Creating new impetus for innovation

The province has had many mechanisms, policies and specific activities to promote the development of science and technology (S&T), innovation (ICT) and digital transformation (DCT) locally; especially efforts to invest in information technology infrastructure and applications serving DCT, deploying smart cities in the province.

Typically, at the end of 2022, the province approved the Dak Lak Province Digital Transformation Infrastructure Construction Project for the period 2021 - 2025 and orientation to 2030 with a total investment of 330 billion VND. The items are designed to ensure infrastructure services and security services in 8 smart urban areas: Urban planning management; Security, safety; Environmental resources; Tourism; Education; Health; Transportation; Agriculture. The project is expected to be completed in 2025.

Previously, the Dak Lak province data integration and sharing platform was also built and officially put into operation in early 2020. Currently, the provincial document interconnection axis is operating stably, ensuring the interconnection of sending and receiving electronic documents to 100% of agencies, units, and localities in the province and interconnection to 100% of ministries, departments, and central branches and provinces and cities across the country, connecting with many systems and databases of the Central Government.

The province has completed the construction of software to serve the creation and updating of databases; the personal electronic data warehouse of citizens is being completed, helping citizens proactively manage and store personal electronic data on the Online Public Service Portal; the province's administrative procedure settlement information system ensures effective service for the online transaction needs of people and businesses with state agencies.

Dak Lak has also invested heavily in research and development to promote innovation. The clearest evidence is that the province has ordered the Ministry of Science and Technology to support a number of tasks in researching, designing and building a three-level unified digital radio communication system to serve information and communication technology innovation in Dak Lak province and the Central Highlands region. Implementing the Project "Supporting the national innovation startup ecosystem to 2025", the province has established the Dak Lak Innovation Center to support local enterprises in improving their capacity to receive and apply technology, transfer technology, and improve competitiveness.

Paying attention to developing and attracting high-quality human resources to meet the requirements in the new situation, on December 7, 2023, the Dak Lak Provincial People's Council issued Resolution No. 34/2023/NQ-HDND stipulating preferential policies and criteria for identifying experts, scientists and people with special talents in fields that need to be attracted to work at specialized agencies and public service units under Buon Ma Thuot City. At the same time, continue to implement policies and regimes to attract and employ talented people to work at agencies of the Party, State and socio-political organizations in the area.

With active efforts, in the 2024 National Local Innovation Index (PII) rankings, Dak Lak province ranked 50th, up 2 places compared to 2023. Although not as expected, the above results show the province's determination to focus on solutions to build, promote effective implementation of policies and create a favorable environment for science, technology and innovation activities in the locality.

To create new momentum for socio-economic development, Dak Lak province continues to proactively implement tasks and solutions to develop science and technology, innovation and digital transformation. In Program No. 61-CTr/TU, dated February 25, 2025 of the Provincial Party Standing Committee implementing Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on "Breakthrough in the development of science and technology, innovation and digital transformation at the national level" in Dak Lak province, the province identified: the task of breakthrough in the development of science and technology, innovation and digital transformation is a decisive factor in the rapid and sustainable development of Dak Lak province to become a province with modern industrial development, reaching an average development level in the leading group of the country and provinces and centrally-run cities before 2050.

Accordingly, the province will develop a plan and allocate at least 3% of the total annual budget expenditure for the development of science and technology, innovation and national digital transformation, and gradually increase it according to development requirements and set a target that by 2030, the contribution of total factor productivity (TFP) to economic growth will strive to reach 42% or more, the digital economy will account for at least 30% of the province's GRDP, the rate of online public service use by people and businesses will reach over 80%, and non-cash transactions will reach 80%...
