On the afternoon of May 20th, the People's Committee of Thanh Hoa province held a conference to announce the Provincial Department and District People's Committee Competitiveness Index (DDCI) for 2023.
Accordingly, among the People's Committees of districts, towns, and cities, 6 units ranked in the "good" group: Hoang Hoa, Sam Son City, Nong Cong, Tho Xuan, Dong Son, and Thanh Hoa City. Hoang Hoa District held the "champion" position in the Thanh Hoa DDCI 2023 with a score of 90.83, followed by the People's Committee of Sam Son City with 89.94 points; and the People's Committee of Nong Cong District with 85.01 points. The remaining 9 localities ranked in the "fair" group; and 12 localities ranked in the "average" group.
The median score of Thanh Hoa's DDCI in 2023 was 60.99 points, 6.2 points lower than the median score in 2022. This indicates that the overall quality of governance of the units, as assessed by the provincial business community, has not improved compared to the previous year.

In terms of score improvement, 10 out of 27 units showed improvement in 2023, with the three units showing the most impressive improvement being Nong Cong district, Hoang Hoa district, and Sam Son city, each increasing their score by over 12 points compared to the previous year.
Conversely, 17 out of 27 units experienced a decrease in scores compared to the previous year, with the largest decreases seen in Nhu Thanh district (down 28.27 points), Quan Son district (-16.28 points), Tho Xuan district (-13.89 points), Quan Hoa district (-12.64 points), and Nga Son district (-10.78 points).
Changes in local scores led to significant fluctuations in the rankings of district-level People's Committees on the 2023 DDCI ranking compared to 2022. Specifically, out of 27 units, none maintained the same ranking as the previous year; 14 units improved their ranking, and 13 others dropped in rank.
Among the units that improved their rankings, Yen Dinh district showed the most significant improvement, rising 16 places from 26th in the 2022 ranking to 10th in the 2023 ranking. This was followed by Bim Son town, which rose 12 places, from 20th in 2022 to 8th in 2023.
Among the departments and agencies, the Department of Industry and Trade led with 88.01 points. The next positions were held by the Provincial People's Committee Office (86.31 points), the Customs Department (85.51 points), the Department of Agriculture and Rural Development (85.04 points), the Provincial Inspectorate (81.61 points), and the Department of Planning and Investment (80.10 points). These six units were also classified as "good," with significantly higher scores than the rest. Additionally, there were eight units in the "fair" group and ten units in the "average" group.
The median score for the DDCI (Provincial Departments and Agencies) in 2023 was 60.76 points, lower than the median score in 2022 (66.80 points). The overall median score decreased, indicating that the scores of units in the upper half of the ranking tended to decline compared to the previous year.
Speaking at the announcement ceremony, Mr. Do Dinh Hieu, Director of VCCI Thanh Hoa - Ninh Binh, said that 2023 marks the third year that Thanh Hoa province has implemented the Thanh Hoa DDCI Project with even greater expectations. With this mindset, the Thanh Hoa DDCI survey process has been carried out more carefully by the project's lead unit, primarily through field visits, direct contact with businesses, and dissemination of information about the province's efforts to improve the investment and business environment, the PCI, the DDCI, and the responsibilities and rights of businesses.
The verification and cross-checking of survey respondents' information was also carried out at a higher rate compared to 2022. The Thanh Hoa DDCI 2023 report was prepared in accordance with regulations, ensuring objectivity and independence under the strict supervision of the DDCI Task Force, and without any influence on the published results.
The DDCI Thanh Hoa index for 2023 retains its eight components: Transparency and access to information; Dynamism and the role of leaders; Time costs; Informal costs; Fair competition; Business support; Legal institutions; and Access to land.
Specifically, indicators from 1 to 7 are used to score and rank the group of 25 provincial-level departments and agencies; indicators from 1 to 8 are used to score and rank the group of 27 district, town, and city-level People's Committees.
In addition, the 2023 DDCI Thanh Hoa survey also examined several other aspects not used for scoring and ranking among units within the same group, but which have a significant impact on the production and business activities of enterprises. These aspects provide a clearer picture of the province's business environment and serve as input for identifying solutions to enhance the competitiveness of the evaluated units, contributing to improving the province's competitiveness in the coming years. These include: market entry; labor training; the effectiveness of the judicial system; and the support needs of businesses.
It is estimated that nearly 8,000 businesses have accessed the questionnaire and been invited to participate in the survey through various means, accounting for approximately 30% of the businesses operating in the province.
After collecting the survey questionnaires, the VCCI Thanh Hoa - Ninh Binh verified the information of the businesses and respondents. As a result, after screening and verifying the information, 2,751 valid survey questionnaires were selected for data processing and calculation; of which 1,348 questionnaires assessed departments and agencies, and 1,403 questionnaires assessed district-level People's Committees.
On behalf of the business community, Mr. Cao Tien Doan, Chairman of the Thanh Hoa Provincial Business Association, affirmed that, from the perspective and voice of the business community, the results of the DDCI (Provincial Competitiveness Index) announced today are proof of the year-long socio-economic management journey of the provincial authorities. This is an important basis for departments, sectors, and localities in the province to review their management methods, and from there develop strong solutions to improve in the future, especially policies that directly impact the production and business activities of enterprises.
At the same time, the Thanh Hoa Provincial Business Association is committed to continuing to closely coordinate with the VCCI Thanh Hoa - Ninh Binh to effectively fulfill its mission of representing the voice of the business community; encouraging and spreading to businesses the responsibility of participating in evaluating the management capacity of units they regularly interact with, thereby building Thanh Hoa into a locality with a healthy, open, dynamic, and comprehensive business environment.

Speaking at the conference announcing the 2023 DDCI (Provincial Competitiveness Index), the Standing Vice Chairman of the Provincial People's Committee, Nguyen Van Thi, warmly congratulated the departments, agencies, and district-level People's Committees on achieving high results, as recognized and evaluated by the business community. He also highly appreciated the efforts of the Thanh Hoa - Ninh Binh Chamber of Commerce and Industry (VCCI); the close coordination of departments, agencies, Party committees, and governments of districts, towns, and cities; the enthusiastic participation of the business community in the survey; and the strong publicity by news agencies and the press during the implementation of the project.
The Standing Vice Chairman of the Provincial People's Committee stated that the province's PCI (Provincial Competitiveness Index) in 2023 showed positive signs, rising 17 places compared to the previous year, making it one of the localities with a breakthrough in ranking. This is a welcome sign, reflecting and a well-deserved recognition of the efforts and determination of the entire political system in improving Thanh Hoa province's PCI ranking in recent years; including the implementation of the DDCI (Provincial Competitiveness Index). However, Mr. Thi also acknowledged that Thanh Hoa still faces many challenges in order to be among the top 10 localities nationwide in the PCI index by 2025.
