.

Specifically, from February 2025, the sections from Km0 to Km 3+420 and from Km 50+530 to Km 57+581 were put into temporary operation; subsequently, the section from Km 3+420 to Km 21+850 was put into operation in April 2025. The entire route is expected to be completed in 2026.

VEC affirms that the early commencement of toll collection is an urgent requirement to ensure investment efficiency, stable operation, and financial security. This is also the main and only source of revenue for VEC to fulfill its obligations to repay principal and interest on ODA loans and maintain the operation of other expressways under its management.

The fees are affordable for the people.

Notably, toll collection on the Ben Luc - Long Thanh route is part of an overall solution to balance cash flow for all five expressway projects invested in by VEC. Delaying or not collecting tolls would disrupt the approved financial plan, affecting the company's debt repayment capacity and overall financial stability.

Furthermore, because the route passes through many complex terrains and includes many large-scale engineering structures such as river bridges and pedestrian underpasses, the maintenance, management, and operation costs are very high. Not collecting tolls would leave VEC short of funds for regular maintenance and repairs, potentially leading to traffic safety hazards.

The price of 2,000 VND/km/CPU is considered by VEC to be consistent with the financial plan approved by the Ministry of Transport (now the Ministry of Construction), while also ensuring a balance between the affordability of the people and the financial requirements of the enterprise. The proposed price adjustment cycle is every 3 years, with each increase being 12%.

VEC stated that the classification of vehicles subject to tolls will be based on Decree 130/2024. The official toll collection date will be publicly announced in accordance with the regulations in Circular 34/2024 of the Ministry of Transport on the operation of road toll stations.

The Ben Luc - Long Thanh Expressway, which commenced construction in 2014, has a total length of nearly 58km, passing through the provinces and cities of Ho Chi Minh City, Dong Nai, and Long An . The initial investment was 31,300 billion VND, now reduced to over 29,500 billion VND. The route has 4 lanes for traffic, 2 emergency stopping lanes, and a maximum speed of 100km/h. This is the largest expressway project in the South, connecting the Eastern and Southwestern regions of Vietnam. However, the project has been slow to implement due to difficulties in investment policies and a lack of funding.
