Implementing the arrangement and merger of medical centers, establishing regional general hospitals and medical stations.

After the reorganization and merger of the Quang Ninh health system, the total number of units was reduced by 128; 27 health station headquarters were reduced; 9 hospital and health center directors; 6 social protection unit leaders; 116 health station heads, 30 department heads and 28 heads of specialized departments.

The leaders of the Department of Health presented the decisions on the transfer and appointment of personnel to assume the position of Director of the health facilities after the merger and restructuring.

The plan involves consolidating 13 medical centers into 5 regional general hospitals.

On October 27th, the Quang Ninh Department of Health organized a conference to implement the restructuring of the healthcare system according to the two-tiered local government model in the province.

Quang Ninh is a pioneering province nationwide in implementing the restructuring of its healthcare system based on a comprehensive restructuring approach, ensuring a streamlined apparatus and modern management, helping people receive timely, equitable, quality, and effective healthcare right from the grassroots level.

Accordingly, Quang Ninh's 13 existing medical centers will be reorganized into 5 regional general hospitals, and 3 medical centers will cease operations. 171 health stations and 2 sub-stations will be reorganized into 55 health stations and 92 health station points.

Quang Ninh province also merged Ha Long General Hospital and the Provincial General Hospital into a single Provincial General Hospital.

The Mental Health Support Center was merged into the Mental Health Protection Hospital to form the Mental Health Hospital.

The Social Work Center, the Social Protection Center, and the Facility for the Protection and Care of Children with Special Circumstances will be merged into the Quang Ninh Social Assistance Center.

Quang Ninh's healthcare system has reduced 128 units after restructuring.

Following the restructuring, the healthcare system in Quang Ninh province reduced the total number of units by 128; eliminated 27 health station offices; 9 hospital and medical center directors; 6 social welfare unit leaders; 116 health station heads, 30 department heads, and 28 heads of specialized divisions.

Based on the reorganization, Quang Ninh's healthcare system has also been restructured to clearly distinguish between the two areas of Prevention and Treatment; and to improve the capacity of grassroots healthcare in accordance with the general policy of the national health sector.

With the transfer of reserve personnel from medical centers to health stations, immediately after the reorganization, the ratio of doctors at health stations reached 4-6 doctors/station, completing the goal two years earlier than the national average (the national average is only expected to reach 4-6 doctors/station by 2027).

As a result, basic health centers have sufficient capacity to provide initial medical examinations and treatment, manage people's health, and implement preventive health programs in the community.

Once fully reorganized and equipped, the health stations will be transferred to the People's Committee at the commune level.

According to the new structure, in the initial phase, health stations will be directly managed by the Department of Health, eliminating intermediate administrative layers, in line with the spirit of the two-tiered government model.

The vertical management model helps to unify expertise, technical processes, and service quality monitoring.

The plan is that after the health stations are fully reorganized and have sufficient capacity, they will be transferred to the People's Committees of communes, wards, and special administrative zones.

Hospitals are being reorganized according to a regional model. In addition to provincial-level hospitals and specialized hospitals, Quang Ninh will have 5 regional general hospitals spread across 5 regions of the province. These hospitals will provide general medical examination and treatment, as well as professional support to commune-level hospitals, contributing to reducing the burden on higher-level hospitals and maximizing the efficiency of facilities and human resources.
