Recognizing that officials and civil servants are the pioneering force in digital transformation, the Tan Kim Commune People's Committee organized training courses for its staff at the district and provincial levels. The training focused on skills in using document management software, digital signatures, online public service portals, and other digital applications in work management.
To date, 100% of the commune's officials and civil servants are proficient in using document management software; 100% of officials have been issued digital signatures and use them regularly... Work exchange via the network is carried out frequently, helping to reduce time, save costs, and improve the efficiency of state management at the local level.
Alongside the modernization of the administrative apparatus, the People's Committee of the commune is also promoting awareness and digital skills among the people through diverse forms, such as: broadcasting messages on the public address system, constructing billboards, and sharing information on the commune's and hamlet's Facebook and Zalo social networks.
In addition, the commune has coordinated the organization of many basic digital skills training courses for officials, members of mass organizations, and residents in the area. The training content mainly focuses on using smartphones to access online public services, making cashless payments, and installing and effectively utilizing essential applications such as VNeID, VssID, Zalo, etc.
The commune also actively cooperates with telecommunications and banking units to promote support for people to open accounts, install and use cashless payment applications. This contributes to promoting digital transformation in daily life.

Villages have established community digital technology teams, regularly visiting village cultural centers or directly going to people's homes to guide and support them in installing and using digital technology platforms.
To ensure the infrastructure for digital transformation, the commune proactively coordinated with network providers to conduct surveys, expand coverage, and upgrade internet speeds. To date, broadband internet connectivity has reached 100% of the hamlets, significantly improving network access quality and facilitating online learning, e-commerce transactions, and the development of the digital economy in the locality.
Thanks to the synchronized implementation of digital transformation solutions, Tan Kim commune has achieved positive results: In 2024, the rate of online processing of administrative documents in the commune reached 98%, an increase of 38% compared to 2022; the rate of digitization of administrative documents also reached 98%. Over 99% of people in the commune use smartphones, over 97% make cashless payments; and about 70% are proficient in using digital software.
Notably, 100% of the hamlets have established community Zalo groups. Directives from the district and commune, as well as activities implemented in the hamlets, are communicated promptly and quickly to the residents.
Mr. Vu Thach Dao, Head of Mon Ha Hamlet, shared: "Previously, many people in the hamlet were hesitant and unfamiliar with technology applications, especially the elderly. But thanks to regular awareness campaigns, training, and dedicated guidance from the community's digital technology team, people's perceptions have changed significantly. Now, many people pay electricity and water bills, make purchases, or complete administrative procedures using their smartphones. When carrying out hamlet tasks, we only need to announce it on the Zalo group, instead of going to each household or making announcements over the loudspeaker as before..."
Sharing his vision for the future, Mr. Nguyen Dinh Dang, Chairman of the Tan Kim Commune People's Committee, emphasized: "We will continue to coordinate with telecommunications companies to review and upgrade the Internet network infrastructure; and at the same time, promote support for people to proficiently use digital software and applications in resolving administrative procedures as well as serving daily life..."
