
As we visited the Ta Iu resettlement site, Mr. Ly Trong Vinh, Vice Chairman of the Pac Nga Commune People's Committee, enthusiastically pointed to the rows of spacious stilt houses reflected in the emerald green waters of the Da River lake. The wide concrete roads and the synchronized electricity and water systems leading to each household are evidence of a new life gradually emerging in this area.
Few people know that behind that peaceful facade lay the anxieties of generations. Recalling those difficult days, Mr. Vinh shared: Because they lived and worked in the area at and below the 120m elevation of the Hoa Binh hydroelectric reservoir, in the past, every rainy season, the reservoir's water level would rise, and the houses, trees, and crops of 29 households in the Co Xe area (now Ta Iu area, Lum Thuong B village) were frequently flooded. Faced with this situation, the former Bac Yen District People's Committee directed the implementation of the Ta Iu resettlement and stabilization project, with a total investment of over 9.8 billion VND from the National Target Program for socio -economic development in ethnic minority and mountainous areas.

Initiated in 2023, after two years of intensive implementation, the project has officially completed its infrastructure components. As the investor, the Bac Yen Investment and Construction Project Management Board has diligently completed the comprehensive infrastructure system. Specifically, the project has gradually completed the following items: Construction of a 1.1 km long, 3 m wide access road to the resettlement site, built to rural road standard type B; 749 m of internal roads; land leveling for residential houses up to the water supply facility, main dam, filter tank, equalization tank, and valve pits; connecting pipelines to households, water tanks, and electricity supply to households, ready for a new life.
After the two-tiered local government model came into operation, the Bac Yen Investment and Construction Project Management Board handed over the project to the newly appointed Pac Nga Commune People's Committee for management and operation. To avoid wasting time and the invested infrastructure resources, the commune's Party committee and government resolutely mobilized the strength of the entire political system to support households in relocating to their new homes as soon as possible.

The People's Committee of Pac Nga commune has assigned specialized departments to review and adjust the plan flexibly according to the actual situation; specifically assigning each organization and association to be responsible for assisting each group of households, directly mobilizing members, union members, and militia to support labor in dismantling houses, transporting materials, and rebuilding homes for the people. For households still facing financial difficulties, the commune actively mobilizes social resources to support relocation costs, determined to ensure that no household is left behind.
Welcoming us with a warm handshake, Mr. Ha Van Tinh, Deputy Head of Lum Thuong B village, enthusiastically said: "With the investment and support of the State and local authorities, the villagers have joined hands and contributed their labor to help households relocate and build new, sturdy houses. To date, 12 out of 29 solid houses have been completed; the remaining households are expected to move to their new homes after the Lunar New Year."

As one of the households slated for relocation in the village, Mr. Hoang Van Truong said emotionally: "Thanks to the support in moving to a safe resettlement area, with a new, spacious, and clean home thanks to the care of the Party committee, the government, and the support of the villagers, we have been relieved of our worries about floods and can now focus on developing our economy and stabilizing our lives."
The sturdy houses springing up in the Ta Iu resettlement area are a vivid testament to the Party's will aligning with the people's aspirations, and the State's well-deserved attention. With the decisive involvement of the local Party committee and government, the lives of the people living around the Hoa Binh hydroelectric reservoir are gradually turning a new page, becoming more peaceful and prosperous.
