BHG - Despite facing numerous difficulties in terms of terrain, resources, and people's awareness, with the efforts of the entire political system and the consensus of the people, Ta Nhiu commune (Xin Man district) has been gradually fulfilling the criteria of the national target program on building new rural areas.
Ta Nhiu commune has clearly identified the construction of new rural areas as a key task, requiring the involvement of the entire political system and the community. The commune's Party committee and government have issued a specific plan, assigning clear tasks to each official and each village. The commune's approach is not to spread resources thinly but to select key areas to implement first, completing each stage before replicating effective models. Furthermore, all implementation activities are carried out according to the principles of transparency and democracy, with thorough discussions between the government and the people, ensuring consensus and creating a collective effort to build the homeland from the people themselves.

Income criteria have always been a difficult and challenging issue for local Party committees and authorities. Besides encouraging rural laborers to work in companies and businesses outside the province, developing production and increasing people's income is a key objective in building new rural areas in Ta Nhiu. The commune has actively implemented economic development models and transformed the structure of crops and livestock to suit local conditions. Cooperatives and groups of households linked in agricultural and forestry production have been established to improve production efficiency and promote a market-oriented economic mindset. Along with this, the commune focuses on developing distinctive products, gradually building OCOP products, contributing to creating stable livelihoods for the people.
Party member Chang Van An from Na Van village, a model individual in buffalo fattening, shared: "My family started fattening buffaloes 5 years ago. Initially, we lacked experience, so the process of buying, raising, and selling them faced many difficulties, such as fluctuating market prices and disease prevention and control. Now, the model of fattening buffaloes and rotating multiple batches throughout the year has brought my family an income of over 150 million VND per year." In addition, Mr. An also encourages villagers to actively protect their livestock, especially by ensuring buffaloes have clear origins and traceability to prevent the spread of disease to the village. Mr. Sin Van Sin from Na Ri village, despite being 70 years old, is still enthusiastically engaged in agricultural production. Mr. Sin boldly invested in and developed a model of raising breeding cows, goats, and pigs. This has resulted in an income of nearly 100 million VND per year.
Recognizing that building new rural areas is a continuous and sustainable process, Ta Nhiu commune has set a development orientation focused on depth. The focus is on improving the quality of criteria already achieved, while concentrating investment on criteria still lacking, such as income, environment, production organization, and rural landscape. The commune government also proposed that the district continue to allocate funds to support the completion of unmet criteria. Simultaneously, the commune is strengthening its communication efforts to raise community awareness and empower the people to play a leading role in building new rural areas. Grassroots officials are enhancing their responsibility, staying close to reality, and listening to the people to find appropriate solutions. Inspection and supervision of the new rural area program implementation are being strengthened to promptly address any shortcomings.
By the end of 2024, Ta Nhiu commune had achieved 15 out of 19 criteria for New Rural Development, with notable achievements in areas such as: planning, transportation, irrigation, electricity, schools, health care, culture, education and training, production organization, residential housing, and national defense and security. In particular, the rural transportation criterion was highly praised, with many inter-commune and inter-village roads being paved, ensuring year-round access for motorized vehicles. To achieve these results, the locality effectively utilized support resources from the State, while also efficiently mobilizing social capital and contributions from the people in a manner appropriate to the economic conditions of each household, avoiding excessive pressure.
Despite achieving many positive results, the process of building new rural areas in Ta Nhiu commune still faces numerous difficulties. These include challenges in mobilizing resources due to the low economic conditions of the people; and limited funding allocated from higher levels compared to actual needs. Some criteria, such as environment, income, production organization in a linked chain, and the development of synchronized infrastructure, still require more investment in the future.
