
The Hoa Binh - Moc Chau expressway project, the section passing through Son La province, is 32.3 km long; the starting point is at km 53 in Van Ho commune and the end point is at km 85+300 intersecting with National Highway 43 in Van Son ward; the total investment is 4,937 billion VND, to be implemented from 2023 to 2028.
Immediately after the groundbreaking ceremony, all levels, sectors, and localities of the province focused on implementing land clearance. Van Ho commune was assigned as the investor for Component Project 1, which involves compensation, support, and resettlement for land clearance in Van Ho and To Mua communes, with a total area of 318.65 hectares to be acquired, affecting 760 households, including 4 resettlement sites, 2 rest stops, and 31.5 km of road.
Mr. Nguyen Hong Thanh, Chairman of the People's Committee of Van Ho Commune, said: Determined to complete the project ahead of schedule, the commune has directed specialized departments to appraise and approve compensation plans and organize compensation payments for 100% of households within the project area. By December 31st, the commune had basically completed land clearance for 4 resettlement sites, 2 rest stops, and 24.9 km of road for the construction unit. Currently, the construction units are accelerating the construction progress on the handed-over land area, and in January, they will complete the items and hand over the resettlement land plots to the people.

In Na Cha village, To Mua commune, where the expressway passes through, the people are excitedly welcoming the new year with many expectations. Mr. Vi Van Khoan, Party Secretary and Head of the village, happily said: "The people are very happy and unanimously agree to hand over the land for the project's construction so that the road can be completed soon, opening up opportunities for trade, attracting tourists to visit and explore attractive destinations in the village, especially the Fairy Waterfall, contributing to increasing the income of the people."

On the construction sites of Component Project 3, the contractors responsible for construction packages 26, 27, and 28 are focusing on construction with the spirit of "Determination, teamwork - overcoming the sun and fog - 3 shifts, 4 teams". Mr. Nguyen Hop Cuong, Director of the Son La Provincial Investment and Construction Project Management Board for Transportation Works, said: The unit has launched a campaign to accelerate progress along the entire route, striving to complete the project before December 31, 2027. As of December 31, land clearance has reached 26.4 km/32.3 km. The cumulative disbursement value of the project has reached over 1,469 billion VND, achieving 48% of the allocated capital plan.
Moc Chau National Tourist Area, dubbed the "paradise of Northwest Vietnam," boasts numerous advantages in terms of climate, majestic landscapes, and the unique culture of its ethnic communities, attracting many tourists. However, the biggest bottleneck is its transportation infrastructure, with only National Highway 6 passing through the area. Once the Hoa Binh - Moc Chau expressway is operational, travel time will be shortened from 4 hours to 2 hours, allowing Moc Chau to receive a large influx of tourists from Hanoi and the Northern Delta region.

Mr. Nguyen Quoc Tuyen, Vice Chairman of the People's Committee of Moc Son Ward, expressed his hope that the Hoa Binh - Moc Chau expressway, once completed, will create opportunities for a breakthrough in tourism development. Moc Son Ward possesses many attractive tourist destinations, and the local government is proactively reviewing land resources and planning for service areas, homestays, and community cultural spaces to capitalize on this opportunity.
Along with tourism, Son La also boasts a vast fruit-growing area of over 85,000 hectares, with an annual production of approximately 510,000 tons. Many of these are high-quality specialty agricultural products and fruits that meet supermarket and export standards, such as mangoes, longan, plums, and strawberries. The completion of the Hoa Binh - Moc Chau expressway will significantly reduce logistics costs, helping agricultural products from Son La and the Northwest region reach major consumption and export centers more quickly, increasing farmers' income and promoting sustainable rural economic development.

Mr. Pham Van Quyet, Director of Quyet Thanh Cooperative in Thao Nguyen Ward, informed: The cooperative currently has 30 hectares of fruit trees cultivated according to VietGAP standards. Currently, transporting agricultural products from Moc Chau to Hanoi or other northern provinces takes 4 to 5 hours, and many shipments of fresh produce require refrigeration, significantly increasing costs. Once the expressway is operational, transportation time will be halved, reducing costs by 20-30%, while maintaining the freshness of the products. This opens up significant opportunities for the cooperative to expand its market and connect with purchasing businesses and supermarket chains.
At the project progress report meeting of the Steering Committee for the construction of the Hoa Binh - Moc Chau expressway section within Son La province, held at the end of December 2025, Mr. Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Steering Committee, emphasized: This project is of strategic significance in expanding development space, strengthening regional linkages, and enhancing the province's competitiveness. The Son La Provincial People's Committee has identified the implementation of the project as a key political task, requiring high concentration and decisive action; absolutely no delays are allowed. In addition, the province is reviewing and allocating local capital, reporting to the Ministry of Finance and the Prime Minister for consideration of funding support to expand the Hoa Binh - Moc Chau section from 2 lanes to 4 lanes; and continuing the implementation of the expressway project from Moc Chau to Son La to ensure a smooth expressway connection throughout the province.

As spring arrives, the construction activity on the Hoa Binh - Moc Chau expressway remains vibrant and bustling, demonstrating the highest level of determination. This is vivid evidence of the resolve of the Party Committee, government, and people of Son La province in overcoming difficulties and completing the project on schedule, opening up new connectivity for the Northwest region.
