Amend the regulations on inspection, supervision, and discipline of the Party.

(NLDO) - The Central Inspection Committee will take the lead in advising on supplementing and amending regulations on inspection, supervision, and disciplinary work of the Party, and submit them to the Politburo before January 15, 2025.


Following the directives of General Secretary To Lam regarding the timing of the Central Committee meeting (scheduled for mid-February 2025) and the extraordinary session of the National Assembly (scheduled for the end of February 2025), and to ensure sufficient time for organizing Party congresses at all levels leading up to the 14th National Congress of the Party, Politburo member, Secretary of the Central Committee, Head of the Central Organization Department Le Minh Hung, also Deputy Head of the Standing Committee of the Central Steering Committee for summarizing Resolution 18, signed a document addressed to: Party committees, Party leadership groups, Party groups; Party agencies and units at the central level; Party committees directly under the Central Committee; Party committees of central-level public service units; and the Secretariat of the Central Committee of the Youth Union.

Party committees, Party leadership groups; Party agencies and units at the central level; Party committees directly under the Central Committee; Party committees of central-level public service units; and the Secretariat of the Central Committee of the Youth Union are preparing reports to be submitted to the Central Committee meeting in February 2025.

In the document, the Steering Committee requested the urgent implementation of several tasks in preparation for reporting to the Central Committee; and submitting the report to the Politburo and the Secretariat after the Central Committee issues a resolution (conclusion).

The contents prepared for the report to the Central Executive Committee include several points.

Accordingly, the Central Propaganda Department will take the lead and coordinate with the Central Mass Mobilization Department to develop a plan for merging the Central Propaganda Department and the Central Mass Mobilization Department (to be completed before January 15, 2025).

The Central Committee's Foreign Affairs Department will preside over and coordinate with relevant units to develop a plan to end the activities of the Central Committee's Foreign Affairs Department, transferring its main tasks to the Ministry of Foreign Affairs and some of its work to the Central Party Office (to be completed before January 15, 2025).

The Central Party Office will preside over and coordinate with relevant agencies to develop a plan for establishing Party committees in Party agencies, central judicial agencies, and the Office of the President (to be completed before January 15, 2025).

The Party Committee of the Government: To preside over and coordinate with relevant agencies in developing a plan to terminate the activities of the Party Committee of the Government; to establish a Party Committee of the Government directly under the Central Committee; to direct and coordinate with relevant agencies in developing a plan to terminate the activities of the Party Committees of ministries, ministerial-level agencies, Vietnam Social Security, and the State Capital Management Committee at enterprises; to establish Party Committees of ministries and ministerial-level agencies directly under the Government Party Committee; to preside over and coordinate with relevant agencies in developing a plan for the arrangement, merger, and dissolution of ministries and ministerial-level agencies according to the suggested content and orientation on organizational restructuring for ministries, ministerial-level agencies, and government agencies in Conclusion No. 09 of the Central Steering Committee (to be submitted to the Politburo for comments before January 15, 2025, for submission to the Central Committee).

The National Assembly Party Committee: To chair and coordinate with relevant agencies in developing a plan to terminate the activities of the National Assembly Party Committee; to establish a National Assembly Party Committee directly under the Central Committee; to direct the State Audit Office to chair and coordinate with relevant agencies in developing a plan to terminate the activities of the State Audit Office Party Committee; to establish the State Audit Office Party Committee; to chair and coordinate with relevant agencies in developing a plan for the arrangement, merger, and dissolution of National Assembly committees according to the suggestions and guidelines on organizational restructuring for National Assembly agencies and the Standing Committee of the National Assembly in Conclusion No. 09 of the Central Steering Committee (to be submitted to the Politburo for comments before January 15, 2025, for submission to the Central Committee).

The Party Committee of the Vietnam Fatherland Front will preside over and coordinate with relevant agencies to develop a plan to conclude the activities of the Party Committee of the Vietnam Fatherland Front, establish the Party Committee of the Vietnam Fatherland Front and other political and social organizations directly under the Central Committee.

Directing the Vietnam Fatherland Front, political and social organizations, and mass associations assigned by the Party and State to preside over and coordinate with relevant agencies to develop a plan to conclude the activities of the Party groups of political and social organizations and mass associations assigned by the Party and State; establishing Party committees (branches) of the Vietnam Fatherland Front, political and social organizations, and mass associations assigned by the Party and State, directly under the Party Committee of the Vietnam Fatherland Front and political and social organizations (to be completed before January 15, 2025).

The Central Inspection Commission will take the lead in advising on the supplementation and amendment of Regulation No. 22 of the Central Committee on the Party's inspection, supervision, and disciplinary work (to be submitted to the Politburo before January 15, 2025).

