The first crucial solution is to accelerate reforms in salary and compensation policies to retain talented individuals. Currently, after the reorganization of administrative units, the workload is enormous, but the allocated staffing is insufficient. Meanwhile, the available equipment and facilities are not suitable for the rapidly evolving digital transformation process; some officials and civil servants in the newly merged areas have to travel long distances to work, affecting their work efficiency…
Therefore, salary reform should be implemented soon according to a roadmap, increasing basic salaries and performance-based allowances. In addition, benefits such as comprehensive health insurance, housing support, advanced training programs, and career development opportunities should be expanded. This will motivate talented employees to stay, while encouraging healthy competition and reducing the tendency of less capable individuals to cling to their positions.
Furthermore, a fair and transparent performance evaluation system needs to be established. To eliminate those with limited capabilities, periodic, objective evaluations based on specific criteria such as work results, professional skills, and professional ethics should be implemented, limiting subjective assessments. Those who do not meet the standards should receive additional training or be transferred to other positions, rather than being abruptly dismissed, ensuring a humane approach.
A crucial issue is the need for drastic improvements to the working environment, reducing unnecessary pressure, and linking this with the acceleration of digital transformation and the application of science and technology in the workplace. Strengthening leadership training and creating opportunities for advancement are essential to building a fair environment that encourages creativity, rather than a system of egalitarianism or seniority.
Simultaneously, we must strengthen the fight against corruption, waste, and negative practices, and actively protect talented, dynamic, and creative officials for the common good. Furthermore, attention should be paid to the planning of leadership personnel and the training of professional civil servants. This will overcome the problem of appointing individuals who are only skilled in their field but lack management and leadership abilities, or vice versa, stifling leadership and management talents and forcing them into purely civil servant roles.
Addressing the issue of "talented people leaving while incompetent people cling on" requires decisive action from the Party, the State, agencies, units, and the entire society. If implemented synchronously, these solutions will help streamline and improve the efficiency of the administrative apparatus, retain talent, and eliminate negative elements.
