Increase the basic salary to 2.53 million VND/month.
According to Government Decree No. 161/2026/ND-CP, from July 1st, the basic salary will be adjusted from VND 2.34 million/month to VND 2.53 million/month.

The new basic salary level applies to officials and civil servants from the central to the commune level; public employees in public service units; contract workers in administrative agencies and public service units; and those working in associations that receive state budget funding.
In addition, the policy also applies to the armed forces, including officers, professional soldiers, defense workers, and defense civil servants; officers and non-commissioned officers receiving salaries in the People's Public Security; people working in cryptographic organizations; non-commissioned officers, conscripted soldiers, and part-time workers in villages and residential areas.
The decree stipulates the base salary used as the basis for calculating salaries in salary scales, allowances, and implementing other regulations.
Pensions and social insurance benefits will increase by 8%.
Also effective from July 1st, Decree No. 162/2026/ND-CP stipulates an 8% increase in pensions, social insurance benefits, and monthly allowances.

Accordingly, all individuals currently receiving pensions, social insurance benefits, and monthly allowances will receive an 8% increase on their current entitlement.
In addition to the overall increase, the government continues to implement support policies for those with low benefit levels. Specifically, after the 8% adjustment, those with benefits of 3.5 million VND/month or less will receive an additional 300,000 VND/person/month.
For cases where the benefit amount is above 3.5 million VND but still lower than 3.8 million VND/month after adjustment, the benefit amount will be increased to 3.8 million VND/month.
The adjusted pension and allowance levels will serve as the basis for calculating subsequent adjustments, contributing to improving the lives of retirees and those receiving regular allowances in the context of rising living costs...
Significantly increase preferential allowances for teachers.
Another notable policy is Decree No. 182/2026/ND-CP, which stipulates the preferential allowance regime for teachers, educational administrators, and educational support personnel at public educational institutions.
Compared to previous regulations, many groups of teachers have seen a significant increase in their preferential allowances.
Specifically, preschool and primary school teachers receive a preferential professional allowance of 45%. For teachers working in preschools and primary schools in communes classified as Zone I and Zone II in ethnic minority and mountainous areas, island communes, or border communes, the allowance is increased to 60%.
Teachers and education administrators working at gifted sports schools, gifted arts schools, or ethnic boarding schools are also entitled to a 60% allowance.
Notably, the highest preferential allowance rate of 80% is applied to teachers and administrators at ethnic boarding schools, specialized high schools, pre-university schools, Friendship School 80, Friendship School T78, Viet Bac Highland High School, schools and classes for people with disabilities, and some other specialized educational institutions.
The decree also adds an 80% allowance for teachers teaching at preschools, primary and secondary schools, vocational high schools, and special schools located in areas with particularly difficult socio-economic conditions.
Decree 182 takes effect from July 7th, however, the new occupational incentive allowances will be applied from January 1st, 2026.