Central Organizing Committee: To chair the process of advising on the supplementation and amendment of Regulation No. 24 of the Central Committee on the implementation of the Party Charter (to be submitted to the Politburo before January 15, 2025); To advise the Steering Committee on the development and completion of the Report summarizing the implementation of Resolution 18; the Politburo's submission to the Central Committee; and the draft Resolution (Conclusion) of the Central Committee (to be submitted to the Politburo before January 31, 2025); To submit to the Politburo and the Central Committee amendments to Directive No. 35 on party congresses at all levels, leading up to the 14th National Congress of the Party and the direction of personnel work; To chair and advise the Politburo on submitting to the Central Committee personnel matters within its authority.

The preparations to be submitted to the Politburo and the Secretariat after the Central Committee's resolution (conclusion) includes several items.

For Party committees and organizations directly under the Central Committee, and Party agencies and units at the central level, the Central Organization Department will take the lead in advising on the completion of the Regulations on the Implementation of the Party Charter (supplementary and amended), and the Resolution (Conclusion) of the Extraordinary Meeting of the Central Committee scheduled for mid-February 2025 (to be submitted to the Politburo immediately after the Central Committee meeting).

The presiding body, in coordination with relevant agencies, shall advise and submit to the Politburo a decision to terminate the activities of the Party Committee of the Government, the Party Group of the National Assembly, the Party Group of the Vietnam Fatherland Front, the Party Committee of the Central Agencies Bloc, and the Party Committee of the Central Enterprises Bloc; establish Party committees and appoint executive committees, standing committees, secretaries, and deputy secretaries of the Party committees of the Government, the National Assembly, the Vietnam Fatherland Front, and the Party Committees of the Party agencies, central judicial agencies, and the Office of the President for the 2020-2025 term (to be submitted to the Politburo before March 1, 2025).

The Secretariat of the Central Committee issued a decision to terminate the activities of Party groups and Party committees at the central level, Party groups of political and social organizations, and mass organizations assigned tasks by the Party and the State; and gave the direction to terminate the activities of Party committees, Party groups, and Party committees at the provincial level; and gave the direction for Party committees directly under the Central Committee to appoint the standing committee, secretary, and deputy secretary of Party committees (branches) in agencies, units, and organizations that currently have Party groups and Party committees according to their authority (to be submitted to the Secretariat of the Central Committee before March 1, 2025).

The Chairman shall preside over and coordinate with relevant agencies to advise and submit to the Politburo for promulgation: a Decision on the establishment, functions, tasks, powers, organizational structure, and working relationships of the new committee based on the merger of the Central Propaganda Department and the Central Mass Mobilization Department; and propose the arrangement and placement of cadres, civil servants, public employees, and workers of the current Central Propaganda Department and the Central Mass Mobilization Department (to be completed before March 1, 2025).

The decision was made to end the operations of the Central Committee's Foreign Affairs Department, transferring its main tasks to the Ministry of Foreign Affairs; and a portion of its work to the Central Party Office (to be completed before March 1, 2025).

He presides over the planning and placement of cadres under the central government's management, advising the Politburo and the Secretariat.

As for the government sector, the Party Committee of the Government (or the Government Party Committee after its establishment) leads and directs the implementation of tasks.

Specifically, the following will be submitted to the National Assembly (at the extraordinary session at the end of February 2025): Issuance of a National Assembly Resolution on the establishment and dissolution of several ministries (before February 28, 2025); Consideration of amendments and additions to the following laws: the Law on Government Organization, the Law on Local Government Organization, and related legal documents after the Central Committee and the Politburo approve the policy on streamlining the organizational structure (before February 28, 2025).

Promulgate decrees stipulating the functions, tasks, powers, and organizational structure of each ministry and ministerial-level agency (before March 15, 2025).

The leadership directs ministries and ministerial-level agencies to improve their functions, tasks, and powers, and to streamline the organization of departments, units, and subordinate organizations (to be completed before March 15, 2025).

For the agencies of the National Assembly and the Standing Committee of the National Assembly, the National Assembly Party Caucus (or the National Assembly Party Committee after its establishment) leads and directs the implementation of tasks.

Specifically, an extraordinary session of the National Assembly will be held at the end of February 2025 to consider amendments and additions to relevant laws and personnel matters within the National Assembly's authority (before February 28, 2025).

Complete the streamlining and reorganization of the National Assembly's committees, agencies under the National Assembly Standing Committee, and departments, units, and organizations directly under the National Assembly Office (to be completed before March 15, 2025).

For the Central Committee of the Vietnam Fatherland Front and political and social organizations, the Party Committee of the Vietnam Fatherland Front, the Party Committee of the Vietnam General Confederation of Labor (or the Party Committee of the Vietnam Fatherland Front and political and social organizations after they are established) shall lead and direct the amendment and supplementation of relevant Party regulations and State laws (to be completed before February 28, 2025).

The Central Steering Committee for the review of Resolution 18 requests that Party committees, Party organizations, agencies, and units, especially their leaders, periodically report on the progress of implementing tasks and projects to the Steering Committee (through the Central Organization Department) before 3 PM every Friday.
