The appeal of the Lien Chieu Port project

Currently, three port corporations are participating in the bidding for the Lien Chieu Port project, with the bidding expected to open at the end of December. The presence of many leading global port corporations participating in the bidding is evidence of the attractiveness of this project, worth over 45,000 billion VND.

Three potential investors

On December 2nd, the Da Nang City Priority Infrastructure Investment Projects Management Board announced that three consortiums of leading global shipping and port operating corporations have submitted bids for the Lien Chieu Port project (Component B). These are all strong companies with extensive experience in global maritime transport and port operations.

Specifically, the three joint venture investors include: Hateco Group JSC - Hateco Port Company Limited and APM Terminals BV (Netherlands); Adani Port - Special Economic Zone Company Limited (India) and T&T Group JSC; Vietnam Maritime Corporation ( VIMC ) and Terminal Investment Limited Holding (Luxembourg).

The fact that the Lien Chieu Port project has attracted significant interest from renowned domestic and international investors in the fields of port operation, logistics, and maritime transport is good news not only for Da Nang but also for the Central and Central Highlands regions and the whole country in general.

Investors have proposed investing in the overall construction of infrastructure for 8 container terminals at Lien Chieu port, along with supporting facilities and a synchronized, modern technical infrastructure that meets green port and international transshipment port standards, covering an area of ​​approximately 172.6 hectares.

Specifically, the planned land area is 146.84 hectares (136.71 hectares for container port construction; 9.26 hectares for railway warehouse and parking area; 0.6 hectares for connecting railway section; and 0.27 hectares for key technical infrastructure); the water area (water in front of the berth) is 25.76 hectares.

The investor also proposed phasing the project into three stages. Stage I, to be implemented from Q4 2025 to Q4 2028, will include the construction of bridges No. 1 and 2, each 750m long, for 100,000-ton vessels (initial stage) and 200,000-ton vessels (completion stage), along with supporting facilities (43.46 ha); land leveling for the railway area and centralized vehicle yard (9.26 ha); investment in the connecting railway section (0.6 ha), railway yard area and main technical infrastructure area (0.27 ha); and dredging of the water area in front of the berth and the connecting water area, covering 7.5 ha.

According to the Da Nang City Priority Infrastructure Investment Projects Management Board, the investor selection process is entering its final stage, with bidding expected to open at the end of December. If the bidding process goes smoothly, the project will commence in the first quarter of 2026, creating a significant impetus for the formation of a modern logistics ecosystem in the Central region.

The Lien Chieu Port Project is planned, invested in, and constructed in Hai Van Ward, covering a total area of ​​450 hectares, comprising two components. Component A has an investment cost of over 3,400 billion VND, funded by the central and city budgets, and commenced construction at the end of 2022. Component B, which seeks private investment, includes 8 container berths.

The Lien Chieu container terminal area covers over 136 hectares of land and nearly 26 hectares of water, featuring 8 container berths with a total length of 2,750 meters, capable of receiving vessels from 50,000 to 200,000 DWT. This area also includes 5 consolidation berths for vessels under 5,000 DWT. The hinterland system includes warehouses, an operations building, a repair workshop, a railway yard, and a 1.5 km connecting line to Lien Chieu station, with a throughput capacity of 5.2 - 5.8 million TEU/year, and a total investment of approximately 45,200 billion VND.

Simultaneously, the general cargo and bulk cargo terminal covers an area of ​​over 52 hectares of land and 13 hectares of water, including 6 berths 1,550m long for vessels of 50,000 - 100,000 DWT, along with 5 consolidation berths. The integrated infrastructure enables the terminal to achieve a capacity of 17 - 19 million tons per year.

To the south, the LNG/LPG and liquid cargo terminal area has two berths for vessels of 10,000-100,000 DWT and a storage system covering nearly 40 hectares. The operating capacity is approximately 2 million tons per year. Behind the breakwater, four more oil and gas berths will be built, accommodating vessels up to 30,000 DWT, with a capacity of 4 million tons per year. The total investment for the entire area reaches 5,429 billion VND.

The Lien Chieu Port Construction Investment Project - Shared Infrastructure has a total investment of VND 3,426 billion, including the following main items: a breakwater and seawall 1,170m long (573m breakwater, 597m seawall), and a 7.3km shipping channel. The port's connecting road system consists of two sections: Section 1 from the port gate to the foot of the railway overpass, 1.2km long, with 6 lanes and a width of 30m; Section 2 from Section 1 to Nguyen Van Cu Street (National Highway 1A), 0.6km long, comprising two branches, each with 2 lanes and a width of 8m.

To date, construction progress has reached 95% of the total volume, including breakwaters and seawalls at 96.64%; dredging of shipping channels and water areas at 99.09%; and roads and drainage systems at 80.17%.

According to Mr. Le Thanh Hung, Director of the Da Nang Priority Infrastructure Investment Projects Management Board, the progress of shared infrastructure items - component A of the port - is being accelerated. The city aims to complete all shared infrastructure by the end of this year; connecting roads will be open for technical traffic in December.
