To date, 100% of medical examination and treatment facilities in the city have implemented professional management software and electronic documents; the rate of document exchange in the electronic environment has reached nearly 97%. Focus is being placed on perfecting the functions, tasks, and organizational structure of commune-level health stations according to the model of public service units; implementing the Family Doctor Clinic model; and the City General Hospital is implementing kidney transplantation.
The Department of Health is urgently developing a plan for open-heart surgery in children at the City Children's Hospital; advising on the development and issuance of a plan for implementing pre-hospital emergency care; directing units to advise on the development of a plan for specialized medical development, and is currently developing a plan to improve preventive medical capacity; ensuring a sufficient supply of medicines and preventing shortages due to subjective factors.

Associate Professor, Doctor Hoang Quoc Cuong, Director of the Department of Health, delivered a speech.
The Department of Health has developed a plan and implemented two rounds of free health check-ups and screenings for social welfare beneficiaries, the elderly, and women in 14 communes and wards in the city. By the end of February 2026, the city had 3,509 non-public medical facilities, including 13 hospitals, 62 polyclinics, 1,854 specialized clinics, 384 traditional medicine clinics, and other private medical examination and treatment facilities in various fields. The city's health sector completed the creation of electronic health records, provided guidance on creating electronic health records for all citizens, and instructed on linking with medical facilities in cases without health insurance.
However, Can Tho's healthcare sector still faces challenges such as outdated and damaged infrastructure and equipment in some units; insufficient and inconsistent information technology infrastructure; and a shortage of IT personnel to meet the requirements of the sector's comprehensive digital transformation.
Associate Professor, Doctor Hoang Quoc Cuong, Director of the Department of Health of Can Tho City, proposed that the city prioritize and increase budget allocation for the health sector; pay attention to investing in digital infrastructure; supplement resources to serve administrative reform and digital transformation; strengthen training and development of modern management skills for the staff and civil servants in the health sector; issue a specific mechanism to support investment resources and allocate a stable medium-term budget for digital transformation in healthcare; invest in facilities and equipment for health stations early; allow piloting the ordering of healthcare packages for the people; and promptly approve the general plan for the healthcare system, especially the 300-hectare high-tech medical zone.

Mr. Dong Van Thanh, Member of the Central Committee of the Party, Standing Deputy Secretary of the City Party Committee, and Chairman of the People's Council of Can Tho City, delivered a directive speech.
