Burning straw in the fields generates smoke and dust, affecting public health, reducing visibility, and endangering people and vehicles. In addition, there is a high risk of the fire spreading to neighboring areas, especially near residential areas, schools, gas stations, and power grids.

In light of the above situation, the Department of Agriculture and Environment of Tay Ninh province has issued a document requesting the People's Committees of communes and wards to strengthen management, propaganda, and inspection of post-harvest straw disposal. Particular attention should be paid to implementing the following:
(1) Propagating and requesting people not to burn straw after harvest, especially in production areas near schools, gas stations, near main roads or under low-voltage and medium-voltage power lines and other areas that affect people, traffic and power grid safety; not to dump straw indiscriminately into irrigation and drainage canals; not to dry rice and straw on traffic routes causing traffic safety and environmental sanitation problems.
(2) Assign local functional forces to regularly inspect, monitor, and promptly detect the situation of people not complying to take measures to handle violations in accordance with Clause 1, Article 41 of Government Decree No. 45/2022/ND-CP dated July 7, 2022, on administrative sanctions in the field of environmental protection : “ A fine of VND 2,500,000 to VND 3,000,000 shall be imposed for the act of burning plant by-products outdoors near residential areas, airports, and main traffic routes ” and point g, Clause 2, Article 12 of Government Decree No. 168/2024/ND-CP dated December 26, 2024, on administrative sanctions for violations of traffic order and safety in the field of road traffic; Point deductions and restoration of driver's license points are as follows: A fine of 200,000 to 250,000 VND will be imposed on individuals who "dry rice, straw, agricultural, forestry, or marine products on the road; place rice threshing machines on the road".
(3) In addition to management measures, the agricultural sector also recommends that people, cooperatives, cooperative groups, etc. apply biological preparations to treat straw and agricultural by-products after harvest into organic fertilizers for agriculture, contributing to minimizing environmental pollution .
(4) In addition, localities need to proactively develop fire prevention and fighting plans in agricultural production areas, especially during peak hot weather, in order to minimize potential damage.
Changing the habit of burning rice straw after harvest not only contributes to environmental protection but also moves towards green and sustainable agriculture. The coordinated efforts of local authorities and the awareness of the people will be the decisive factors in resolving this issue in the future.
