On June 5, 2025, the Ministry of Industry and Trade issued Decision No. 1635/QD-BCT on organizing the "National Concentrated Promotion Program 2025 – Vietnam Grand Sale 2025" from June 14 to July 14, 2025, nationwide. The program aims to create opportunities for consumers to access quality products and services at preferential prices, contributing to boosting purchasing power and restoring the pace of the domestic market amidst global economic fluctuations.
In response to the program, on June 12, 2025, the Provincial Department of Industry and Trade issued Plan No. 60/KH-SCT on the implementation of the program. Accordingly, the Department of Industry and Trade has taken the lead and coordinated with relevant agencies to promote and encourage businesses, organizations, and individuals operating in the fields of production, business, and distribution of goods; and the provision of services to participate in and implement promotional programs in various forms.
According to statistics from the Department of Industry and Trade, from June 14th to the present, the Department has received 281 promotional programs from over 200 businesses and organizations in various sectors such as electronics, home appliances, fashion , and essential consumer goods, with a total value of promotional goods and services exceeding 28 billion VND. Participating businesses have implemented various promotional and customer appreciation methods such as: price reductions; free warranty and maintenance services; and complimentary goods and services. Notably, this year, businesses continue to maintain and strengthen the combination of traditional and e-commerce promotional activities to create wider reach, attract more customers, and increase customer engagement channels.
Typically, major electronics supermarkets in the province such as Dien May Xanh, Media Mart, HC… have simultaneously launched attractive promotional programs to stimulate consumer spending right from the beginning of the “golden month” of shopping. Mr. Ngo Hoang Ha, Manager of Dien May Xanh Supermarket in Lang Son, said: Currently, Dien May Xanh has 16 branches in the province. To participate in the National Concentrated Promotion Program 2025, we have launched more than 30 promotional programs for each product category, applied at almost all branches. Some examples include: 10% discount on air conditioners; up to 53% discount on refrigerators; a 300,000 VND discount for students, teachers, and professors when buying laptops; 0% interest installment payments… All these programs are implemented simultaneously in-store and on e-commerce platforms. Since the program was launched, each supermarket location has welcomed an average of about 200 customers per day, an increase of about 30% compared to normal days, and the quantity of goods sold has also increased by about 20%.
Not only electronics supermarkets, but also consumer goods supermarkets in the province such as Winmart, Dong Tien, etc., have simultaneously launched many promotional programs. In particular, a highlight that the Department of Industry and Trade has focused on promoting and integrating into this year's program is the strengthening of the "Vietnamese people prioritize using Vietnamese goods" campaign, raising consumer awareness in the province about Vietnamese branded goods. Accordingly, businesses and production and distribution facilities have prioritized selecting high-quality Vietnamese products for promotions and discounts.
Mr. Vu Van Dong, Manager of WinMart supermarket in Lang Son, said: To take advantage of the opportunity and boost sales, since mid-June, WinMart has implemented attractive promotional programs such as: discounts of 10-30% on confectionery and children's toys; discounts of 20-30% on household goods..., with a total value of promotional goods reaching nearly 3 billion VND. 100% of the products included in the promotion are high-quality Vietnamese goods. With many promotional programs, from mid-June until now, the supermarket has welcomed an average of about 1,200 customers per day, a 30% increase compared to before, and revenue has also increased by more than 20%. It is expected that from now until the end of the National Concentrated Promotion Program 2025, WinMart will implement two more programs, with a total value of promotional goods of nearly 2 billion VND.
The implementation of numerous discount and promotional programs by businesses has attracted attention and boosted consumer spending. Ms. Hoang Thi Thuy from Dong Kinh ward said: "Currently, I see many supermarkets and stores applying promotional programs. Thanks to this, I now increase my purchases when shopping because I can easily choose good quality products at reasonable prices. For me, implementing promotional activities is very necessary, meeting the needs of consumers, especially in the context where many families have to tighten their spending like now."
Mr. La Duc Doan, Head of the Trade Management Department of the Department of Industry and Trade, said: Immediately after the Ministry of Industry and Trade issued the decision to organize the National Concentrated Promotion Program 2025, the department advised the provincial department to issue an implementation plan early on, hoping to receive the support of businesses, contributing to stimulating consumer demand and promoting production and business activities in the province. To date, the program has been actively supported and participated in by businesses through proactively carrying out promotional activities with diverse and attractive content; proactively deciding to apply the maximum promotion limit up to 100%... And to ensure the program brings practical results and protects the rights of both businesses and consumers, the department has advised the provincial department to coordinate with relevant agencies to strengthen monitoring, inspection, and supervision, ensuring that businesses implement promotional programs legally, honestly, openly, and transparently.
With the enthusiastic participation of businesses and establishments, the "National Concentrated Promotion Program 2025 - Vietnam Grand Sale 2025" has been successfully implemented, contributing to increased revenue in the province's trade and service sector. According to data from the Department of Industry and Trade, total retail sales of goods in June 2025 are estimated at VND 3,127.3 billion, an increase of 16.36% compared to the same period. It is predicted that from now until the program concludes, demand-stimulating activities will continue to contribute to boosting growth and making a practical contribution to the province's economic development goals for 2025.
On June 22, 2025, the Ministry of Industry and Trade issued Circular No. 39/2025/TT-BCT stipulating the maximum value limit for goods and services used for promotional purposes, and the maximum discount rate for goods and services being promoted that businesses are allowed to implement in promotional activities (according to simplified procedures). Accordingly, from July 1, 2025, the maximum discount for goods and services offered in promotions must not exceed 50% of the price of those goods and services immediately before the promotion period. In cases of centralized promotional programs, the maximum limit on the value of goods and services used for promotion is 100%. This maximum limit of 100% on the value of goods and services used for promotion also applies to promotional activities within the framework of trade promotion programs and activities decided by competent central-level authorities. No maximum discount limit applies to promotional discounts on goods and services subject to the State's price stabilization policy; fresh food; and goods and services in cases where the business is bankrupt, dissolved, changes location, or changes its production or business sector. |
