Use effectively and for the intended purpose.

According to the Department of Natural Resources and Environment, land allocation and leasing projects in the province have been actively and promptly implemented by investors. Many large projects, attracting a significant workforce, have been completed and put into operation, creating momentum and making an important contribution to promoting socio-economic development, creating jobs for workers, and generating revenue for the State budget, especially projects in the industrial and service sectors.

Many urban infrastructure development projects have also been implemented on schedule, contributing to the comprehensive improvement of urban infrastructure and increasing local government revenue.

Overall, projects that have been allocated or leased land have been implemented according to the approved and committed schedules. Many projects have been completed and put into effective use, serving their intended purpose. Some projects in the manufacturing and business sectors employ a large workforce, contributing to job creation for local workers, increasing state budget revenue, and providing impetus for socio-economic development and a positive shift in the labor structure.

We are determined to revoke licenses for projects that are behind schedule.

However, according to the Department of Planning and Investment's assessment, some projects, despite years of approval in principle and land allocation/leasing, have still not been implemented, leading to a waste of land resources.

To ensure efficient land resource utilization, promptly address difficulties for investors to accelerate project implementation, and bring projects into operation and production as planned; and to rectify the management and use of land by organizations that have been allocated or leased land but have not put it into use or have been slow to put it into use as prescribed by law, the Department of Planning and Investment has advised the Provincial People's Committee to establish Inspection Team No. 618 to inspect 41 projects with slow progress.

Accordingly, the directive instructs relevant agencies and district-level People's Committees to focus on resolving obstacles related to land clearance, accelerating the investment progress of projects that meet the conditions for implementation, are currently being implemented, and projects with capable and experienced investors, so that projects can be put into operation as soon as possible; proactively coordinate with relevant agencies to strengthen inspection and review of projects that have received investment approval and been assigned to investors but are slow to implement, overdue, and projects that have received investment approval but are slow to complete procedures for land allocation, land lease, and land use conversion, in order to take appropriate measures in accordance with the law.

According to the Department of Planning and Investment, after inspection, the team requested investors to focus resources on implementing and completing the projects for operation, such as: the Song Lo 8A and 8B hydropower projects, the Song Lo 7 hydropower project; the Plastic packaging manufacturing and mechanical fabrication plant project; the plywood factory in Long Binh An Industrial Park; the tarpulin fabric factory; and the JW agricultural product processing plant of a South Korean investor….

At the same time, the Department advised the Provincial People's Committee to approve the termination of operations for 29 projects. Among these are many large-scale investment projects such as: the high-tech milk processing plant project of TH Group Joint Stock Company, with a total investment of over 4,000 billion VND; the Son Duong Eco-tourism and Sports Service Area project (Area A) of FLC Group Joint Stock Company, with a total investment of over 3,400 billion VND…

Currently, to more effectively manage land resources, the provincial task force continues to review the progress of direct investment projects in the province, advising the Provincial People's Committee to direct the resolution of specific issues for each project, especially terminating operations and reclaiming land from projects that violate legal regulations on investment, land, and construction... if conditions are met.

At the same time, strengthen supervision, monitoring, inspection, and auditing of land management and use for investment projects; promptly detect and advise the Provincial People's Committee on handling cases of delayed land use; prevent the recurrence of situations where projects fail to put land into use or experience prolonged delays without being detected and handled promptly according to regulations.
