According to Deputy Minister of Education and Training Hoang Minh Son, some new points of the Ministry of Education and Training in the 2025 enrollment work such as: No early admission, conversion of scores between admission methods... caused some initial difficulties for higher education institutions, but by August 23, most schools had completed determining admission scores.
Although there is no overall data analysis yet, it can be seen that the downward trend and clear differentiation in admission scores of schools and majors in 2025 are consistent with the score distribution and differentiation in high school graduation exam scores.
In general, the admission score has decreased slightly compared to 2024, but some top schools have maintained a high general level, and some majors and training programs have even increased their admission scores.
Fortunately, the benchmark scores for Pedagogy and some key engineering and strategic technology majors such as Computer Science , Artificial Intelligence (AI), Electronics and Telecommunications, Microchip Design, Control and Automation, etc. have increased significantly. Many other STEM majors are also very attractive with benchmark scores increasing slightly or remaining stable.
In addition, the health sector is expected to see a significant decline. This is predictable because the high school graduation exam scores in both Math and Biology have dropped sharply compared to 2024.
There are also individual cases where the benchmark score is up to 30, mainly related to foreign language teaching majors with low quotas, where schools apply the form of converting foreign language certificates and adding bonus points unreasonably.

Absolutely impossible
The Deputy Minister analyzed and compared the statistical table of admission scores in 2025 and previous years, showing that the unreasonable problem of difference in admission scores between different admission methods and combinations has been basically resolved.
In 2024, two majors of the same school have the same standard score according to high school graduation exam scores, but the standard score according to the results of the competency assessment and thinking assessment tests are different, and there are even the opposite cases: the standard score according to the high school graduation exam results is higher, but according to the results of the competency assessment and thinking assessment tests, it is lower.
"This year, that won't happen. The benchmark scores based on the high school graduation exam results are higher, so the benchmark scores based on the ability and thinking assessment tests are also higher," the Deputy Minister emphasized.
Similarly, the inconsistencies in the correlation between the benchmark scores based on the high school graduation exam results and the benchmark scores based on the high school transcript scores have also been basically resolved. That increases fairness for candidates when applying for admission to the same major and school.
Along with that, the admission process in the same batch, on the same system (no more early admission) has created transparency and healthy competition, leading to stronger differentiation between schools and majors and increasing the admission standards in highly competitive schools and majors.
However, the equivalent conversion of admission scores between admission methods and combinations cannot ensure absolute fairness. “The key is whether choosing different admission methods for the same major or training program ensures equivalent assessment of candidates’ abilities” – the Deputy Minister raised the issue.
Correctly understanding the equivalent conversion of admission scores between admission methods and combinations means that when determining the admission score of the same major according to method A, for example: considering the high school graduation exam score as 24/30, the admission score according to method B - considering the score of the competency assessment test as 70/100 must ensure the equivalent assessment of the candidate's competency (studying in that major at university).
The Ministry of Education and Training has established a team of experts to advise on the selection of the most suitable method, on that basis provide detailed instructions to schools, and at the same time build software tools to support schools.
Converting equivalent admission scores is not an option, but a mandatory requirement to ensure fairness and transparency for a sector that uses many admission methods and combinations.
The Deputy Minister said that the Ministry of Education and Training and most higher education institutions agree that whatever needs to be done to ensure basic principles and requirements in education and bring benefits to candidates must be done.
As with the improvements in exams and admissions in recent years, the Ministry of Education and Training and universities have taken the difficult and complicated parts to their own side to create the most favorable conditions for candidates.
The Deputy Minister acknowledged that with the advancement of digital technology and the qualifications and capabilities of engineers and IT experts from universities, technical problems can be completely solved and candidates can rest assured.
In case schools find the equivalence conversion complicated or inappropriate (as some experts have commented), then there should be only one admission method and one admission combination for one training major.
In fact, technical people see the complexity of the problem not in the conversion of equivalent admission scores, but in the fact that the number of admission methods, admission combinations, and the number of candidates' wishes this year have increased sharply (including college admission wishes) and the requirements for converting English certificate scores and adding bonus points according to the specific requirements of each school and each industry.
To continue improving admission work in the future, the Deputy Minister said that higher education institutions need to make a comprehensive assessment of the reliability, suitability and effectiveness of admission methods and combinations, the way of converting certificates and adding bonus points; thereby simplifying and minimizing methods and combinations, creating maximum transparency, convenience and fairness for candidates.
