Creating conditions for the development of high-achieving sports; improve the efficiency of veterinary activities at commune level
At the 11th session, the 2th Provincial People's Council approved 3 resolutions with supportive policies that are highly anticipated by the sports world. Along with that is a resolution to help strengthen the commune-level veterinary system, contributing to the effective implementation of livestock and veterinary tasks. 1. Resolution stipulating the nutrition regime, training remuneration, regular exercise and bonus regime for coaches and sports athletes in Binh Dinh province
Subjects of application are coaches and high-achieving sports athletes who focus on training, training and competing in provincial teams, provincial youth teams, and provincial gifted teams. Coaches and athletes are summoned and sent by the competent authority of the province to compete in national and international sports tournaments. Athletes' delegations are sent by competent authorities at the provincial, local, and unit levels to compete in competition at international, national and provincial level sports tournaments.
According to the resolution, will support daily nutrition for coaches and high-achieving sports athletes of the province during the entire period of training and regular training, with a support level of 200 VND/person/day for coaches and athletes of the provincial team; 160 VND/person/day for coaches and athletes of the provincial youth team; 120 thousand VND/person/day for coaches and athletes of the provincial gifted team.
During the time when coaches and athletes of the province are focused on training and competing, the spending level shall comply with the provisions of Resolution No. 36/2021/NQ-HDND of the Provincial Council and Circular No. 86/2020/TT-BTC of the Minister of Finance.

Regarding the remuneration regime for coaches and high-achieving sports athletes of the province during the period of regular training and training; For coaches and athletes who do not receive a salary from the state budget, they are entitled to a salary regime according to the actual days of regular practice and training, specifically 26 days/month/person, which is calculated for 12 months/year. The salary level is 140 thousand VND/person/day for the coaches of the provincial team, the provincial youth team, the provincial gifted team and the athletes of the provincial team; wages of 70.000 VND/person/day for athletes of the provincial youth team; wages of 50.000 VND/person/day for athletes of the provincial gifted team.
For coaches and athletes who are receiving salaries from the state budget, they are entitled to their existing salaries; shall be entitled to compensation for the difference in case the current average salary based on the number of normal working days in a month (divided by 26 days) is lower than the salary rate specified above.
The Decree specifies the specific bonus levels for athletes and coaches who achieve competitive results (individuals, team sports, sports with team competition content) at national sports festivals and national championships; national championship cup, national youth championship; national youth tournaments and other national sports tournaments; movement and regional awards (domestic); Provincial sports congresses and annual provincial sports tournaments.
The coach of the province trains athletes to participate in competitions to achieve achievements in tournaments in Southeast Asia, Asia and the world; Provincial coaches and athletes participating in competitions with achievements in Southeast Asia, Asia and world competitions will be rewarded with an additional 30% of the bonus level as prescribed in Decree No. 152/2018/ND-CP of the Government.

At the same time, the salary of coaches and athletes is increased and enjoys 26 days/month instead of 22 days/month as before; The prize money for medals at the National Sports Festival has also been raised. 2. Resolution stipulating a number of policies for sports coaches and athletes in Binh Dinh province to achieve excellent results at domestic and international sports tournaments

Coaches and athletes have made achievements at other sports events of the above tournaments, with a scale of Southeast Asia, Asia and the world; other youth championship sports tournaments in the world, Asia and Southeast Asia are entitled to a remuneration policy with a rate equal to 50% of the corresponding benefit rate specified above, for a period of 12 months.
Athletes mentioned above, when reaching a level in the system of competing in sports tournaments, are entitled to a support policy for 12 months, specific support levels: Grandmaster athletes (2 million VND/person/month), Level 1 athletes (1 million VND) VND/person/month)
The level of remuneration for coaches and athletes after making achievements at the above-mentioned tournaments is only applicable to individual content competitions in the subjects. For content competition with 2 or more people, team competition, each coach and athlete is entitled to 50% of the individual content.

3. Resolution on consolidating and consolidating the commune-level veterinary network in the province
This Resolution aims to replace Resolution No. 04/2006/NQ-HDND dated July 26.7.2006, 29 of the Provincial People's Council to be consistent with Circular No. 2016/5.8.2016/TT-BNNPTNT dated August XNUMX, XNUMX of the Ministry of Agriculture and Rural Development on regulations on standards for veterinary staff in communes, wards and townships. Regarding the content, this resolution stipulates the number and regime for veterinary staff of communes, wards and townships (collectively referred to as commune-level veterinary staff) in the province (except for communes, wards and townships that do not have livestock as approved by competent authorities). Subjects of application of the resolution are veterinary staff at commune level; relevant agencies, organizations and individuals.
According to the resolution, the standards of commune-level veterinary staff include: Having an intermediate or higher degree in one of the following specialties: veterinary medicine, animal husbandry, animal husbandry, aquatic pathology, and aquaculture. For commune-level areas in mountainous areas, islands, deep-lying, remote areas, ethnic minority areas, areas with extremely difficult socio-economic conditions, commune-level veterinary staff must have a primary level or higher in one of the specialties specified above.
In terms of professional capacity, professional skills include: Being able to grasp and assess the situation of animal husbandry and aquaculture development in the area under management; have knowledge to recognize animal diseases in the area under their management; Ability to advise, organize and perform veterinary work...
In terms of quantity: Each commune, ward and township is assigned one veterinary staff and is entitled to a monthly allowance equal to a factor of 1 multiplied by the current base salary. At the same time, veterinary staff at commune level receive professional training and are supported with 1,3% of the prescribed health insurance premium. The provincial budget supports 100% of expenses for allowance payment, health insurance support and professional training...

From the above issues, the adopted resolution will help to strengthen the commune veterinary system; thereby strengthening inspection, supervision, and timely detection of epidemics to coordinate in encircling, handling, maintaining disease control, and reducing costs of organizing anti-epidemic activities. At the same time, helping to solve the shortage of human resources with expertise in livestock management, livestock environment, animal disease management and promoting sustainable livestock growth and development in the locality.
