
To put the Resolution into practice, many new models have emerged, many new approaches have proven effective, and many new, highly feasible applications have been well received by the community. All of this is aimed at the goal of ensuring that no one is left behind in the era of innovation and digital transformation.

As a state management agency, the Ministry of Science and Technology has the responsibility to "pave the way" with a consistent spirit of shifting strongly from a management mindset to a constructive mindset, from "input management" to "output evaluation," and from a scattered approach to a focus on strategic technologies.
Implementing the Party and State's policy on building a professional, modern, open, and transparent administrative system that prioritizes citizens and businesses, the Ministry of Science and Technology officially launched its centralized One-Stop Service Center on December 19th. This center not only receives and delivers results for administrative procedures but also serves as a unified hub, contributing to standardizing processes, shortening processing times, and enhancing accountability among the Ministry's units.
The strong application of digital technology throughout the entire process of receiving, processing, and tracking applications is a key differentiating factor of the One-Stop Service Center. The Ministry's administrative procedure information system is connected to the National Public Service Portal and specialized databases. Business processes are standardized and transparent; each application is assigned an identification code, clearly defining the processing time and responsibilities of each stage, enabling organizations and individuals to proactively track the status and monitor the progress of the application.
A key highlight of the model is its ability to track, monitor, and measure accountability in handling administrative procedures. Through the file code, citizens and businesses can look up the processing status, know exactly which stage their application is at, and the deadline for resolution. This enhances transparency, reduces the need for repeated inquiries to multiple points of contact, and increases enforcement discipline among agencies handling administrative procedures.
In the context of the national digital transformation, the Central Committee of the Vietnam Women's Union is steadfast in choosing the path of modernizing its operational methods, using technology as a bridge, and placing its members and women at the center of its service. From this aspiration, the "Vietnamese Women" application was created, not only as a digital platform but also as a reliable companion, helping Vietnamese women easily access information, knowledge, and skills, anywhere, anytime.
In the pilot phase, the application focuses on the most relevant and practical features for the lives of its members and women, such as timely updates from the Women's Union, useful skills and knowledge topics, etc. The application also opens up a rich digital library associated with the spirit of "Digital Literacy for the People". The question-and-answer, consultation, and chat features create a connected space – where women support each other, share experiences, and grow together.
Alongside these features, the "Vietnamese Women" application is gradually building a unified and modern member information management system, contributing to data standardization and forming the foundation for the Association's future digital ecosystem, closely connecting from the central level to the grassroots. Currently, the application is available on CH Play (Android) and App Store (iPhone/iPad).
Innovation – the key to local transformation in the digital age.

Can Tho City continues to affirm its determination to promote the development of science and technology, innovation, and digital transformation associated with the business community, considering businesses as the center of the innovation ecosystem; creating conditions for businesses to proactively invest in research, application of new technologies, digital transformation, and improve productivity, quality, and competitiveness.
Within the framework of the Can Tho City Science, Technology, Innovation and Digital Transformation Week 2025 (CASTID 2025), eight strategic cooperation memoranda of understanding were signed, opening up many opportunities for cooperation in research, transfer, application and commercialization of technology, contributing to promoting close links between the state - scientists - businesses. In addition, the program recorded over 500 business connections, creating an important foundation for the formation of specific cooperation projects, gradually bringing the results of scientific and technological research into practical production and business.
The results of CASTID 2025 serve as an important foundation for Can Tho city to continue improving mechanisms and policies; promoting linkages between the "state - scientists - businesses"; developing a startup and innovation ecosystem; and accelerating digital transformation in various fields, aiming to build Can Tho into a center of science, technology, innovation, and digital transformation in the Mekong Delta region.
Implementing Resolution No. 57-NQ/TW, the People's Committee of Tay Ninh province has issued a policy to support businesses and organizations participating in and promoting science, technology, and innovation activities in the province until 2030. The policy applies to businesses and organizations headquartered in Tay Ninh province that are involved in technology application, technology transfer, technological innovation, innovation, commercialization of research results, and the acquisition and mastery of technology.
Accordingly, Tay Ninh supports businesses in receiving the transfer of the right to use or own technology; research results, digital transformation solutions; purchasing information on technology, design documents, technological processes, technical standards, and supporting software, with a maximum support of 30% of the total implementation cost, not exceeding 1 billion VND per activity. In cases where the technology falls under the categories of high technology, priority development technology, environmentally friendly technology, semiconductor technology, strategic technology, or includes training and mastery of the technology, the maximum support is 30% of the total cost, not exceeding 2 billion VND per activity.
The province supports businesses investing in equipment, machinery, and production lines to serve the application of technology, technology transfer, technological innovation, and creative innovation, with a maximum support of 30% of the total investment, not exceeding 2 billion VND per activity. In cases where the investment in equipment, machinery, and production lines involves high-tech content, automation, digital integration, environmental friendliness, or serves the development of core technologies, semiconductor technologies, advanced technologies on the priority development list, or strategic technologies, the maximum support is 30% of the total investment, not exceeding 3 billion VND per activity.
Tay Ninh also supports businesses in renting or purchasing testing, measuring, and quality control equipment during the upgrading and improvement of technological processes, the introduction of new technologies into production, and trial production; repairing, purchasing, and renting assets directly serving projects involving technological innovation, creation, exploitation, and development of intellectual property rights. It supports the purchase of raw materials, fuels, materials, and energy directly serving trial production to adjust and improve technological processes and production lines; provides one-time support to a business for the cost of conducting trials for key national export products by internationally accredited testing organizations; and supports training and development domestically and internationally on technology transfer, technology acquisition, operation, and mastery, productivity, quality, and intellectual property. Technology management, technology governance, and updating new technologies… with support ranging from 10 to 400 million VND depending on the scope of activities.
