According to Plan 130/KH-BCĐTKNQ18 just signed by Deputy Prime Minister Nguyen Hoa Binh , provinces and cities must rearrange the focal points of public service units in the field of education and training in the coming October. However, some types of schools are not affected by this arrangement.

Plan 130 requires ministries, branches, government agencies, and provincial People's Committees to reorganize public service units and focal points within agencies and organizations in the political system. For localities, the reorganization mainly affects vocational training institutions.
Basically, the existing public high schools, middle schools, primary schools, inter-level schools, and kindergartens will be kept intact. The Department of Education and Training proposes to arrange and adjust, if necessary, to conveniently serve the needs of the people and students.
For mountainous provinces, localities review separate schools to form boarding and semi-boarding schools for ethnic minority students at commune or inter-commune centers.
For the remaining units, the arrangement is towards streamlining, reducing the number of contacts, improving the quality of operations, specifically as follows:
Merge vocational education centers and continuing education centers into vocational high schools equivalent to high school level under the Department of Education and Training to provide public services in inter-ward and inter-commune areas.
Each province or city has a maximum of 3 vocational schools, not including schools that cover their own regular expenses (schools with financial autonomy are not subject to reorganization).
For units under ministries and branches, the arrangement is implemented in the direction of building a number of schools and training centers specializing in artificial intelligence.
Focus on rearranging and reorganizing existing vocational training facilities to ensure they are streamlined, efficient, and meet standards. Strongly decentralize the management of vocational training facilities to local authorities.
Arrange and restructure higher education institutions; merge and dissolve substandard higher education institutions; eliminate intermediate levels, ensure streamlined, unified and effective administration; study the merger of research institutes with higher education institutions, and transfer some universities to local management.
