When mass mobilization becomes a part of life

In Bac Ai commune, over 88% of the population are ethnic minorities. Previously, the people mainly cultivated upland rice, engaging in small-scale production, resulting in low economic efficiency. Following the motto "respect the people, be close to the people, understand the people, learn from the people, and be responsible to the people," the local Party committee, government, Fatherland Front, and other organizations have persistently worked at the grassroots level, propagating and mobilizing people to change their crop structure and apply scientific and technological advancements to production.
With the consensus of the people, the Phuoc Chinh large-scale model rice field has gradually formed and developed with an area of over 100 hectares and an average yield of 7-8 tons/ha. In addition, through support policies from the National Target Program for the period 2020-2025, the locality has promoted the participation of people in effective production models and value chain linkages. Notable examples include the GlobalGAP-certified cantaloupe farming model of the Nam Mien Trung High-Tech Cooperative and the high-tech clean rice production linkage model of the Phuoc Chinh Cooperative, which achieved OCOP 3-star rating. Annually, the locality converts more than 100 hectares of low-yield agricultural land to high-value, water-efficient crops; and simultaneously develops medicinal plants in the hilly areas. As a result, the lives of the people, especially ethnic minorities, have gradually improved. The poverty rate is projected to decrease from 34% in 2020 to 15.05% in 2025.

Mr. Le Thanh Dong, Permanent Deputy Secretary of the Party Committee of Bac Ai commune, said: “Practical experience shows that to achieve sustainable socio-economic development, especially in ethnic minority areas, it is necessary to do a good job of mass mobilization, create consensus, and promote the leading role of the people. In the coming time, the commune will continue to innovate mass mobilization work in the direction of being close to the people, strengthening dialogue, promoting the role of influential people in the community; linking mass mobilization work with economic development and sustainable poverty reduction.”

While in Bac Ai district, mass mobilization work contributed to changing people's perceptions and production practices, in Nam Nha Trang ward, this work clearly demonstrated its crucial role in creating consensus for the implementation of key projects. In recent years, many large projects implemented in the area have directly impacted the rights of thousands of households. Recognizing that mass mobilization work must be one step ahead, the Party Committee of Nam Nha Trang ward directed the strict implementation of the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit." At the same time, it strengthened dialogue and promptly resolved legitimate requests from the people. From 2021 to the present, the locality has disseminated information and mobilized 2,209 households affected by projects; organized many public meetings and thematic dialogues to create consensus in awareness and action. Thanks to persistent efforts, many difficulties and obstacles in the project implementation process have been overcome, and the people's trust in the Party committee and government has been further strengthened. To date, the ward has cleared more than 953,436 m² of land, with a total compensation and support cost of approximately 912 billion VND, contributing to accelerating the progress of key projects.
Innovation to improve the effectiveness of mass mobilization work.
Over the five years since the implementation of Decision No. 23, the awareness of Party committees, Party organizations, government agencies, the Fatherland Front, and political and social organizations in the province regarding the position and role of mass mobilization work has continued to improve. Party committees and government agencies have concretized the Party's guidelines and the State's policies and laws to suit practical realities; improved the quality of citizen reception and complaint resolution; promoted administrative reform, digital transformation, and enhanced public service ethics.

Coordination between the government, the Fatherland Front, political and social organizations, and the armed forces has become increasingly close, contributing to unity in implementation. The "Effective Mass Mobilization" emulation movement has been widely implemented in all fields, linked to the political tasks of each locality, agency, and unit. To date, the entire province has registered 4,377 "Effective Mass Mobilization" models, many of which have proven effective and spread throughout the community, such as: security cameras; "Bright - Green - Clean - Beautiful - Civilized - Safe" roads; "Volunteer Saturday"; "Green Sunday"; connecting the government with the people via Zalo... Through these, the province has contributed to the successful implementation of socio-economic development tasks, building new rural areas and civilized urban areas, maintaining national defense and security, and consolidating the great national unity.
Recently, at the conference summarizing Decision No. 23, Comrade Nguyen Khac Ha - Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of the province - emphasized: Mass mobilization work must contribute to promoting socio-economic development, ensuring political security, social order and safety, and building a clean and strong Party and government. Party committees, governments, the Fatherland Front, and political and social organizations at all levels need to continue to effectively implement resolutions and directives on mass mobilization work; improve the quality of cadres working in mass mobilization. At the same time, strengthen propaganda and create consensus among the people in implementing key projects, contributing to promoting local socio-economic development.
Mr. Nguyen Trung Dung, Vice Chairman of the Vietnam Fatherland Front Committee of the province, stated: “In the coming time, the Fatherland Front at all levels will continue to innovate the content and methods of its activities in a practical direction, focusing strongly on the grassroots; improving the quality of propaganda and mobilization, and caring for the legitimate rights and interests of the people. At the same time, we will promote the implementation of the grassroots democracy regulations and the “Skilled Mass Mobilization” emulation movement; and promote the role of influential people and religious dignitaries to consolidate the great national unity.”
