Creating new impetus for innovation.

The promotion and development of science, technology, and innovation is a priority for all levels, sectors, and localities in Dak Lak province, with significant resources allocated to its implementation.

The province has implemented numerous mechanisms, policies, and specific activities to promote the development of science and technology (S&T), innovation, and digital transformation at the local level; particularly focusing on investing in information technology infrastructure and applications to support digital transformation and the deployment of smart cities within the province.

For example, at the end of 2022, the province approved the Dak Lak Provincial Digital Transformation Infrastructure Construction Project for the period 2021-2025 and with a vision to 2030, with a total investment of 330 billion VND. The project components are designed to ensure infrastructure services and secure services in eight smart city areas: Urban planning management; Security and safety; Natural resources and environment; Tourism; Education; Healthcare; Transportation; and Agriculture . The project is expected to be completed in 2025.

Previously, the integrated data sharing platform of Dak Lak province was also built and officially put into operation from the beginning of 2020. Currently, the provincial document exchange system operates stably, ensuring the exchange of electronic documents to 100% of agencies, units, and localities in the province, and to 100% of central ministries, departments, and agencies, as well as provinces and cities nationwide, connecting with many central systems and databases.

The province has completed the development of software for creating and updating databases; the electronic data warehouse for citizens' personal information is being finalized, enabling citizens to proactively manage and store their personal electronic data on the online public service portal; the province's administrative procedure information system ensures efficient service for the online transaction needs of citizens and businesses with state agencies.

Dak Lak has also invested heavily in research and development to promote innovation. The clearest evidence is that the province commissioned the Ministry of Science and Technology to support several research, design, and construction tasks for a unified three-tier digital radio communication system to serve information and communication technology innovation in Dak Lak province and the Central Highlands region. Implementing the "National Innovation Startup Ecosystem Support Project until 2025," the province established the Dak Lak Provincial Innovation Center to support local businesses in improving their capacity to adopt and apply technology, transfer technology, and enhance competitiveness.

In pursuit of developing and attracting high-quality human resources to meet the demands of the new situation, on December 7, 2023, the People's Council of Dak Lak province issued Resolution No. 34/2023/NQ-HĐND stipulating preferential policies and criteria for identifying experts, scientists, and exceptionally talented individuals in fields requiring recruitment to work in specialized agencies and public service units under Buon Ma Thuot City. Simultaneously, the province continues to implement policies and regulations to attract and utilize talented individuals to work in Party and State agencies and socio-political organizations in the area.

Thanks to its proactive efforts, Dak Lak province ranked 50th in the 2024 National Local Innovation Index (PII), an increase of two places compared to 2023. Although not yet meeting expectations, this result demonstrates the province's determination to focus on solutions to build and promote the effective implementation of policies and create a favorable environment for science and technology and innovation activities in the locality.

To create new momentum for socio-economic development, Dak Lak province continues to proactively implement tasks and solutions to develop science and technology, innovation, and digital transformation. In Program No. 61-CTr/TU, dated February 25, 2025, of the Provincial Party Committee's Standing Committee, implementing Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on "Breakthrough in the development of national science and technology, innovation, and digital transformation" in Dak Lak province, the province identifies that the breakthrough in the development of science and technology, innovation, and digital transformation is a decisive factor in the rapid and sustainable development of Dak Lak province, aiming to become a modern industrial province, reaching a medium level of development among the leading provinces and centrally-administered cities nationwide before 2050.

Accordingly, the province plans to allocate at least 3% of its total annual budget to the development of science and technology, innovation, and digital transformation, gradually increasing this amount according to development needs. The goal is that by 2030, the contribution of total factor productivity (TFP) to economic growth will reach 42% or more, the digital economy will account for at least 30% of the province's GRDP, the rate of online public service usage by citizens and businesses will exceed 80%, and cashless transactions will reach 80%.
