On June 5, 2025, the Ministry of Industry and Trade issued Decision No. 1635/QD-BCT on organizing the "National Concentrated Promotion 2025 - Vietnam Grand Sale 2025" program from June 14 to July 14, 2025 nationwide. The program is organized to create opportunities for consumers to access quality products and services at preferential prices, contributing to promoting purchasing power and restoring the pace of the domestic market in the context of many fluctuations in the global economy.
In response to the program, on June 12, 2025, the Department of Industry and Trade of the province issued Plan No. 60/KH-SCT on implementing the program. Accordingly, the Department of Industry and Trade has presided over and coordinated with relevant agencies to propagate and mobilize enterprises, organizations and individuals operating in the fields of production, trading, distribution of goods; and service provision to participate in and implement promotional programs in various forms.
According to statistics from the Department of Industry and Trade, from June 14 to now, the Department has received 281 programs from more than 200 businesses and business organizations announcing promotional activities in many industries such as electronics, refrigeration, fashion , essential consumer goods... with a total value of promotional goods and services reaching over 28 billion VND. Businesses participating in the program have implemented many forms of promotions and customer gratitude such as: discounting products and services; free product warranty and maintenance; giving away goods and services... In particular, this year, businesses continue to maintain and promote the combination of promotions on traditional and e-commerce activities to create a spread, attract and increase customer access channels.
Typically, large electronics supermarkets in the province such as Dien May Xanh, Media Mart, HC... have simultaneously launched attractive promotional programs to stimulate consumption right from the beginning of the "golden month" of shopping. Mr. Ngo Hoang Ha, Manager of Dien May Xanh Supermarket in Lang Son said: Currently, Dien May Xanh has 16 locations in the province. In response to the National Concentrated Promotion Program 2025, we have launched more than 30 promotional programs by product line, applied at most locations. Some of the promotional programs include: 10% discount when buying air conditioners; up to 53% discount when buying refrigerators; 300,000 VND discount for students, teachers when buying laptops; 0% interest installment payment... All of these programs are implemented by us in parallel at stores and on e-commerce. Since the program was launched, on average, each supermarket location has welcomed about 200 customers per day, an increase of about 30% compared to normal days, and the number of goods sold has also increased by about 20%.
Not only electronics supermarkets, consumer goods supermarkets in the province such as Winmart, Dong Tien ... also simultaneously launched many promotional programs. In particular, a highlight that the Department of Industry and Trade focused on promoting and implementing in this year's program is to promote the campaign "Vietnamese people prioritize using Vietnamese goods", raising awareness of consumers in the province about Vietnamese branded goods. Accordingly, businesses, production facilities, and distribution facilities have prioritized choosing quality Vietnamese products to carry out promotions and incentives.
Mr. Vu Van Dong, Manager of WinMart supermarket in Lang Son said: To take advantage of the opportunity and boost consumption of goods, since mid-June, WinMart has launched attractive incentive programs such as: 10-30% discount on confectionery products, children's toys; 20-30% discount on household appliances..., the total value of promotional goods reached nearly 3 billion VND. 100% of the products applied for promotion are Vietnamese goods, of high quality. With many stimulus programs, from mid-June until now, on average, the supermarket has welcomed about 1,200 customers every day, an increase of 30% compared to before and revenue has also increased by more than 20%. It is expected that from now until the end of the 2025 National Concentrated Promotion Program, WinMart will launch 2 more programs, with a total value of promotional goods of nearly 2 billion VND.
The fact that businesses have implemented many discount and incentive programs has attracted attention and promoted people's consumption activities. Ms. Hoang Thi Thuy, Dong Kinh Ward, said: Currently, I see that many supermarkets and stores are applying promotional programs. Thanks to that, now when I go shopping, I always increase the amount I buy because I can easily choose products with good quality and reasonable prices. For me, implementing promotional activities is very necessary, meeting the needs of consumers, especially in the context of many families having to tighten their spending like now.
Mr. La Duc Doan, Head of the Trade Management Department, Department of Industry and Trade said: Immediately after the Ministry of Industry and Trade issued the decision to organize the National Concentrated Promotion Program 2025, the department advised the department to issue an early implementation plan with the expectation of receiving the response of businesses, contributing to stimulating consumption, promoting production and business activities in the province. Up to now, the program has been responded to and actively participated by businesses by proactively implementing promotional activities with diverse and attractive content; proactively deciding to apply a maximum promotional limit of up to 100%... And in order for the program to bring practical results, ensuring the rights of both businesses and consumers, the department has advised the department to coordinate with functional branches to strengthen monitoring, inspection, supervision, ensuring that businesses implement promotional programs legally, honestly, publicly and transparently.
With the response of businesses and business establishments, the "National Concentrated Promotion 2025 - Vietnam Grand Sale 2025" program has been successfully taking place, contributing to increasing revenue in the province's trade and service sectors. According to data from the industry and trade sector, the total retail sales of goods in June 2025 are estimated at VND 3,127.3 billion, an increase of 16.36% over the same period. It is forecasted that from now until the end of the program, stimulus activities will continue to contribute to promoting growth momentum, making practical contributions to the province's economic development goals in 2025.
On June 22, 2025, the Ministry of Industry and Trade issued Circular No. 39/2025/TT-BCT stipulating the maximum limit on the value of goods and services used for promotion, the maximum discount level for goods and services on promotion that traders are allowed to implement in promotional activities (according to simplified procedures). Accordingly, from July 1, 2025, the maximum discount for promotional goods and services must not exceed 50% of the price of the goods and services immediately before the promotion period. In cases where a concentrated promotion program is organized, the maximum limit on the value of the goods and services used for promotion is 100%. The maximum limit on the value of goods and services used for promotion of 100% is also applied to promotional activities within the framework of trade promotion programs and activities decided by competent central authorities. The maximum discount limit does not apply when promoting discounts on goods and services implementing the State's price stabilization policy; fresh food products; goods and services in case of enterprise bankruptcy, dissolution, change of location, production and business lines. |
