Immediately following the Politburo 's directive, the Provincial People's Committee issued decisions assigning tasks to investors to implement the project; it also directed relevant departments and agencies, as well as the People's Committees of 11 border communes, to intensify propaganda and mobilization efforts among the people, especially those whose land is within the planned school construction area. As a result, the people showed high levels of consensus and agreement in the project implementation, particularly in land clearance – a crucial step determining the project's progress.

Simultaneously, the Provincial People's Committee continues to direct departments and agencies to provide specific guidance to the People's Committees of communes during the implementation process; regularly monitor and promptly report any difficulties and obstacles that arise to coordinate solutions, ensuring that projects are implemented according to regulations, on schedule, and with quality. To date, all 11 border communes in the province have completed the selection of locations for the construction of integrated primary and secondary boarding schools. Of these, 5 integrated primary and secondary boarding schools will commence construction in 2025 in the communes of Phong Tho, Pa Tan, Bum Nua, Hua Bum, and Dao San. The investors, including the Provincial Police Department and the Provincial Project Management Board for Civil and Industrial Construction Projects, are actively urging contractors to concentrate machinery and personnel, and organize construction to ensure the progress, technical quality, and aesthetics of the projects.

Recognizing the Phong Tho Commune Inter-Level Boarding School Project as a key strategic project in the development of education and training, the Steering Committee and the construction contractor (Company No. 6 Trading and Construction Co., Ltd., Dien Bien Province) developed a detailed plan, closely monitoring the progress of each implementation item. During the construction process, the Committee assigned staff to regularly supervise and urge the contractor to ensure timely completion, quality, labor safety, and environmental hygiene.

Speaking with us, Mr. Duong Vinh Hien - Deputy Director of Construction and Trading Company No. 6, shared: "The project includes many items such as classrooms, dormitories, multi-purpose buildings, administrative buildings, teacher housing, swimming pools, etc. Due to the large volume of work, we have mobilized all machinery and skilled personnel, divided into shifts to work urgently and simultaneously construct the various items, accelerating the progress to meet the commitments made to the investor."

At the Pa Tan Inter-level Boarding School Project (Primary and Secondary), the contractor is simultaneously constructing several items. Four main items, including the administrative building, library, auditorium, and primary and secondary school classrooms, have completed the roofing of the third floor. The subject classrooms and teacher housing are being implemented according to plan. The total volume of work completed is currently estimated at approximately 38%.

According to the plan, five boarding schools for primary and secondary levels in the communes of Phong Tho, Pa Tan, Bum Nua, Hua Bum, and Dao San are expected to be completed and put into use before August 30, 2026, in time for the new school year. For the remaining six schools in the communes of Mu Ca, Thu Lum, Pa U, Si Lo Lau, Khong Lao, and Sin Suoi Ho, the province will begin construction in 2026 and complete and put them into use in 2027.

Investing in the synchronized construction of a system of boarding schools at all levels in border communes not only contributes to improving the quality of education and creating better learning conditions for children of ethnic minorities, but also demonstrates the province's political determination in caring for the development of border regions, building a strong foundation of public support, and aiming for sustainable and comprehensive development.
