The process of determining admission scores has been completed.

According to Deputy Minister of Education and Training Hoang Minh Son, some new points of the Ministry of Education and Training in the 2025 admissions process, such as: not conducting early admissions, implementing the conversion of scores between different admission methods… caused some initial difficulties for higher education institutions, but by August 23rd, most schools had completed determining the admission scores.

Although a comprehensive data analysis is not yet available, it can be observed that the downward trend and clear differentiation in admission scores for universities and majors in 2025 are consistent with the score distribution and differentiation in the high school graduation exam scores.

Overall, the average admission scores have decreased slightly compared to 2024, but some top universities have largely maintained high scores, and some majors and training programs have even seen an increase in their admission scores.

Encouragingly, the admission scores for teacher training programs and some key engineering and strategic technology fields such as computer science , artificial intelligence (AI), electronics and telecommunications, integrated circuit design, control and automation, etc., have increased significantly. Many other STEM fields also remain attractive with slightly higher or stable admission scores.

In addition, fields within the health sector are trending significantly downward. This was predictable due to the sharp decline in high school graduation exam scores in both Mathematics and Biology compared to 2024.

There are also exceptional cases where the cutoff score reaches 30, mainly related to foreign language teacher training programs with low enrollment quotas, where schools apply unreasonable methods of converting foreign language certificates and adding bonus points.

It's impossible to be absolute.

The Deputy Minister analyzed and compared the admission score statistics for 2025 with those of previous years, showing that the inconsistency in admission scores between different admission methods and combinations has been fundamentally resolved.

In 2024, two majors at the same university had the same cutoff score based on the high school graduation exam, but different cutoff scores based on aptitude and thinking skills assessment tests. In some cases, the opposite was true: the cutoff score based on the high school graduation exam was higher, but the cutoff score based on the aptitude and thinking skills assessment tests was lower.

"This year, that won't happen. If the cutoff score based on the high school graduation exam results is higher, then the cutoff score for the aptitude and thinking skills assessment test will also be higher," the Deputy Minister emphasized.

Similarly, the inconsistencies in the correlation between the cutoff scores based on high school graduation exam results and the cutoff scores based on high school academic transcripts have been largely resolved. This increases fairness for candidates applying to the same major and university.

Furthermore, the simultaneous admissions process on the same system (no longer early admissions) has created transparency and healthy competition, leading to greater differentiation between schools and majors, and increasing the admission cutoff scores in highly competitive majors and schools.

However, converting admission scores between different methods and combinations of subjects cannot guarantee absolute fairness. "The key is whether choosing multiple admission methods for the same major or training program ensures equivalent assessment of the candidates' abilities," the Deputy Minister stated.

Understanding the correct conversion of equivalent admission scores between different admission methods and combinations means that, when determining the admission score for the same major using method A (for example, based on high school graduation exam scores of 24/30), the admission score using method B (based on aptitude test scores of 70/100) must ensure equivalence in the assessment of the candidate's aptitude (for studying that university major).

The Ministry of Education and Training has established a team of experts to advise on the selection of the most appropriate methods, and based on that, to provide detailed guidance to schools, while also developing software tools to support schools.

The conversion of admission scores to equivalent levels is not an option, but a mandatory requirement to ensure fairness and transparency for a field that uses multiple admission methods and combinations.

The Deputy Minister stated that the Ministry of Education and Training and most higher education institutions agree that whatever needs to be done to ensure the basic principles and requirements of education, and to benefit candidates, must be done.

Similar to recent improvements in examinations and admissions, the Ministry of Education and Training and universities have taken on the more difficult and complex aspects themselves to make things as convenient as possible for candidates.

The Deputy Minister acknowledged that, with advancements in digital technology and the expertise and capabilities of engineers and IT specialists from universities, technical issues can be completely resolved, and candidates can rest assured.

In cases where universities find the equivalence conversion process complicated or inappropriate (as some experts have suggested), they should only specify one admission method and one combination of subjects for each training program.

In fact, those in the technical field see the complexity not in the equivalent conversion of admission scores, but in the significant increase in the number of admission methods, subject combinations, and the number of applications from candidates this year (including college applications), as well as the requirements for converting English language certificate scores and adding bonus points according to the specific requirements of each school and major.

To further improve the admissions process in the future, the Deputy Minister suggested that higher education institutions need to conduct a comprehensive assessment of the reliability, suitability, and effectiveness of admission methods and combinations, as well as the methods for converting certificates and awarding bonus points; thereby simplifying and minimizing methods and combinations, creating maximum transparency, convenience, and fairness for candidates.
