After the reorganization and merger of the Quang Ninh health system, the total number of units was reduced by 128; 27 health station headquarters were reduced; 9 hospital and health center directors; 6 social protection unit leaders; 116 health station heads, 30 department heads and 28 heads of specialized departments.

The leaders of the Department of Health awarded the Decision on transferring and appointing personnel to hold the position of Director of medical facilities after merger and arrangement.

Arrange 13 medical centers into 5 regional general hospitals

On October 27, the Quang Ninh Department of Health held a conference to deploy the work of arranging the health system according to the 2-level local government model in the province.

Quang Ninh is the pioneer province nationwide in implementing the restructuring of the health system based on the perspective of comprehensive restructuring, ensuring a streamlined apparatus and modern management, helping people receive timely, fair, quality and effective health care right from the grassroots level.

Accordingly, 13 current medical centers of Quang Ninh are arranged into 5 regional general hospitals, 3 medical centers are stopped. 171 medical stations and 2 sub-stations are arranged into 55 medical stations and 92 stations.

Quang Ninh province also merged Ha Long General Hospital and Provincial General Hospital into Provincial General Hospital.

Merge the Mental Support Center into the Mental Health Protection Hospital to form the Mental Health Hospital.

Merge the Social Work Center, Social Protection Center and Child Protection and Care Facility in Special Circumstances into the Quang Ninh Social Assistance Center.

Quang Ninh health system reduces 128 units after rearrangement

After the reorganization, the health system in Quang Ninh province reduced the total number of units by 128; reduced 27 health station headquarters; 9 hospital and health center directors; 6 social protection unit leaders; 116 health station heads, 30 department heads and 28 heads of specialized departments.

On the basis of reorganization, the Quang Ninh health system is also restructured in the direction of clearly defining the two areas of Prevention and Treatment; improving the capacity of grassroots health care according to the general policy of the national health sector.

With the transfer of reserve human resources from medical centers to medical stations, immediately after the arrangement, the ratio of doctors at medical stations reached 4-6 doctors/station, completed 2 years earlier than the national average (by 2027, the whole country will only reach 4-6 doctors/station).

Thanks to that, basic health stations have enough capacity to perform primary medical examination and treatment, manage people's health and implement preventive health programs in the community.

After the medical stations are fully arranged and have sufficient capacity, they will be transferred to the People's Committees at the commune level.

According to the new structure, in the first phase, medical stations will be directly managed by the Department of Health, with no intermediate administrative layer, in accordance with the spirit of the 2-level government model.

The vertical management model helps unify expertise, technical processes and monitor service quality.

After the complete arrangement and capacity of medical stations, they will be transferred to the People's Committees of communes, wards, and administrative zones.

Hospitals are reorganized according to the regional model. In addition to provincial hospitals and specialized hospitals, Quang Ninh will have 5 regional general hospitals spread across 5 areas in the province, providing both general medical examination and treatment and professional support for commune-level hospitals, contributing to reducing the load on upper-level hospitals and promoting the effectiveness of facilities and human resources.
