The announcement stated that during the 2021-2025 period, science, technology, innovation, digital transformation, administrative reform, and Project 06 (Science and Technology, Innovation, Digital Transformation, Administrative Reform, and Project 06) achieved many outstanding results. However, alongside these achievements, limitations still exist, such as: the implementation progress of Project 06, Resolution No. 57-NQ/TW, and Resolution No. 71/NQ-CP is still slow and overdue in many tasks; institutional and technical standards have not kept pace; digital infrastructure and databases do not meet requirements; administrative reform and digital public services are still limited; cybersecurity and human resources are still weak…

To address the aforementioned shortcomings and limitations , the Prime Minister has outlined the following key tasks and specific solutions:

The Prime Minister has instructed Deputy Prime Minister Pham Thi Thanh Tra to directly supervise the Ministry of Interior to urgently issue a document within its authority requiring ministries, sectors, and localities to ensure strict implementation of the evaluation according to Regulation No. 366-QĐ/TW, especially for key political tasks such as disbursement of public investment capital, digital transformation, science, and technology. If these tasks are not completed, they will not be classified as "well-completed" or "excellent". The evaluation must be substantive, linked to results and the responsibility of the head of the organization, and completed before January 15, 2026.

Heads of ministries, departments, and localities should continue to focus on decisively directing and prioritizing the timely and adequate allocation of resources to complete the tasks assigned by the Central Steering Committee and the Government Steering Committee, ensuring progress and quality.

The Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Interior, and other ministries and agencies will continue to effectively promote the role of the Working Groups assisting the Government's Steering Committee in establishing working groups to supervise, guide, and summarize difficulties and obstacles arising during the implementation process, promptly reporting to the Government and the Prime Minister any issues that arise and are beyond their authority for definitive resolution.

Regarding the improvement of institutions, mechanisms, and policies, ministries and agencies should urgently develop and finalize detailed regulations and guidelines for the implementation of laws passed by the National Assembly at its 9th and 10th sessions of the 15th National Assembly, to be completed in the first quarter of 2026.

The Ministry of Science and Technology is focusing on developing and submitting to the Government, for submission to the National Assembly for promulgation, the following: the Law amending and supplementing a number of articles of the Law on Measurement; the Law on Postal Services (amended) according to the schedule stipulated in Decision No. 2352/QD-TTg of the Prime Minister; and urgently submitting to the Prime Minister the 2026 Action Plan of the Government Steering Committee, to be completed before January 15, 2026.

The Ministry of Public Security will develop and submit to the Government a Decree regulating the organization and operation of the National Data Center, to be completed in the first quarter of 2026; and will research and advise the Government on the issuance of a Decree on breakthrough mechanisms for the operation of the Data Innovation and Exploitation Center with preferential mechanisms for startup businesses, to be completed in the first quarter of 2026.

Simultaneously, urgently take the lead in coordinating with relevant ministries and agencies to advise on the issuance of a Government-mandated Resolution on the development of digital citizens, to be completed in the first quarter of 2026; coordinate with the Government Office and relevant ministries and agencies to develop a Program for implementing Project 06 for the period 2026-2030, and submit it to the Prime Minister for promulgation in January 2026.

The Ministry of Interior is developing a key action plan for state administrative reform for the period 2026-2030, to be submitted to the Prime Minister in January 2026.

Regarding the development of science and technology and innovation, the Ministry of Science and Technology has assigned tasks to enterprises, science and technology organizations, universities, and research institutes to develop strategic technology products that are prioritized for immediate implementation and report to the Prime Minister in January 2026.

Draft the Prime Minister's Decision approving the Master Plan for the Development of Nuclear Power Infrastructure, to be submitted to the Prime Minister in September 2026; urgently issue guidelines for valuing intellectual property assets generated from state-funded science and technology projects to facilitate the transfer and commercialization of research results, to be completed in the first quarter of 2026.

Simultaneously, draft the Prime Minister's Decision approving the Project on Reorganizing the Model of the Vietnam Atomic Energy Institute into the National Atomic Energy Institute and the Project on Strengthening the Capacity of the Department of Radiation and Nuclear Safety, as directed by the General Secretary, and submit them to the Prime Minister in December 2025.

The People's Committees of Da Nang and Hue cities will preside over and coordinate with the Ministry of Science and Technology and other relevant ministries and agencies to develop and issue, within their authority, a pilot project for the Digital Twin model in their respective areas, to be completed in the first quarter of 2026.

