According to its action plan and vision for 2030, Da Nang aims to build a modern city with a rich identity, where people are comprehensively developed, humane, and enjoy a high quality of life, gradually participating deeply in the value chain of cultural products and services both domestically and internationally.
One of the key tasks is to narrow the cultural access gap between regions. The city focuses on strengthening the system of grassroots cultural institutions, ensuring that 100% of communes, wards, and special zones have the conditions to meet the needs of people for cultural creation and enjoyment; striving for most institutions to operate effectively and be closely linked to community life. Alongside this, traditional cultural values, especially the heritage of ethnic minorities, are preserved and promoted in conjunction with tourism development, creating sustainable livelihoods and spreading cultural identity from the grassroots level.
Mr. Huynh Hung, former Director of the Department of Culture and Sports of Da Nang city, said that the perspective on cultural development in the recent adjustment of Da Nang city's planning has many similarities with Resolution No. 80-NQ/TW of the Politburo , which is a welcome development. In particular, it is necessary to seriously implement the policy on establishing grassroots cultural institutions for communes and wards, especially in rural and mountainous areas that are lacking in such institutions.
Heritage preservation continues to be a top priority, with the goal of accelerating the restoration and preservation of already classified historical sites; protecting and effectively promoting intangible cultural heritage on the national list. At the same time, the city aims to build dossiers to have more heritage sites recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO), thereby enhancing the value and reach of Da Nang's culture.
Alongside conservation, Da Nang is promoting the development of cultural industries, entertainment industries, and the creative economy as new drivers of growth.
The city focuses on identifying, prioritizing investment, and attracting resources for potential and advantageous sectors such as cultural tourism, performing arts, film, software and entertainment games, advertising, and handicrafts. The goal is to maintain a growth rate of approximately 10% per year for cultural industries, while simultaneously developing 2 to 3 national brands in these strong areas.
Along with that, the city is gradually improving mechanisms and policies to support artists and writers, encouraging creativity, and developing valuable cultural products, contributing to a clearer definition of cultural industries in the area.
Mr. Bui Van Tieng, Chairman of the City's Historical Science Association, stated that Resolution No. 80-NQ/TW of the Politburo emphasizes the formation and development of various cultural industries. Da Nang has strengths in several areas such as tourism, film, handicrafts, and performing arts, so it needs a strategic approach to exploit these areas as cultural industries to develop them to their full potential. In particular, Da Nang needs to pay stronger attention to human resources, especially high-quality human resources in the cultural sector.

Synchronizing multiple solutions
To ensure the effective implementation of its objectives, the Standing Committee of the City Party Committee's action plan allocates commensurate resources to cultural development, with a minimum expenditure of 2% of the total annual budget (excluding key cultural projects) and a gradual increase based on practical needs. Simultaneously, state management of culture is strengthened, especially in the management of festivals and events, aiming to build a healthy and civilized cultural environment.
The action plan also identifies the maintenance and implementation of the City's "5 No's," "3 Yes's," and "4 Safeties" program, ensuring it aligns with the city's practical situation; building a civilized and cultured urban lifestyle into a "Da Nang Impression," a sustainable and prominent brand both domestically and internationally.
Besides effectively implementing the Project for the Development of Cultural Industries in the city until 2030, in the coming time, relevant agencies will develop and issue many projects to create breakthroughs for the development and preservation of culture.
These include: the overall plan for digital transformation in the cultural sector for the period 2026-2030; the plan "Developing policies to support the preservation and promotion of traditional cultural values of ethnic minorities for the period 2026-2030"; the plan "Developing a system of grassroots cultural and sports institutions in the city by 2030"; the plan "Improving the quality of artists and performers for the period 2026-2035"; and the plan "Developing Da Nang into a city of 'Heritage - Creativity - Rich Identity'".
With the goal of having more sites recognized by UNESCO as World Cultural Heritage sites, the Marble Mountains are considered the most feasible site for the city to prepare a dossier for UNESCO recognition as a World Cultural Heritage site in the future. This involves building a flexible financial mechanism, innovating management mechanisms, and implementing cultural projects through public-private partnerships (PPP).
Furthermore, the City People's Committee will take the main responsibility of encouraging and facilitating the mobilization of social resources, supporting investment, and sponsoring cultural activities. It will also research and establish a City Cultural Heritage Preservation Fund; study the economic value and develop destination branding for heritage sites; and exploit and promote the value of heritage into products serving socio-economic development and sustainable environmental protection.
