
According to the report from the Provincial People's Committee, the Phan Thiet airport project was approved by the People's Committee of Binh Thuan province (formerly) in 2014 with a total investment of over 1,693 billion VND, and an airport scale of level 4C.
However, after 9 years of implementation, the project is still only in the investment preparation and land clearance stages, and has not yet created momentum for socio-economic development in the area.
To date, the detailed plan for Phan Thiet Airport has been adjusted to level 4E, becoming a domestic airport for both civilian and military use, therefore the BOT investment model is no longer suitable.
In August 2025, the People's Committee of Lam Dong province reported to the Prime Minister requesting the termination of the BOT (Build-Operate-Transfer) model and a shift to investment under the Investment Law.

In September 2025, Deputy Prime Minister Tran Hong Ha agreed in principle to allow localities to terminate BOT contracts and adjust investment policies in accordance with regulations.
The Provincial People's Council believes that halting the investment plan for the Phan Thiet airport project under the BOT (Build-Operate-Transfer) model is necessary, within its authority, consistent with the new planning, the Party's guidelines, current laws, and the actual conditions of the locality.

At its 4th session, the Lam Dong Provincial People's Council, 10th term, 2021-2026, voted to approve a resolution to halt the investment plan for the construction of Phan Thiet Airport (formerly in Binh Thuan province) - civil aviation component - under the BOT contract model.
The Provincial People's Council assigns the Provincial People's Committee to organize the implementation of the resolution, and the Standing Committee of the Provincial People's Council, its committees, and delegate groups to supervise the implementation in accordance with regulations.