Regarding national digital transformation and the implementation of Project 06, the Ministry of Foreign Affairs will take the lead, coordinating with the Ministry of Public Security and the Ministry of Science and Technology to contact and invite international experts on digital citizenship from Estonia to Vietnam to share experiences and inspire ministries, sectors, and localities in implementing digital citizenship and national digital transformation; the Ministry of Public Security will take the lead, coordinating with the Ministry of Science and Technology to welcome and organize a practical and effective working program, focusing on exchanging experiences, models, and best practices; to be completed in the first quarter of 2026.

The Ministry of Public Security will invest in, build, and put into operation the Administrative Procedure Coordination System as a component of the National Public Service Portal, to be completed before March 1, 2026; urgently deploy the VNeID application to become the national digital platform, a central hub connecting citizens with the State, citizens with businesses, and citizens with other citizens, to be completed in 2026; and develop the function of payment and support for citizens on the electronic identification platform, ensuring the service of social security policies, to be completed in 2026.

The Prime Minister requested that ministries, sectors, and localities urgently coordinate with the Ministry of Public Security to register for the use of centralized infrastructure at the National Data Center, to be completed by January 2026; the Ministry of Public Security is responsible for proposing plans for the construction of new National Data Centers according to the roadmap.

Ministries, sectors, and localities should urgently focus on key areas of development, closely adhering to the national data architecture framework outlined in Decision No. 2439/QD-TTg of the Prime Minister, and complete it in the first quarter of 2026.

Ministries and agencies in charge of national and specialized databases should urgently complete and put into immediate use the databases assigned in Government Resolutions No. 71/NQ-CP and No. 214/NQ-CP, especially the 12 key databases in the Central Steering Committee's Plan No. 02-KH/BCĐTW.

Ministries and agencies will continue to review administrative procedures under their state management that have document components that can be replaced by data, and proactively implement the replacement within their authority; in cases exceeding their authority, they will promptly report to the competent authority for consideration and decision as a regular task; review paper document components, research and propose the construction and supplementation of corresponding databases or develop and improve information fields on existing databases to meet the requirements of state management and the goal of replacing paper documents, seek opinions from the Ministry of Public Security and the Ministry of Science and Technology, and report to the competent authority for consideration and decision, to be completed in the first quarter of 2026.

Ministries and sectors shall conduct a comprehensive review of databases to develop an implementation roadmap, clearly classifying databases serving specialized professional tasks, databases serving administrative procedures, and databases serving aggregation and statistics; identifying master data, original data, reference data, and building data dictionaries by industry and field; seeking input from the Ministry of Public Security and the Ministry of Science and Technology to ensure synchronization, uniformity, and avoid duplication and waste; and completing this by the first quarter of 2026.

The agencies managing the databases that already have data that meets the requirements for practical exploitation and use are responsible for promptly and fully updating information and publishing the scope of information in the database that can be exploited and used to replace paper documents in administrative procedures, completing this by December 2025; and continuing to publish the scope of information that can be exploited and used based on the availability of data.

Regarding online public services and the reduction and simplification of administrative procedures, the Ministry of Interior, in coordination with the Ministry of Justice, the Ministry of Public Security, the Government Office, the Ministry of Science and Technology, and other relevant ministries and agencies, will monthly provide data on the results of reducing and simplifying administrative procedures of ministries, agencies, and localities to media outlets (Vietnam Television, Vietnam News Agency, Voice of Vietnam, Government Electronic Information Portal, etc.) for publication and public disclosure through various media channels, as a regular task.

The Ministry of Justice, in coordination with other ministries, sectors, and localities, will compile and review all administrative procedures under their management at all three levels of government; standardize electronic document components, standardize internal processes (electronic processes, eForms), establish a link between procedures - results - data, and document components that can be exploited and reused from national databases and specialized databases to replace paper documents when these databases become operational and complete, and report to the competent authority by December 2025.

Regarding cybersecurity, the Ministry of National Defence and the Ministry of Public Security are leading the revision of regulations and guidelines on protecting data security, state secrets, and personal data. They are also strengthening regular or unscheduled inspections and monitoring of infrastructure and applications as prescribed.

Regarding human resource development, ministries, sectors, and localities are stepping up the implementation of training and capacity building for digital transformation among officials, civil servants, and citizens, ensuring the ability to operate, exploit, and effectively utilize digital platforms. Online training on the "Digital Literacy Platform" will continue to be promoted as a regular task.
